Mr. John Monaghan
Rossport South
Ballina
Co. Mayo
27th April 2006
Dear Sir,
I refer to your letters dated 28/03/2006 and 3/04/2006.
With regard to your letter dated 28/03/2006 and enquiries to the amendments to the Environmental Monitoring Plan, the planning file contains the following correspondence;
- Letter from the developer (Tom Phillips & Associates on behalf of Shell E&P Ireland) to Mayo County Council, dated 20/01/2006, containing a proposed addendum to Environmental Monitoring Plan.
- Letter from Mayo County Council to developer, Shell E & P Ireland Ltd., dated 31/01/2006, authorising the discharge of treated water from the Axonics unit into the site drainage system.
- Letter from developer, Shell E & P Ireland Ltd., dated 21/02/2006 which deals with monitoring and discharge issues relating to the addendum to the Environmental Monitoring Plan.
The planning issues mentioned in your letter of 28/03/2006 refers, I assume, to the contention raised by yourself and Mr. P. J. Moran with Mr. Paddy Mahon at Bellanaboy on March 15th 2006 that “three councillors had said at a meeting that officials from Mayo County Council did not read all the documents relating to the Planning Permission for the Gas Terminal and that it was granted in the same way a house would be”. Mayo County Council confirm that all documents and submissions relating to this planning application were thoroughly examined and evaluated by the Planning Department prior to the issuing of a permission. Any suggestion that the application was dealt with in a trivial manner is untrue.

These documents and submissions were made available to An Bord Pleanála for their consideration. This planning application was granted on appeal by An Bord Pleanála.
With regard to your letter dated 03/04/2006 concerning “further axonics equipment” the planning file contains the following correspondence;
- Letter from Mayo County Council to developer, Shell E & P Ireland Ltd., dated 08/09/2005, requiring the developer to take urgent measures to prevent pollution of waters in the Bellanaboy locality.
- Letter from Mayo County Council to developer, Shell E & P Ireland Ltd., dated 18/11/2005, requiring the developer to take urgent measures to reduce aluminium levels in the waters discharging from the Bellanaboy site.
- Letter from the developer (Tom Phillips & Associates on behalf of Shell E&P Ireland) to Mayo County Council, dated 02/12/2005, concerning the installation of the water treatment plant and access issues to the site at Bellanaboy.
- Letter from the developer (Tom Phillips & Associates on behalf of Shell E&P Ireland) to Mayo County Council, dated 04/04/2006, concerning plans to increase the capacity of the water treatment plant.
- Letter from Mayo County Council to developer, Shell E & P Ireland Ltd., dated 13/04/2006 welcoming the proposal to increase the capacity of the water treatment plant.
I trust that this is the information you require.
Yours faithfully,
______
COUNTYSECRETARY.
