ANNUAL REPORT AND INTERIM, MAJOR, AND CONTINUING RENEWAL REVIEW INFORMATION FOR MEMBERS OF THE
LECTURERS’ EMPLOYEE ORGANIZATION
AT THE UNIVERSITY OF MICHIGAN-FLINT SCHOOL OF NURSING
Under the current agreement (http://www.leounion.org/index.php/agreement) between the University of Michigan (UM-Flint) and the Lecturers’ Employee Organization (LEO), members of LEO (Employees) undergo different forms of reviews. See Article XIX for further details related to various reviews.
This document describes the processes and guidelines used for an Annual Report, Interim Review, Major Review, and Continuing Renewal Review within the School of Nursing (SON) at UM-Flint.
The purpose of the various performance evaluation reviews is to monitor the Employee’s satisfactory performance of duties during the review period. The type of review that is required during a given review period is described in Articles XI and XIX. Materials presented should indicate the Employee’s effectiveness in teaching and facilitation of student learning and, for Lecturers III and IV, meaningful service to the program, School of Nursing, University, and/or community.
These expectations are evidenced by:
· command of the subject matter
· ability to organize material and convey it effectively to students
· evidence-based design and/or planning of courses and course materials
· ability to communicate and achieve appropriate student learning goals
· ability to actively engage students in their own learning
· effective interaction with students
· utilization of teaching methods that accomplish some, but not all, of the following elements of effective teaching: requires students to develop and use critical thinking skills, oral communication skills, writing skills, creative skills, research skills, and computer or technology skills
· utilization of appropriate assessments
· display of work habits that can serve as a model for students
· responsiveness to feedback from peers or students
· growth in the subject field and in teaching methods
· performance of required non-instructional duties (such as committee or administrative responsibilities) where applicable
I. Annual Report Procedures
The LEO contract indicates that each LEO faculty is required to complete an evaluation annually (see Article XIX, Section B-4). The purpose of the Annual Report is to monitor the Employee’s satisfactory performance of duties related to effectiveness in teaching and facilitation of student learning and, for Lecturers III and IV, meaningful service to the program, School of Nursing, University, and/or community during a review period consisting of a calendar year. Annual Reports cover the time period of winter, spring/summer, and fall of the previous calendar year. Failure to complete an Annual Report may result in the faculty not receiving the annual contract increase in salary (see Article XIX, Section B-3).
Lecturers are responsible for gathering, organizing, and in a timely manner, electronically submitting required documents for the Annual Report process in order to meet the timeline described below. Directions for the electronic submission of the required documents will be provided separately by the SON Business Administrator. The Director of Undergraduate Nursing Affairs or the Director of Graduate Nursing Affairs reviews the submitted materials and completes the evaluation. The results of the evaluation with comments by the Director of Undergraduate or Graduate Nursing Affairs will be retained in the Employee’s SON personnel file. Consistent with Article XIX Section H, a Lecturer may submit a timely response to the Annual Report, as well as to any subsequent review. If provided, the employee’s written response to the Annual Report will also be retained.
Annual Report Deadlines
LEO faculty are provided notification regarding the process and timeline for their Annual Report by at least the semester before the review. The following timeline will guide the annual evaluation processes.
Deadline Task
January 15 Deadline for all materials to be submitted by Lecturers for review
March 17 Deadline for Director of Undergraduate or Graduate Nursing Affairs to provide feedback to Lecturer
March 23 Deadline for Lecturer to respond in writing to evaluation
Prior to April 1 Lecturers II, III, and IV are notified of future appointment status
Prior to April 30 Lecturer I is notified of future appointment status
The Annual Report process is completed for each subsequent year of employment. The second Annual Report for Lecturers I and III also serves as an Interim Review (see Section II below).
The process for a Major Review or Continuing Renewal Review replaces the Annual Report process for the year in which the Major or Continuing Renewal Review occurs.
Materials for Annual Reports
Annual Report materials must be provided in an electronic format and, at a minimum, must include:
· updated curriculum vitae
· list of courses taught
· most recent syllabus for each course taught with a statement of role in the development of the syllabus
· self-assessment/reflection on teaching over the year
· summary and reflection on grade distribution for courses taught
· student end-of-course evaluations
o copies of student course evaluation (Course/Eval) reports received from OEL
o table with summary of course evaluation scores including a measure of central tendency (End-of-Course Student Evaluation Summary Excel worksheet)
o narrative summary and interpretation of student course evaluations including scores and student comments
· goals related to teaching for the following year and analysis of previously-set goals
Optional – additional supplemental materials
Optional – evaluation forms or comments regarding peer review/evaluation of teaching
· For Lecturers I and III undergoing a second Annual Report (this serves as the Interim Review):
A copy of the first Annual Report (narrative and analysis forms) with any written feedback
· For Lecturers III and IV:
Description of service obligations (committee assignments, administrative responsibilities, and/or other non-instructional duties)
Both self-evaluation and peer evaluation of teaching are encouraged as strategies for ongoing quality improvement and professional development. In the event that an optional peer review/evaluation of teaching occurred during the period covered by the Annual Report, the results should be included. Resources related to peer review/evaluation of teaching (including direct observation and/or review of online Blackboard course shells) are available through the Thompson Center for Learning and Teaching (TCLT).
In the best interest of complete and accurate information for future reviews, Lecturers are encouraged to keep copies of their electronic Annual Report submissions and all documents associated with it.
