DAVID ZELISSE

OBJECTIVE

I am interested in assignments where I can apply my extensive experience in evaluating the acceptability of liquid and solid rocket motor propulsion and ordnance systems for flight on space launch vehicles. I am also interested in sharing my knowledge of propulsion and ordnance hardware in the preparation of technical specifications, manage procurement, and participate in design qualification and acceptance reviews. I am comfortable in providing this support as an individual or as a member of a review team. This support may be for evaluating new designs, for proposal preparation or for program definition. I prefer working full-time, for short periods of time (6 months or less), or part-time for longer periods of time. Travel is acceptable.

EXPERIENCE

06/2012 to Present: Legacy Engineering, LLC, Irvine, CA

  • Consultant.

07/1992 to 03/2012: The Aerospace Corporation, El Segundo, CA

  • 1994 to 03/2012: Senior Project Engineer. Medium launch vehicles.
  • 07/1992 to 1994: Project Engineer. Medium launch vehicles. Participated/accomplished reviews of solid rocket motors and ordnance documentation to evaluate acceptability of solid rocket motors and ordnance devices for flight. Reviewed manufacturing, testing and inspection records/results for compliance with design requirements and comparison with historical trends. Reviewed dispositions, cause and corrective actions for anomalies. Developed review checklists which assured consistent and comprehensive evaluations were accomplished. Traveled to suppliers, contractors and launch sites to support acceptance reviews and documented review results. Reviewed all solid rocket motors and ordnance devices assigned to a launch vehicle and confirmed acceptability via a review of supplier and contractor documentation, certifications and participation at acceptance reviews. Prepared inputs to pre-launch and post-flight presentations, and participated in reviews. Participated in periodic solid rocket motor and ordnance program/status reviews and teleconferences. Prepared correspondence to upper management, the Air Force, and NASA on technical and quality issues.

07/1976 to 07/1992: McDonnell-Douglas, (“MDAC”) Huntington Beach, CA

  • 01/1984 to 07/1992: Principle/Group Engineer. Delta/Delta II Programs. Managed the technical interface between MDAC and the Huntsville and Elkton divisions of the Thiokol Corporation to accept booster strap-on and third stage motors for the Delta II launch vehicle. Participated in the development, integration and procurement of updated strap-on motors and new spin rocket motor configurations for the Delta II launch vehicle. Prepared technical requirements, managed the successful qualification and flight use of these motors on Delta II.
  • 1987 to 1990: Principle/Group Engineer. PAM-S, STS/Ulysses Program. Prepared technical requirements, managed procurement, qualification, integration of a spin gas generator system for the PAM-S module flown on the STS Ulysses mission.
  • 12/1977 to 01/1984: Engineer. Delta Program. Provided the technical interface between McDonnell-Douglas, Thiokol/Huntsville and NASA for the GFE of strap-on and upper stage solid rocket motors for Delta. Assessed the acceptability of an improved booster strap-on motor for NASA.
  • 02/1979 to 04/1980: Engineer. SGS-II Program (early GPS). Prepared technical requirements, participated in development, integration, procurement, and qualification of a spin gas generator system for GPS Phase II missions on an Atlas launch vehicle.
  • 07/1976 to 12/1977: Marketing Engineer. Cryogenic Insulation Program. Prepared license agreements and documents for regulatory agency approval and prepared material for marketing presentations.

02/1974 to 03/1976: McDonnell-Douglas Technical Services Company

  • Engineer/Consultant. Japanese N-Rocket Program (Overseas Assignment). Propulsion systems consultant for procedure preparations, checkout and launch of liquid propulsion system hardware for the initial N-Rocket launches from Tanegashima Island.

Summary of Experience prior to 02/1974 (DAC)

  • Field Station Assignments Vandenberg AFB, Cape Canaveral, FL
  • Prepared Delta Liquid Propulsion systems and solid rocket third stages for launch.
  • Provided interface between Douglas Aircraft and ETR Range Safety Office as a member of the TP&E Committee.
  • Performed “quick look” post-flight launch vehicle performance and orbit behavior evaluations.
  • “Counted down” initial Skybolt Weapon System launches.
  • California Assignments Culver City/Santa Monica, CA
  • Activated Delta Liquid Propulsion System “factory” checkout capability.
  • Accomplished post-flight launch vehicle performance evaluations.
