- Grant money now received. Building work completed although not inspected.

Village Hall – To be discussed under Correspondence.
Speeding
The clerk commented she had contacted Reedness Parish Council for their views on the Dragon’s Teeth and they are happy that this work should go ahead in the next financial year.
Emergency Boxes
The Chairman to deliver the Whitgift Emergency Box. Contact details for the keyholder, Mrs. Daphne Smith, was given to Mrs. Royston.
Dog Control Stickers
These stickers have now been received and were distributed.
Derelict Building - Whitgift
Andrew Taylor, Principal Building Control Officer, has carried out a visual inspection of the property again.
The building appears to be on the whole in a similar condition as to the last time he inspected. However, thereare several tiles that have now slipped from what remains of the roof structure and several sections of the dental brickwork which appear to be loose which if any high or strong windows were to come along could dislodge either or both.
This is a Grade 2 Listed Building so he has contacted his colleagues in conservation for any input they may want to add prior to contacting the owner.
Defibrillator
The Chair asked Mr. Peter Lee, who was in attendance, to give an update on this matter. He stated that he had been in touch with a few Parish Councils who had installed defibrillators in village telephone kiosks. Some Parishes had stated that the whole process had taken up to 12 months. The clerk stated that she was in the process of completing an application for an Award for All grant and Julie Reed had obtained up-to-date prices. It was resolved that the Parish Council would take responsibility for future running costs of the defibrillator.
Karen Wood has been informed that Twin Rivers wish to purchase the kiosk for £1.
Weeds in the dyke – Horseshoe Corner
Farmcare have been informed.
84/16CORRESPONDENCE
A letter was received from the Ousefleet Village Hall Committee. The letter advised that the building work was now completed at a total cost of £3500 which had been paid in full. The Village Hall requested the Parish Council to share 50% of the cost as agreed in the Parish Council Meeting of 16 February 2016. This caused some confusion as the Village Hall Committee had decided in their meeting of the 23 April 2016 to “pay for the cost of the whole of the external works out of Hall funds”. It was explained by Mrs. Royston that this was decided by the Management Committee only to move the building work along rather than delay the project any further.
The letter also requested clarification on the roles and responsibilities of the Village Hall Committee. In reply, the Chair explained that the Parish Council was the holding/custodian trustee and has no powers of management . The property must be administered by the Management Committee and the property at all times kept in good repair. The Parish Council is not liable for the act and defaults of the Management Committee or any of its members. The Trustee Document was registered with the Land Registry in June 2011 together with the 25 year lease and was signed by Mr. P. Rudd and Mrs. K. Henderson.
A discussion then took place on whether the Parish Council would be contributing toward the building cost and voting took place and resulted as follows:

The clerk gave a financial report and advised the meeting regarding Section 137 Free Resource. It was resolved that a donation of £1273.53 would be donated this financial year and £476.47 in the 2017/18 financial year.