The following forms/templates will assist with the Annual Report process:
· Lecturer’s Annual Report Form (additional “service contributions” page for Lecturers III and IV) (see Attachment 1). This form is completed by the Lecturer.
· Analysis of Lecturer’s Materials for Annual Report (Attachment 2). This form is completed by the Director of Undergraduate Nursing Affairs or the Director of Graduate Nursing Affairs
· End-of-Course Student Evaluation Summary Form (see Attachment 7). This form is completed by the Lecturer.
II. Interim Review: The second Annual Report serves as the Interim Review for Lecturers I and III
The second Annual Report also serves as an Interim Review for Lecturers I and III. The purpose of the Interim Review is to evaluate and provide feedback regarding a Lecturer I or III employee’s performance since hire and determine appointment renewal consideration (see Article XIX Section C). An Interim Review covers all semesters since employment as a LEO Lecturer I or III. If the review identifies areas in need of improvement, the written feedback by the Director of Undergraduate or Graduate Nursing Affairs and response by the Employee (if any) will be considered during the Employee’s subsequent performance reviews (see Article XIX Section C).
As the second Annual Report for Lecturers I and III serves as the Interim Review, the timeline for deadlines, materials included in the review, and other processes for the Interim Review are described in Section I Annual Report Procedures. Lecturers are responsible for gathering, organizing, and in a timely manner, electronically submitting required documents for the second Annual Report (Interim Review) process as described in Section I.
The Director of Undergraduate Nursing Affairs or the Director of Graduate Nursing Affairs reviews the submitted materials and completes the evaluation. Upon request of the Lecturer, the Director of Undergraduate or Graduate Nursing Affairs will meet with the faculty to discuss areas in need of improvement and suggestions for improvement. Following a successful Interim Review, the Annual Report processes (see Section I of this document) are followed in subsequent years until such time a first Major Review is taking place (see Section III of this document).
III. Major Review Procedures
The purpose of the Major Review is to evaluate an Employee for appointment as Lecturer II or Lecturer IV status and to also determine renewal consideration.
Major Reviews cover all semesters that fall in the Major Review period as provided by the SON in the notification letter of the review.
Lecturers I and II
As noted in Article XI Section B1.h, Lecturer Is who have held appointments for four consecutive years of fall and winter semesters (8 semesters) or have held appointments for 8 out of 10 semesters will be evaluated with a Major Review prior to the end of their 8th or 10th semester of service (whichever occurs first). Lecturers are responsible for gathering, organizing, and in a timely manner, uploading required documents for the Major Review process in order to meet the timeline described below. Documents will need to be uploaded into a Blackboard shell template provided by the School of Nursing. Please contact the Office of Extended Learning (OEL) to request a copy of the Bb shell titled SON.LEO.REVIEWS: SON LEO Reviews with your last name included in the Organization name, e.g., SON.LEO.REVIEWS.SMITH: SON LEO Reviews (OEL: 810-237-6691 or ). Please be sure to follow the directions outlined in the “Instructions” tab in the shell.
A Major Review Committee will review submitted materials. The Major Review Committee will be comprised of three members of the Executive Committee. In consultation with the Leadership Council, additional governing faculty may be called upon to assist the Executive Committee with LEO Major Reviews (SON Faculty Code, Article II Section 3A.g.i). The Major Review Committee will compile a written summary of its evaluation to the Executive Committee and the Dean. The Dean, in consultation with the Executive Committee, makes the final decision regarding the outcome of the Major Review. Copies of the Major Review Analysis, administrative comments, and faculty responses (if provided) will be retained in the Employee’s SON personnel file.
Three potential outcomes of an initial Major Review including successful and unsuccessful reviews are outlined in Article XI Section B.2.d. Successful completion of an initial Major Review will create a presumption of renewal at Lecturer II status with a three-year contract. Lecturer IIs will complete a 2nd Major Review before the end of the last year of their subsequent appointment. Two potential outcomes of a second Major Review including successful and unsuccessful reviews are outlined in Article XI Section B.2.e. Successful completion of the 2nd Major Review will result in a five-year contract. After two successful Major Reviews, Lecturer II faculty will have Continuing Renewal Reviews before the end of the last year of their appointment (see Section IV of this document related to Continuing Renewal Reviews.)
The Annual Report processes are followed in years in which a Major Review or Continuing Renewal Review are not taking place (see Section I of this document).
Lecturers III and IV
As noted in Article XI Section B4.b, Lecturer IIIs will be evaluated with an initial Major Review before the end of their 4th year of service. Lecturers are responsible for gathering, organizing, and in a timely manner, uploading required documents for the Major Review process in order to meet the timeline described below. Documents will need to be uploaded into a Blackboard shell template provided by the School of Nursing. Please contact the Office of Extended Learning (OEL) to request a copy of the Bb shell titled SON.LEO.REVIEWS: SON LEO Reviews with your last name included in the Organization name, e.g., SON.LEO.REVIEWS.SMITH: SON LEO Reviews (OEL: 810-237-6691 or ). Successful completion of the 2nd Major Review will result in a five-year contract. After two successful Major Reviews, LEO IV faculty will have Continuing Renewal Reviews before the end of the last year of their appointment (see Section IV of this document related to Continuing Renewal Reviews.)
The Annual Report processes are followed in years in which a Major Review or Continuing Renewal Review is not taking place (see Section I of this document).
Major Review Deadlines
LEO faculty are provided notification regarding the process and timeline for their Major
Review by at least the semester before the review. Faculty are notified in May for Major Reviews occurring in the fall, and in fall for reviews occurring during the upcoming winter.
