The Scott County Fiscal Court held a regular scheduled meeting on Thursday, April 23, 2015. Judge Lusby called the meeting to order. Present were Magistrates Mr. Hostetler, Mr. Lyons, Mr. Wallace, Mr. Corman, Mr. Hoffman, Mr. Livingston, and County Attorney, Glenn Williams.
A motion was made by Mr. Hostetler with second by Mr. Corman to approve the minutes of the previous meeting. Court voted unanimous.

A motion was made by Mr. Lyons with second by Mr. Hostetler to approve the bills as presented and the following hand checks. Court voted unanimous.

Sheriff fees were submitted in the amount of $53,195.28.
Clerk fees were submitted in the amount of $249,510.08.
John Egan spoke on behalf of YMCA of Central Kentucky. YMCA requests Scott County act as issuer of a $19million tax-exempt industrial building revenue bond. Mr. Egan stated the only possible negative impact would be if Scott County had tax-exempt bank-qualified obligations. A motion was made by Mr. Livingston with second by Mr. Hostetler approving Scott County to act as issuer pending the approval of the resolution –which will be presented at an upcoming meeting. Court voted unanimous.
Planning & Zoning Director, Joe Kane spoke about the legacy trail extension and CMAQ grant. A Lexington City Engineer spoke about safety concerns regarding the tunnel in which Mr. Lyons and other magistrates have expressed apprehension. A motion was made by Mr. Corman with second by Mr. Wallace to endorse the legacy trail project and list Scott County Fiscal Court as grant applicant. Judge Lusby asked for roll call. Voting Yes: Judge Lusby, Mr. Wallace, Mr. Hoffman, Mr. Corman, and Mr. Livingston. Voting No: Mr. Hostetler and Mr. Lyons. Mr. Hoffman emphasized the importance of taking safety precautions around the tunnel and Lisle Road crossing. Motion carries.
John Lacy submitted a letter on behalf of the Scott County Rural Land Management Board requesting the court consider including $400,000.00 in the budget for the PDR Program (purchase of development rights). Court members discussed the PDR Program and decided to invite Mr. Lacy to a work session for more information.
A motion was made by Mr. Lyons with second by Mr. Corman to appoint Jordan Hutchison to the Scott County Rural Land Management Board. Court voted unanimous.
A motion was made by Mr. Hostetler with second by Mr. Wallace to appoint Jennifer Baldwin to the Library Board of Trustees. Court voted unanimous.
EMS Director, Dave Sloane announced his retirement effective June 1, 2015. He stated he is leaving for personal reasons and has enjoyed his career. Mr. Lyons thanked Mr. Sloane for his professional service. A motion was made by Mr. Lyons with second by Mr. Livingston to accept his retirement letter. Court voted unanimous.
Fireman, Craig Wink appeared before the court to discuss training incentives; He felt like the fire department was left out of the recent EMT opportunity and thought perhaps there should be pay increases for other practices. Mr. Lyons clarified that fireman already receive an EMT incentive. Mr. Livingston explained there cannot be incentives for everything; some training is for personal progress or just part of the job.
Fire Chief, Mike Fuller explained the state incentive payment process.
Mr. Williams gave first reading of Ordinance 15-01; an ordinance relating to the annual budget and appropriations. A motion was made by Mr. Lyons with second by Mr. Hostetler to approve first reading of the 2015-2016 budget. Court voted unanimous.
A motion was made by Mr. Wallace with second by Mr. Lyons to approve the Annual Standing Order. Pursuant KRS 68.275(3) “the fiscal court may adopt an order to pre-approve the payment of monthly payroll and utility expenses. No other expenses shall be pre-approved pursuant to this subsection without the written consent of the state local finance officer.” The fiscal court of Scott County in accordance with state law hereby orders recurring expenses for utilities, including telephones and salaries be paid when due. Court voted unanimous.
Judge Lusby announced state transportation will dedicate funds to resurface all, but 1.3 miles of Minors Branch Road. A motion was made by Mr. Lyons with second by Mr. Hostetler approving the county pay up to $60,000.00 to complete the road. Court voted unanimous.
Judge Lusby asked the magistrates to RSVP for the NAACP Banquet.
Mr. Fuller requested to provide the interim Lieutenant with the remaining .30 increase. A motion was made by Mr. Lyons with second by Mr. Wallace to approve the increase. Court voted unanimous.
Mr. Livingston announced the NACo Summit will be May 26th at the Georgetown Conference Center. Magistrates that want to attend should let him know as soon as possible as invitations are limited.
Mr. Hoffman announced the 4H & Saddle Blankets celebration was last Saturday and stressed the importance of those clubs.
