A contractanalystperformsanalysisandsynthesisofinformationrelatedtoprocurementandcontractnegotiations,reviewsandmakesrecommendatiohsregardingcontracts,andcommunicatesinwritingandorally.

TheLBBassignsapositionlevel(I,II,Ill,IV,Senior)andsalarylevelbasedonanevaluationofthecandidate's/employee'sknowledge,skills,abilities,accomplishments,experiences,andbehaviorsandbasedonagencyneedsandresources.Responsibilitiesandexpectationsincreasewitheach positionlevel.
ESSENTIALRESPONSIBILITIES
•Usedatatoconductriskassessmentsandreviewcontract documentstoidentifyhigh riskcontracts,agencyprocesses,andactivities.
•Developwrittenrecommendationsonhowtomitigateprocurement/contractrisks,bothforspecificprocl:lrementsandforagency/statewideprocessesandcontrols.
•Provideassistancetoassignedagencyon·contractnegotiation,development,andmanagement
•Monitorand reportoncontractdevelopmentandimplementation.
•Informmanagementof contractissuesandwovideconciseexplanationsandoptionsforresolution.
•Conductoutreachandtrainingoncontractnegotiation,development,andmanagement.
•Collect,organizeandanalyzedataandpreparewritten-materials,includingpublications.
•Useinformationsystemstorecordinformationandanalyses.
•Representtheagencyatexternalmeetings/eventsandthenprovidewrittenororalsummariesofkeyissi.res.
•WorkincoordinationwithLBBstaffandrepresentativesofotheroversightentities.
•Mayplan andconductresearchprojectsandfieldstudies.
•Contributetoagenciesprojectsandperformrelatedworkasassigned.
QUALIFICATIONS
EducationandExperience:
•Graduationwithabaccalaureatedegreefromaregionally accreditedcollegeoruniversityisrequired.
PreferredEducation,ExperienceandCertification(oneormoreofthefollowing):
•Earnedgraduatedegree..,
•Degreeorsignificantcourseworkinpublic policyoradministration,programevaluation,quantitative/qualitativeresearch,educationalmeasuremenUresearch,financialaffairs,accounting,academicaffairs,legalresearchorarelatedfield.
•Experiencedeveloping,administering,oroverseeingcontractsorpurchases.
•Two yearsofprogressivelyresponsible full-timeworkexperienceinarelevantpolicyarea.
•Atleastoneofthefollowingorrelatedcertification(s):oCertifiedTexasPurchaser(CTP)
o CertifiedTexasProcurementManager(CTPM)
