Granta 5 Tender Specifications
- General Tender Requirements
1.01The tenderer shall include for the design, cost, supply and commissioning of a
complete, access control and alarm point monitoring system, compliant with the
technical and performance criteria set out in this document. The system shall broadly
comprise the following:
a)A central administration computer (PC) for the system
b)Administration, addition and editing of tokens/cards, report
c) Generation and acknowledgement of system alarms.
d) Door Controllers and door functions.
e) Readers, door monitoring contacts and exit switches.
f)Alarm control functions on fire doors and other auxiliary alarm points.
1.02 The tenderer shall supply a complete and functionally working system to include all
control equipment, hardware and software, cabling and ancillary services. The
tenderer will be familiar with all matters related to the system its requirements and
installation.
1.03 If the tenderer does not understand any requirement then clarification should be
asked for by contacting:-

1.04 After the tender has been awarded there shall be no price variation
without prior agreement.
1.05 A complete clause by clause compliance response is required.
1.06 The system control software and hardware shall be designed and originate from the United Kingdom or any otherEuropean Union country. Products that originate from and whichhave been designed originated outside the EU will be excludedfrom this tender.
1.07 Any equipment tendered shall be from a manufacturer who has an established
presence within the EC market place. The equipment manufacturer shall be
accredited with BS EN ISO 9001 and a member of the BSIA. Three suitable
reference installations shall be included that have been operating for at least two
years.
1.08 All technical and operational documentation for the access control system should be
supplied in Adobe Acrobat PDF format on a CD at the time of purchase. It shall be
possible to purchase hard copies supplied by the manufacturer if required.
1.09 The tenderer shall submit their tender at <insert where tender shall be sent or handed to> by <insert time and date of closing>.
2.Central Control Equipment (Controllers)
2.01The access control system must be of high integrity and therefore must employ door
Controllers with fully distributed intelligence with no degraded mode of operation. In
the event of a communications failure between the controlling PC and the system
Controllers, each Controller shall maintain integrity and be capable of independent
decision making. The relationship of door contact inputs, auxiliary inputs and system
alarms to relay outputs must be maintained at all times.
In the event of communications failure Controllers shall be able to buffer up to a
minimum of 8,000 transactions and 1,000 alarms.
2.02 The Controllers must meet EEC/PTT/CE Type approval ETS 300-330, European EMCdirective 89/336EEC and conform to the European R&TTE 1999/5/EC directive
The Door Controller shall be mounted in a secure metal cabinet of sufficient size to
enable easy cable handling. It shall have dimensions no greater than:- 350 mm (H) x
310 mm (W) x 143 mm (D) and not weigh in excess of 5.5Kg. Each Controller shall becapable of operating between temperatures of –10Deg.C.and +40Deg.C.
2.03 The Controllers should have the ability to accept “plug in” modules (daughter boards),
these boards should be able to provide additional functionality to the main Controller.
All daughter boards shall be fitted with plugs facilitating screw connectors to enable
easy installation.
2.04 All Controllers used in the system shall communicate to a central communications
Controller via four wire RS485. All Controllers shall also have the facility to
communicate via an RS232 link as an alternative to RS485 or / and TCP/IP
2.05 Each Controller should be able to accept a minimum of two and a maximum of eight
Reader inputs.
2.06 The system should be capable of expansion to enable control of up to a maximum
4,096 access points. For this project access control will be required for < Enter the number ofdoors > doors.

< Enter the number of doors > doors will require read in control. Egress for these
doors will be via a “Push to Exit” button
2.07 The Door Controller shall unlock the controlled door within 20ms from the completion
of a valid card read.
2.08 The Controllers should be able to generate RF signals required to feed the Readers
used on the system.
2.09 The Controllers shall be able to accept signals from several different types of Readersincluding Magstripe, Barcode, Proximity, Biometric, Smart Card (Mifare), and“Hands Free” Long Range Reading Heads.

