MINUTES OF THE MEETING OF THE BUILDING & DEVELOPMENT COMMITTEE held at the Council Chamber, Suite 1, Level 2, 1-17 Elsie Street, Burwood on Monday 10 November 2014 commencing at 6.00pm.

The Mayor opened the meeting with a prayer.

Cr John Faker declared a less than significant pecuniary interest as his family members have been clients of the architect involved in this development.

Proposal
The proposal involves the demolition of two existing dwelling houses and construction of an eight storey residential flat building containing 3 x studio dwellings, 5 x 1 bedroom dwellings and 32 x 2 bedroom dwellings (40 dwellings in total) over two levels of basement car parking comprising 48 spaces. Vehicular access is at the south-western corner of the site near the intersection of Grosvenor Street, Webb Street and Albert Crescent, Croydon.
D.1/14 / RESOLVED (unanimously)
1. The objection to the height of buildings permitted in the zone is not considered well founded and is not supported. The height of the building is contrary to the maximum permitted in the zoning of 26m and any variation to the height will have an adverse impact upon the amenity of the area and will set a harmful precedent.
2. The development does not comply with the ”Rules of Thumb” for building separation as set out in the NSW Residential Flat Design Code and as such will have an adverse impact upon the amenity of the adjoining building to the east through loss of privacy, both visual and aural, and the visual impact of the building.
3. The proposed landscaped area for the development is less than the rule of thumb of 25% of the site as set out in the NSW Residential Flat Design Code and any approval of the development application will set a harmful precedent for future development in the area.
4. The height and scale of the development is not in context with that of surrounding development as such will have ad adverse impact upon the residential and visual amenity of the area.
5. The development is not in the public interest as evidenced by the objections received by Council.

That Council Officers investigate the feasibility of reducing the development standards of height and floor space ratio as contained in the R1 Zoning of the Burwood Local Environmental Plan 2012 for Boundary, Grosvenor and Webb Streets, Croydon and this matter be reported back to Council.
