Introduction

1.  This document sets out the consultation that was carried out on the Grove Hill Supplementary Planning Document (SPD), the representations received and the Council’s response to those representations.

How the consultation was undertaken

2.  Under the provisions of Regulation 26 of the Town and Country Planning (Local Development) (England) Regulations 2008, the Council sent a letter to its main and other consultees (see Appendix 1) on 3 December 2009 to inform them of the Council’s intention to review the adopted SCI, and to invite them to comment on what the revised document could include. A total of 150 letters were sent out to relevant authorities in the local area, general consultation bodies defined in the Regulations, the regional planning body another local bodies, community groups and others that had requested to be kept informed on progress of the LDF. Additionally, the public could also respond via the Council’s web-site on its ‘Consult With Us’ web-page. This eight week consultation period ended on the 29th January 2010.

3.  An addition, as part of the eight week consultation period, a weekly drop-in session was held (predominantly 2pm-7pm – changed according to opening times of venue) facilitated by Erimus Housing and Council officers to guide and assist residents and stakeholders through the proposals, and answer any further questions. All feedback collected and recorded from such events forms part of the responses in Appendix 3.

4.  In total the Council received 23 responses plus one petition consisting of 65 signatures. 16 representations were also made by the main consultees, which were incorporated into the draft SPD, where appropriate. A summary of the comments and the Council’s responses in respect of this initial consultation process are detailed in Appendix 3 of this document.

5.  This consultation follows on from earlier consultation events in February and August 2009. A public notice (see Appendix 4) was also placed in the local newspaper, and the draft document was placed in local libraries, on the Council’s web-site on its ‘Consult With Us’ web-page and in the reception area at the Civic Centre. Presentations were also given to the many of the Council’s internal service area team meetings, including in the Environment department which included briefings to the Street Wardens, Economic Regeneration department and to many officers within the Regeneration and Planning department.

6.  At the end of the consultation period the Council had received 40 representations. These representations, where appropriate, have been incorporated into the final document. A summary of the representations and the Council’s responses are contained within Appendix 3.

North Tees PCT / - / Support / I have just taken a look at the SPD today. I am pleased to see that they are considering the use of good open spaces and encouraging out door play. I would just like to stress to you that it is really important that any planning decisions taken by the Council fully consider how the design of a neighbourhood can significantly impact on the health and well-being of its residents. An ‘obesogenic’ environment (i.e. one which does not make it easy for residents to be physically active by walking, being outdoors, cycling, or feeling safe and involved) has a negative impact on the physical and mental health of its residents. I therefore support the proposals in the document which suggest the development of outdoor areas that can allow better leisure activities for local families and hope that these ideas are implemented. / -