2.10All Controllers shall incorporate “flash upgradeable” firmware.
2.11 It shall be possible to interface an atomic clock source directly to a system
Controller via the RS232 port
2.12 It shall be possible for a dealer to add code formats that are not supplied as
standard in the Controller at a later date if required using a standard available
within the software.
2.13 The door Controller shall report the following information back to the PC
administration system:

It shall be possible to configure the Controller to only send required transaction data
back to the host PC e.g. only sent transaction data where there is a PIN entry. It shall
also be possible to control this functionality under Time Frame e.g. only sent
transaction data where there is a PIN entry during office hours, at other times all data
shall be sent.
2.14 To ensure the integrity of the system if power to the door Controller is
lost (both mains supply and back-up battery) then the Controller’s data must be
maintained by non-volatile memory within the Controller.
2.15 The lock outputs shall be a relay controlled, capable of feeding attached locks at 12V
DC at 1 Amp or 24V at 0.5 Amps continuous.
2.16 Each Door Controller will be powered by a matching external switched mode power
supply suitable for 85 to 264V AC connection. This power supply will have sufficient
capability to deliver power to the Controller and up to eight Readers. It shall also
provide power for up eight locks continuously rated at 12V DC at 5Amp or via optional
modules, 24V DC at 1.5 Amps. The power supply shall in addition provide power to
charge a 6AH Back-up battery. It should be approved to current European EMC
regulations.
3.Reading Heads / Loops
3.01 The access control system shall be capable of using a mixture of non-contact true
“Hands Free” Reading Heads offering read ranges of up to one metre and standard Proximitytype Reading Heads. Using a common card or tag. The method of operation shall be basedon electro-magnetic induction.
3.02 All Reading Heads shall be made of flame retardant plastic and be available in cream
colour.
3.03 It shall be possible to locate a Reading Head up to 300 meters from the main Controller without any additional equipment.
3.04 Reading of the card/tag shall be 100% reliable with no misreads. There shall
never be a need to present the card/tag to the Reading Head a second time.
3.05All Reading Heads types must be capable of being mounted on internal or exterior walls andbe able to operate without additional weather protection. Several types of Reading Heads shall be available:
a)A stylish mullion Proximity Reading head manufactured in ABS plastic (IP55)
Capable of reading active cards at 30cm.
Complete with three LED’s and an onboard sounder.
Standard colour shall be cream.

3.Reading Heads / Loops contd.
3.06Reading Heads shall incorporate three high intensity LED’s. The LED’s will operate in thefollowing manner:
Normal Door Locked condition = Red LED on, Green LED off, Amber LED off
Successful Read condition= Red LED off, Green LED on, Amber LED off
Un-successful Read attempt = Red LED on, Green LED off, Amber LED on
3.07 The system will require the use of <Insert Qty > Proximity Reading Heads giving a readrange of up to 10cm when used with passive cards or 30cm with active cards
OR / AND
The system will require the use of <Insert Qty > “Hands Free” Reading Heads giving a readrange of up to 30cm when used with passive cards or up to 1 meter with active cards
OR / AND
The system will require the use of <Insert Qty > “Loop” Reading Heads giving a read range of > 1 meter when used with active tags. The loops are required to be installed around<insert qty> doors
OR/AND
<Insert qty> loop(s) is/are required to be installed in the road(s) marked, to auto
operate vehicle barriers
3.08All Reading Heads should be capable of operation with a separate PINpad Reader for additional security.
3.09A card programmer specific to the customer’s site shall be available if requested.
4.Cards / Tokens
4.01 The access control cards / tags shall be of the low frequency type, receiving signals at 132KHz fromthe Reading Heads and transmitting tothe Reading Heads at 66KHz.
All cards/ tags should be of the re-programmable type, cards/tags that are not re-programmable type will not be acceptable. To ensure security all cards/tags should be programmable with a unique personal number, a site specific code number, and a
distributor code number. This will ensure that no two cardholders in the world will have the same card data. Cards/Tags shall be capable of storing 64 bits of data.
Cards/tags should conform to the following specifications: -
Environment: Internal / External
Temperature: -20Deg. C. to +50Deg. C.
Relative Humidity: 0% to 95% non-condensing
4.02 The cards and tags used should be of the Auto Discriminating type and cause no interference with Electronic Article Surveillance (EAS) systems made by other manufacturers. Tags of the Dual Discriminating type should be available to enable asset protection solutions on the access control system. Active cards shall be available in the following colour variants, grey, red, green, blue, purple, clear.
4.03 < insert the number of cards required> proximity type cards will be required for this project. The cards supplied should be of the passive Proximity type offering ranges up to 30cm depending upon the Reading Head choice. The card shall have an option of a Hi-Co magnetic stripe and shall allow the printing of a Photo ID directly on to the surface of the card. It shall be possible to insert 3 rd party smart chips into the card.

