Cllr Mrs L Neal reported that the SKDC Cabinet had held a meeting to discuss the Budget. The District Council precept will rise by 4.95% and although consultations were still ongoing, the Cabinet had made a judgement not to introduce parking charges for disabled parking, evening or Sunday parking. Therefore Council Tax in the area will increase by 4.95%.
Cllr G Cudmore pointed out that Bourne Town Council had not received a report from Councillors holding positions of Trustees of Bourne United Charities and requested that this issue be placed on a future agenda.

2Local Resident – Letter of complaints and plead for help re Sainsbury’s site (copy distributed to members)
It was noted that the extension of hours of delivery had been granted a six month trial period. Planning permission was granted for this supermarket to be built in a residential area, as opposed to another supermarket chain building on the outskirts of town, as the site near the town centre complied with the Government guidelines at the time. Lorries should wait on the outskirts of the town if they are unable to unload on arrival, but it is very difficult for Sainsbury’s to control this as the drivers supplying this store visit irregularly. Although Sainsbury’s seem to be trying to be good neighbours, due to alterations in the car park, Lorries have to reverse in, causing disruption to traffic and sometimes damage to property. It was

Contact the resident and ask them and their neighbours to keep a record of all inappropriate action at the store, which can be forwarded to SKDC in due course. Clerk to contact County Council to ask for the traffic impact to be monitored
3Local Resident – Letter re Warners, plus a copy of a response from SKDC (copy distributed to members)
Cllr Mrs H Powell has visited the site and found that fumes are still evident as the south-west winds blow the un-captured (therefore untreated) fumes straight over St Peter’s Road. T Holmes reported that he has received a notification from Warners’ celebrating 80 years of business. In this, specific mention is made of efforts undertaken to reduce aromas/fumes. The company is aware that strong smelling chemicals are in use and a pledge is made to eliminate all these as quickly as possible when new technology facilitates. Cllr Mrs L Neal reported that SKDC has taken all complaints seriously and hired equipment for two weeks (costing £1000 per week) to take air samples from the area. During this period, no contaminated samples were obtained. Cllr Mrs H Powell thanked Cllr Mrs Neal for helping residents to obtain the equipment and reported that samples were not taken as in this two week period no strong fumes were experienced and the residents did not want to incur SKDC the cost of testing clean samples. Cllr T Holmes pointed out that the smell causes a nuisance regardless of whether or not it is injurious and that the matter needs to be dealt with.

5SKDC – Building Control Services - Street Naming
Development on the sire rear of 52 Willoughby Road by Larkfleet Homes. Developer’s proposals for new access road leading into this development are as follows:
a) Orchard Close/Gardens
b) Pear Tree Close
c) Browning Close/Gardens
d) Warner Close/Gardens
e) Burchnell Close/Gardens
The first two suggestions have been made as there used to be a small orchard located on the site and the last three are famous local names
SKDC could not accept the following:Orchard Close/Gardens & Browning Close/Gardens are already in use. ‘Burchnell Close’ has been used in Deeping St James; if Burchnell were to be used it would have to be BurchnellGardens to stop any confusion.
After much discussion it was;

Development on Wherry’s Yard off South Street, by Stamford Homes

There is already a ‘Wherry’s Lane’ in Bourne therefore would not be acceptable. Although the name ‘Granary’ has not been used as a road name it has been used extensively throughout the district as either a house name or the name of flats.

7LCC – Director for Development - Public Consultation – Joint Municipal Waste Strategy for Lincolnshire- closing date 7.3.08 (copies distributed to all members)
It was pointed out that Lincolnshire is at significant risk of substantial fines, possibly £5million per year if recycling targets are not met. Cllr Mrs L Neal pointed out that Mountains Waste – the company conducting the recycling in this area – have invested millions in plant. They offer a Visitors’ and Education Centre (ready in March) and soon hope to introduce indoor composting; warmer temperatures break down matter faster, although the end product is not compost as generally recognised. It is sold in bulk to farmers to break down heavy soil etc. When the SKDC Budget is approved, the distribution of green bins to residents on the waiting list will take place.

does not feel the targets are sufficiently challenging, as SKDC are
exceeding these already. The Committee would like to see the capacity increased to cover the whole of the County and for this to happen as
quickly as possible to negate the danger of substantial fines.
887PTO DISCUSS CONCERNS RAISED BY A LOCAL RESIDENT CONCERNING IRREGULAR ROAD SWEEPING AND ITS EFFECTS ON BOURNE
The Committee praised the litter-pickers for the excellent job they do. Cllr Mrs L Neal pointed out that peoples’ expectations of cleanliness are higher these days. With limited resources cleaning by inspection is a better regime, and residents are welcome to contact SKDC with any problem areas identified. It was also noted that in Bourne’s narrow streets, parked cars make it difficult for the vehicle sweeper to clean thoroughly. Graffiti is also quite a problem, but Cllr Mrs L Neal pointed out that due to the risk of damage to property, SKDC put the onus to remove graffiti on the owner of the property involved.

888PTO DISCUSS AN ISSUE RAISED BY A LOCAL RESIDENT – Some sites approaching Bourne are an
Eyesore, especially The Croft. Could the owner be asked to do something?
The Croft is privately owned and is fenced off and has no public access. Therefore it is beyond the ability of Bourne Town Council to do anything about it, although the concerns of the resident are understood and appreciated. It was suggested that ListedBuilding status for this unusual building would restrict what happens at this site.

889Pdefra – WAYS TO TACKLE CLIMATE CHANGE – GUIDE OFFERING ADVICE ON HOW PARISH AND TOWN COUNCILS CAN PLAY A SUBSTANTIAL ROLE IN THE DRIVE TO COMBAT AND MITIGATE CLIMATE CHANGE.; IT ALSO FEATURES INITIATIVES IN WHICH MANY COUNCILS ARE INVOLVED. THE CLIMATE CHANGE AND SUSTAINABLE ENERGY ACT 2006 GIVES LOCAL COUNCILS SPECIFIC POWERS TO SUPPORT LOCAL ENERGY SAVING MEASURES. This was discussed on 6.11.08 (see minute 855P/B/4) and was deferred to the New Year.
Cllr T Holmes pointed out that this is an opportunity window for local residents to put forward to Bourne Town Council (BTC) initiatives to combat or mitigate climate change. It would be possible to seek grants or funding from BTC to expedite these initiatives. It was pointed out that if ratified by Bourne Town Council, application forms for funding would have to be devised, and the issue discussed fully.
