HELENA PLANNING AND ZONING COMMISSION
REGULAR MEETING
THURSDAY March 24, 2011
The Helena Planning and Zoning Commission met in a regular scheduled meeting on Thursday, March 24, 2011 at 6:00 P.M. In the Helena Municipal Building, regular place and time for holding said meetings.
Jack Gray called the meeting to order at 6:21 P.M.
Billy Dean Harris led prayer.
Tom Lefebvre led the Pledge of Allegiance.
Roll Call Present:
Members: Walter D’Armond, Jack Gray, Harold Woodman, Billy Harris, Robert Caliento and Tom Lefebvre
Absent: Jim Wathen, Charles Penhale and Jackson Knox
Visitors: John Wilder, George Pickle, and (see attached list)
A quorum was declared present and the meeting opened for business.
Billy Harris made a motion to approve the minutes as written from the 02/24/2011 meeting with a second from Harold Woodman and the following votes were cast:
AYE: Walter D’Armond, Jack Gray, Harold Woodman, Billy Harris, Robert Caliento and Tom Lefebvre
NAY: None
No communications from the City Council.
1. Ronnie Morton-Creekwater Phase Two B Final Plat
Ronnie Morton was present to answer any questions that the Planning and Zoning Board had regarding Creekwater Phase Two B Final Plat.
George Pickle advised that Ronnie Morton was fairly close to grading and the construction entrance was needed along with paying for the water meters. Alabama Power came through and ruined a lot of work that was previously done.
John Wilder advised his main issue is the road and water for the hydrants.
Ronnie Morton advised he will maintain construction entrance so that Fire Personnel could come in and out as needed.
George Pickle advised if at any point the construction entrance wasn’t maintained he will shut it down.

Tom Lefebvre addressed concern about the main entrance or construction entrance and if a fire truck could come in that way and out easily.
Ronnie Morton advised he will maintain them for public safety.
Tom Lefebvre made a motion to adopt Creekwater Phase Two B Final Plat with a second by Harold Woodman.
AYE: Walter D’Armond, Jack Gray, Harold Woodman, Billy Harris, Robert Caliento and Tom Lefebvre
NAY:
Jack Gray advised it will go to City Council on March 28th or April 14th, 2011.
Jack Gray advised all members that the master comprehensive plan is in its comment period for 2 weeks if any planning and zoning member had any comments or questions they need to get them to Eric Womack as soon as possible and we would start the 3 public hearings beginning the next meeting.
There being no further business to approve/discuss, Jack Gray adjourned the meeting at 6:36 P.M.
