Consultancy Opportunity: End of Project Evaluation

ActionAid International is looking to recruit an independent consultant (or consultancy team) to conduct and end of project evaluation of a multi-country project focusing on promoting the rights of children in school in Ghana, Uganda, Kenya, Malawi and Tanzania.

The goal of the project was to ensure that girls and children with disabilities gain access to free, quality public education in the five countries and that the stakeholders in these and other countries understand the legal implications of and are supported in demanding the fulfillment of the right to education.

The project which started in June 2013 focused on promoting three key rights of children; the right to non-discrimination, the right to a safe and non-violent environment, and the right to participate using the Promoting Rights in Schools (PRS) Framework. The table below shows the scope and targets in each country and implementing areas called Local rights Programme areas (LRP). Implementation took place in 151 primary and junior secondary schools.

ACRE project partnered with Universities and research institutes in the countries and these supported the project implementation by facilitating and making inputs into the design and data collection of local level baseline studies in the LRPs. Baseline survey reports using the PRS tool and policy briefs on the three rights are therefore available for Ghana, Uganda, Malawi, Kenya and Tanzania though they are not linked to the indicators in the M&E. In addition a comparative study of all the reports and policy brief for both national and international advocacy work has also been completed.

During the implementation, a detailed cross-country Monitoring and Evaluation Framework was designed with inputs from project staff from the countries, International education team and M&E unit to provide a basis for monitoring the progress, outputs and outcomes of the project.

The end of project evaluation aims to determine if ACRE project activities have brought about the anticipated change set out in the project. This evaluation will also provide us with evidence about what has worked and what has not, and key lessons and recommendations to inform our future education work and future strategy development.

ActionAid is thus looking to recruit an independent consultant (or consultancy team) to conduct the end line evaluation from 3 out of the five countries and submitting a report that draws in achievements or otherwise from the other 2 countries.