< insert the number of cards required> active type cards will be required for this project. The cards should be of the “active” type offering ranges of up to 1 meter depending upon the Reading Head choice. Battery life should be guaranteed for 5 years.

The tags supplied should be of the “active” Hands-Free type suitable forfitting to a keyring, offering ranges up to 75cm depending upon the Reading Head choice. Battery life should be guaranteed for 5 years.

The tags supplied should be of the “active” Hands-Free type constructed of ABS and polycarbonate.Approved to IP67 and suitable for fitting to a vehicle offering ranges up to 1.5mts depending upon the Reading Head loop design. The vehicle tag shall besuitable for military applications and meet the MIL-STD-810D. Tags should be suitable for mounting on metal structures underneath vehicles. Size shall not exceed 101x53x27mm and weight shall not exceed 0.15Kg
5.Software

5.02 Two versions of software shall be available. A low cost version with a very easy to
use Graphical User Interface(GUI) and a more sophisticated version offering
enhanced functionality. Software supplied on DVD will be mandatory.
5.03 It shall be possible to easily upgrade from the low cost to the full version at a later
stage if required.

5.04 The software shall constructed such that an easy upgrade path is available to a more
sophisticated software package when required. The GUI (Graphical User Interface)
shall be of the “tabbed” type, offering full menu selection from the main screen
without going though several “ tree structures” .
5.05 The software shall be capable of offering individual operators different access rights.
Once those rights (permissions) are set by the system administrator, then those
areas of the software not available will be “greyed out”, or not visible.
5.06 It shall be possible to cater for up to 75,000 cardholders and allow for up to 1,023
Access Levels, controlling up to 4,096 access points.
5.07 If the system is later upgraded to a higher specification version of software the
database should be fully compatible with such an upgrade.

5.09The software shall provide real-time access control and alarm monitoring capabilities
in both distributed processing and central control modes simultaneously. The System
will provide for alarm notification and display of access controlled/monitored doors,
concealed duress buttons, egress push buttons, and request-to-exit devices, and
have the capability of sending output control signals (RS232) directly to and receive
video signals directly from a closed circuit television (CCTV) system to activate
cameras and receive live video input signals for display on the operators terminal.
The System shall be capable of sharing a common personnel/staff information
database with the Photo Identification (Photo ID) system for access control
information and Photo ID picture files. Duplicate database entries required to update
individual access control and Photo ID databases shall not be acceptable.
5.10 The Software must support 4,096Reading Heads / Readers and 75,000 cards and allow for up to 1,023access levels.
5.11 Each cardholder record shall have the capability of defining a validation period from
one day upwards, or permanently enabled.It shall also be possible to define holiday
periods for each individual cardholder.
5.12 The cardholder database screen shall show the last recorded location of that
cardholder.
5.13 It shall be possible to allocate up to 64 time frames. These time frames shall be
available with 10 time zones per frame. Each time zone shall support up to seven
special holiday dates.
5.14 The software will allow for 4 personal access points to be programmed with 24hr
access per cardholder. Provision should be made to allow a holiday calendar for 2
years.
5.15 Multi user capability must be available over a Local Area Network (LAN)
5.16 Remote site interoperability should be available via Dial Up (modem), or
direct (leased) line connections.
5.17 Help options should be available from all screens
5.18 Language selection will be available at the time of software installation.
Standard included language options shall include :
a) English
b) French
c) Spanish
d) German
5.19 It shall be possible to fully define a separate language for each operator. e.g. operator
one has all the software and help screens in English, operator two has all software
and help screens available in French.

5.20 Programmable and fully configurable Logic Input/ Output Control (CLIC) shall be
available.
5.21For Security purposes the software shall provide the following:
