(Coordinating Unit for Interpreter/VRI only)
Instructions:
Request for Proposal 18-060 is a formal solicitation by the State of Indiana whereby organizations are invited to compete for contract amongst other respondents in a formal evaluation process. Please be advised that the evaluation of your organization’s proposal is being completed by a diverse team of individuals within the agencies of the State of Indiana and your organization’s score will be reflective of that evaluation. The evaluation of a proposal can only be based upon the information provided by the Respondent in its proposal submission. As such, a competitive proposal will thoroughly answer the questions listed.
Please use the yellow shaded fields to indicate your answers to the following questions. The yellow fields will automatically expand to accommodate content. Every attempt should be made to preserve the original format of this form. A completed Technical Proposal is a requirement for proposal submission. Failure to complete and submit this form may impact your proposal’s responsiveness. Diagrams, certificates, graphics, and other exhibits, when requested or appropriate, should be referenced within the respective answer field and included as clearly legible attachments.
2.4.1 – Coordination of Services
- Describe how you would coordinate, schedule, process, and bill all communication services for the three (3) populations listed Section 1.4?
- Describe how you will coordinate services in accordance with the required state timelines?
- Describe how you will ensure the most efficient use of interpreters, minimizing the travel and mileage costs to no more than 10% of service hours?
- Expectation is to fill assignments with at least 72 hours’ notice. Describe how you will meet this expectation.
- Describe how you willcoordinate for after office hours, emergency or last minute requests?
- Describe how you will schedule communication facilitators for college students to minimize the costs, travel and mileage?
- Describe how you will maximize the use of interpreter’s time when paying a 2-hour minimum?
- Describe how you would work with the local interpreting agencies and freelance interpreters to utilize their local facilitators for assignments in that area?
- Describe how you would assure your agency is utilizing all available interpreting resources?
- Develop and submit a list of communication providers from Indiana and adjoining states for all types of communication services such as VRI interpreters and Interpreters.
- How will the CU verify the skills, ethics, and professionalism of the interpreters not holding an IIC certification?
Bidders must be prepared to provide live demonstration/oral presentation to the evaluation team upon request.
2.4.2. – Tracking of Services
- Describe how you would track of each assignment and communication facilitator, including when CU staff are utilized as interpreters, to meet the reporting requirements described in section 2.4.1?
- Please submit an example (e.g. screen shot, report, etc.) of your electronic tracking system.
2.4.3. – Staffing
- Describe the number of CU staff and their positions as necessary to operate the CU; what are the staff’s qualifications and duties for each position?
- Describe your strategy to accomplish the following:
A.Ensuring decisions are in the best interest of the State and are the most efficient use of State’s resources
B.Ensuring scheduling decisions are the most efficient use of interpreter.
- Describe how you would maintain transparency among the communication facilitators and agencies?
- Describe how you would handle any types of grievances among consumers and communication facilitators?
2.4.4. – Technical Aspects
- Describe the electronic tracking system, software program, etc. that is being used to track all of the requests and outcomes. Include screenshots as applicable.
- Describe how you would ensure double dipping/overlapping of services/charges is not occurring?
