STAFF PRESENT: David Johnson (Corporation Counsel), Larry Calloway(Indianapolis Department of Metropolitan Development) and Renea Rafala (Secretary)

Rebecca Lightle called the meeting to order at 7:02pm
APPROVAL OF MINUTES FROMJANUARY 17, 2017:
The motion for approval was madeby Celeste Jaffe, seconded by Art Duszyskiand passed with a 4-0 vote

17LSV01 (7040 Indian Lake Rd ~ approximate address)
Andrew VanTreese, representative for the petition, presented the case for a Variance of Development Standards of the Consolidated Zoning and Subdivision Ordinance to provide for eight-foot tall fence sections, totaling 110 feet, to the north and south of the Indian Lake maintenance gate
Marion County DMD, Larry Calloway, recommends approval
City of Lawrence DPW, William Anthony, recommends approval
The board voted and approved the request with a 5-0 vote and no commitments
17LSE02 (8949 E 46th St)
Noemi Perez, representative for the petition, present the case for a Special Exception to provide for the expansion of a religious use
Marion County DMD, Larry Calloway, recommends approval with commitments
City of Lawrence DPW, William Anthony, recommends approval with commitments
The board voted and approved the request with a 5-0 vote and the following commitments:
1. The three over-story trees located within the southern approximately 150 feet of this site shall be preserved. If any of the over-story trees become diseased or fall and have to be removed, replacement over-story trees shall be planted within six months of removal, after the submission of a landscape plan for Administrator’s Approval.
2.A revised site plan shall be submitted for Administrator’s Approval, providing for a screening fence or screening shrubs along the west side of the proposed parking lot.
3. The sanctuary shall be limited to 64 seats.

Tammy Rice, representative for the petition, presented the case for a Variance of Development Standards of the Consolidated Zoning and Subdivision Ordinance to provide for a 14-foot tall, 35-square foot pole sign, with a zero-foot front setback
Marion County DMD, Larry Calloway, recommends approval
City of Lawrence DPW, William Anthony, recommends approval
Edward Sawyer (property owner on Sparrowood Dr) spoke against the petition.
Motion to continue the case to the 4/18/17 hearing without notice was made by Thomas Crouch and seconded by Arthur Duszyski and passed with a 5-0 vote.
There being no other business before the board the meeting was adjourned at 7:35pm
