There is parking in the lot behind the library and on the streets surrounding the library. Street parking is limited, so please observe signs. The only public entrance to the library is on I Street; as you enter the building, take the elevator or stairwell from the lobby to the basement. There are two sets of double doors into the auditorium.

ACTION: Motion (Maryn Pitt/Twainhart Hill, unanimous) approving Angela Frietas as the Funders category and Taryn Muralt as the Housing/Service Providers category representatives. The Broader Community category representative will be appointed at a future meeting.

- Consider approving 2017 Notice of Funding Availability (NOFA) Policies and Scoring Sheets
ACTION: Motion (Maryn Pitt/Lise Talbot, unanimous) approving the following language to be added to the NOFA Policies and Procedures, before the NOFA Release section on page 2:
Past APR data is collected from agencies for each CoC-funded project eligible for renewal. For 2017, the data collected will be from the most recent Annual Performance Report (APR) that was submitted to HUD on or before March 31, 2017.
ACTION: Motion (Pam Esparza/Taryn Muralt, unanimous) approving the following language be added to the NOFA Policies and Procedures, Review & Ranking Process section on page 3:
Projects that do not have the full year of APR [or HMIS] data used for scoring in the local competition will be ranked in the following manner:
o Place these projects at the end of Tier 1, above any “straddle” project that is in both Tier 1 and Tier 2. In that location, list these projects according to their order in the 2016 competition.
ACTION: Motion (Beverly Hatcher/Tina Rocha, unanimous) approving clean up language to be added to the NOFA Policies and Procedures. The substantial changes are provided in Attachment 1.

- Request for Application, by United Way of Stanislaus County, for a Housing Assessment Team
ACTION: Motion (Taryn Muralt/Lise Talbot, unanimous) endorsing the release of a Request for Application, by United Way of Stanislaus County, for a Housing Assessment Team and the use of the CSOCCommunity Projects & Grant Review Committee to review the proposals and recommend a provider.
- Meeting with Assemblymember Adam Gray
INFORMATIONAL: Will be coordinating meeting with Assemblymember Adam Gray, CSOC Council and Focus on Prevention Stewardship Council to discuss $2.5 million allocation in State budget.

DISCUSSION: City staff provided an overview of the serious situation that has arisen at the property located at 624 9th Street, Modesto.
