Governing Board

The District shall have an Administrative Benefits steering Committee. This Committee shall be comprised of Superintendent, Assistant Superintendent of Business and Plant, Directors of Human Resources, Supervisor of Human Resources/Payroll, Benefits Coordinator and the Brokers. This Committee will discuss major issues pertaining to Health and Welfare Benefit Plans and make decisions on issues that need to be brought before the Benefit Advisory Committee for vote.

Objective

To collaboratively make decisions, benefit enhancements or issues brought to the table for the good of the district and its employees. Nothing here in the Objective of these Bylaws shall subsume the collective bargaining rights of any exclusive bargaining agent recognized by the provisions of RCW 41.56 and/or RCW 41.59.

Membership

  1. Membership of this committee will consist of no more than two representatives from the following bargaining or represented aligned units.

HEA, HASSP, PSEH, Teamsters, HAWSP, Central Administrators, Executive Secretaries, Non-Rep.

  1. Benefits Advisory Committee Members (BACM) names will be printed in specific documentation, i.e., Summary of Health and Welfare Plans, Benefits Fair information, Orientation Packets, Highline Happenings, etc.
  1. Other members of any bargaining unit are welcome to attend insurance committee meetings in a non-voting capacity.
  1. Each bargaining or represented unit will select their representative in any manner, which is in keeping with that bargaining unit’s method of selection.
  1. Term of membership for any individual member will be determined by the individual bargaining or represented unit that individual represents.
  1. If a selected member is unable to attend a meeting, a substitute may be appointed. The substitute will be acknowledged to the meeting facilitator prior to the meeting.
Conduct of Business

A quorum, consisting of 5 bargaining units, will be present to conduct the business of the Committee.

Meeting Procedures
  1. Minutes will be taken at all meetings and made available to members of the committee for distribution to their constituents.
  1. A member of the committee who is an employee of the Highline School District Human Resources Department will do facilitation of the meeting.
  1. An agenda of the upcoming meeting will be provided to members of the committee at least one week in advance of said meeting. The item “Other” will be present on the agenda.
  1. The District Human Resources Department of the Highline School District will assemble such agenda. Any individual who wishes to include something on the agenda for the next meeting must contact the District Human Resources Facilitator at least one week prior to the next meeting.
  1. Benefit Advisory Meeting agendas will be followed. There will be no deviation from listed agenda items unless agreed to by a majority vote of the members present.
Voting
  1. All decisions will be by a sixty (60) percent vote of all 99 votes eligible to be cast.
  1. In case of a tie, no change of current status will take place in issue being considered.

The issue can be re-opened for discussion at another time.

  1. All votes will be done by a show of hands or voice count.
Amendments
  1. These Bylaws may be amended by a sixty (60) percent vote (of all 99 votes eligible to be cast), of those members present at any of the valid, regular meetings of the committee. Proposed amendments must be sent to the members at least seven (7) calendar days prior to the meeting at which the vote will be taken.
  1. As of the 3/21/01 Committee meeting, the following division of the 99 eligible votes to be cast, was added to the Bylaws:
