A meeting of Llanfair-ar-y-bryn Community Council was held on Tuesday, 18 July 2017 at Bethel Chapel, Cynghordy at 8.00 p.m.

Present : Councillor Emyr Jones (Vice Chairman), Councillors Roger Slade, Dwylan Davies, Huw Jones, Iwan Price-Davies and Nerys Jones. Also present was County Councillor Handel Davies, Mrs Carol Davies (Translator), Mrs Heulwen Jones (Clerk to the Council)

The Vice Chairman welcomed everyone to the meeting.

Expressions of Interest : Emyr Jones expressed an interest due to his connection with Miss Mari Jones who had made an application for funding. He duly signed the expression of interest log.

Matters Arising :

The clerk stated that following enquiries made by the county councillor the trees near Bryncerdd had been cut and he was duly thanked.

County Councillor Handel Davies stated that he would make enquiries about repairing the bus shelters in Cynghordy and Rhandirmwyn.

The clerk stated that she had contacted the relevant department about the street lights near the old school in Cynghordy. The street light had been turned off as requested by local residents.

Correspondence

1.  Information was received from One Voice Wales about their courses and latest meeting.

2.  Code of Conduct – The clerk stated that no one had attended the Code of Conduct course. However, the clerk emphasised the point to councillors that they all had to adopt and follow the Code of Conduct.

3.  Wales NHS – Information was received from them about how local people can connect with the mental health service. The clerk stated that she would be placing a poster in the noticeboards and also in the shop in Rhandirmwyn.

4.  Hedges – Information was received about the cutting of hedges near Divlyn. This was discussed as it adjoins the Rhandirmwyn parish. It was hoped that the tree in question would soon be cut. It was also stated that a number of trees in various locations on the road to Rhandirmwyn needed attention.

5.  Speed on Road – The clerk stated that she had made enquiries about the merging of the speed restriction on the road up to Rhandirmwyn. She stated that she had received a form from the County Council. The clerk had contacted Cilycwm Community Council as there would be a need to merge the speed on the road from Llandovery town up to Rhandirmwyn, and this would therefore have an effect on the Cilycwm parish. The clerk for Cilycwm had stated that they had discussed this at their meeting and that they had come to the conclusion that there was no need to place a restriction on the road. It was therefore agreed that Llanfair-ar-y-bryn council would send in an application to restrict the speed from Nantyfforest, which is where the parish of Llanfair-ar-bryn begins.

6.  A booklet ‘The Good Councillor’s Guide’ was received for Town and Community Councillors from Welsh Government.

7.  A number of other items of correspondence were received and the councillors were given an opportunity to read them.

Financial Matters;

The clerk stated that she had sent a copy of the Audit to the external auditors.

The clerk gave an overview of the council’s finances and she stated that council was in a healthy position. She stated that perhaps there would be no need to raise the precept this year as the council had not spent its current presept, she suggested that perhaps they could support more local charities.

Planning Matters

Planning application E/35678 for Nantymwyn Rhandirmwyn. The clerk had sent an email regarding this application – No opposition.

Any other matters :

Councillor Roger Slade asked whether there was a way of turning off the lights near Brynhyfryd, Rhandirmwyn, he stated that he had contacted all the neighbours and they were all in agreement that there was no need for the light. The council agreed with this request and therefore the clerk would contact the appropriate department with regards to this request.

The meeting closed at 9.35 p.m.
