Minutes of the meeting held on 14th December 2016 at

7:00pm in the Memorial Hall

1.  Welcome and Introduction. The Chair welcomed Brenda Lloyd to the meeting. Brenda, a churchwarden, briefed members on the Whitchurch and Solva Heritage Project. A copy of the brief is attached to these Minutes. Action – It was agreed that Community Councillor Ifor Thomas and local resident Jim Young would assist with the preparation of building surveys and associated building costs.

2.  Apologies. Community Councillor’s Mollie Roach, John Price and Joe Griffin.

a.  The Chair confirmed a quorum[1] was present and that business could be transacted.

3.  Declarations of interest. Community Councillor’s Josh Phillips and Ifor Thomas registered an interest in Planning Application NP/16/0653/NMA at item 7a iii – both members left the meeting for the item.

4.  Agree the Minutes of the meeting held on 2nd November 2016. Agreed and signed.

5.  Matters Arising

a.  Solva School. The Chair reported on the latest developments about the future sustainability of the School; a second public meeting regarding the future of the schools on the St. Davids peninsula held on 23 November 2016 and his letter as Chair to the Minister for Education. Josh also reported on the response from Kate Evan Hughes, PCC Director of Education.

b.  SCC Budget 2017/18. The 2017/18 budget and precept were debated at length and in depth. Members subsequentlyapprovedall expenditure presented ensuringthatappropriate funds were available for:

i.  Grants to community groups

ii.  Senior Citizens Christmas Lunch

iii.  Lower Solva Christmas Tree and Lights

iv.  Maintenance of Play & Skate parks

v.  SCC Contingency Fund

vi.  SLA increase for delivery of PCC Youth Services

vii.  Newsletter

The approved budgetis attached to these Minutes for reference.

c.  Precept 2017/18. The following proposal for the 2017/18 SCC precept was then put forward:

Proposed by Community Councillor Tomos Waters; Seconded by Community Councillor Sandra Young that the SCC Precept requirement for 2017/18 was set at £30,000. All members present agreed the proposal.

Members absent would be informed by email within 24 hours.

6.  Clerk’s actions.

a.  SCC Bank Balance at end of November. The balance at 30 November 2016 was £52,673.25. Income & Expenditure (actual) for November was presented and agreed by Councillors.

b.  Budget Review 2016/17. Expenditure was reviewed against the agreed budget.

c.  Correspondence. All correspondence had been distributed to members by email and where appropriate had been circulated in the SCC Box.

7.  Planning: The following planning applications were reviewed by members and the SCC Planning Committee. No planning concerns were raised to the Authority:

b.  Outcomes:

i.  NP/16/0489/S73 21, Anchor Down, Solva, Haverfordwest, SA62 6TQ "Variation of Condition to change design" GRANTED

ii.  NP/16/0560/NMA 17, Ffordd Panteg, Solva, Haverfordwest, SA62 6TN "Non-material amendment to reposition rear garden retaining wall and steps APPROVED
