The Recruitment Program of Global Experts (Thousand-Talent Plan)
About the Program
China initiated “the Recruitment Program of Global Experts” (known as “the Thousand Talents Plan”) since the end of 2008, under which it would bring in overseas top talents to China over the next five to ten years. Relying upon National Key Innovation Projects, National Key Disciplines and National Key Laboratories, central SOEs and state-owned commercial and financial institutions, and various industrial parks(mainly the high-tech development zones), this plan called for strategic scientists or leading talents who can make breakthroughs in key technologies or can enhance China’s high-tech industries and emerging disciplines.

Qualifications/Requirements
Program 1: National 1000 Plan - Long Term
Applicants should (1) have obtained a doctorate degree from a world renowned foreign university; (2) be under 55 years of age in principle; (3) be an expert or a scholar holding a full professor position or the equivalent in a reputable foreign university or a R&D institute; (4) be able to work full time at CUHK(SZ).
Program 2: National 1000 Plan- Short Term
Applicants should (1) have obtained a doctorate degree from a world renowned foreign university; (2) be under 55 years of age, in principle; (3) be an expert or a scholar holding a full professor position or the equivalent in a prestigious foreign university or a R&D institute; (4) be approved by their employers to work outside their work during off-time and be able to work for CUHK (SZ) at least 2 months each year for 3 years in session.
Program 3: National 1000 Plan’s Recruitment Program of Foreign Experts (RPFE)
Applicants should (1) be non-ethnic Chinese experts; (2) be an expert or a scholar holding a full professor position or the equivalent in a prestigious foreign university or a R&D institute; and/or be a senior technical or managerial professional in an internationally reputable company or a financial institution; (3) be engaged in research in natural science, engineering and technology, economics and management fields; have conducted world-class research; within the past five years, have published important academic articles in core journals of their fields, or have been awarded with distinguished technology awards, or be in good mastery of important research skills and key science and engineering technologies; (4) be under 65 years of age; (5) be able to work full time at CUHK (SZ).
Program 4: National 1000 Plan’s Program for Young Talents
Applicants should (1) be under 40 years of age; (2) have obtained a doctorate degree, and have no less than three years continuously overseas scientific research experience. Exceptions will be given to the applicants who are about to obtain the doctoral degree, or have obtained the doctoral degree only recently, but have made extraordinary research achievement during his/her doctoral training period. (3) be able to serve at a long term full time position for CUHK (SZ).
CUHK (SZ) will provide each scholar hired through the 1000 plan Programs with a competitive salary package commensurate to his/her experience and comparable to the corresponding faculty salary levels in CUHK. CUHK (SZ) will provide successful applications with spacious offices, well-equipped laboratories, and sufficient research start-up fund according to the nature of research and actual need. Furthermore, CUHKSZ will give supports on building up the research groups and nominate them for various provincial/municipal talent Programs such as Guangdong Provincial Innovation Teams and Leading Talents Plan, Shenzhen Municipal Peacock Plan and etc.
Shenzhen Longgang District Government will help arrange the children of each successful applicant to be admitted in high quality public preschools, primary schools, secondary schools or high schools in Longgang District. The Shenzhen Longgang District Government will provide each successful applicant a rent-free apartment (about 120 square metres in size) for up to 10 years.Additional subsidies, research funds and awards will be granted to the successful applicants of the National 1000 Talent Programs by Guangdong and Shenzhen governments as detailed below:
(1) A successful applicant hired under Program 1:National 1000 Plan-Long Term and Program 3: RPFE shall be provided with the followings: (1) A lump-sum living subsidy of 1 million RMB granted by the Central Government; (2) A lump-sum scientific research fund of 1 million RMB and a housing subsidy of 0.5 million granted by the Guangdong Provincial Government; (3) A monetary award of 3 million RMB granted by the Shenzhen Municipal Government (refer to the Shenzhen “Peacock Plan A”); (4) A subsidy of 1.5 million RMB granted by the Shenzhen Longgang District Government.
(2) The applicant hired under Program 2: National 1000 Plan-Short Termshall be provided with the following: (1) A lump-sum living subsidy of 0.5 million RMB granted by the Central Government; (2) A lump-sum scientific research fund of 0.5 million RMB and a monetary award of 0.25 million from the Guangdong Provincial Government; (3) A monetary award of 2 million RMB from the Shenzhen Municipal Government (refer to the Shenzhen “Peacock Plan B”); (4) A subsidy of 1 million RMB granted by the Shenzhen Longgang District Government.
(3) The applicants hired under Program 4: National 1000 Plan’s Program for Young Talents shall be provided with the following: (1) A lump-sum living subsidy of 0.5 million RMB granted by the Central Government and a researchfundof RMB1 to3 million issued phase by phase within 3 years; (2) A lump-sum scientific research fund of 0.5 million RMB and a monetary award of 0.25 million granted by the Guangdong Provincial Government; (3) A monetary award of 2 million RMB granted by the Shenzhen Municipal Government (refer to the Shenzhen “Peacock Plan Type B”); (4) A subsidy of 1 million RMB granted by the Shenzhen Longgang District Government.
Material preparation

(1)Applicants for Program 1, 2, and 3 shall fill in the following forms: Application form, Profile of Overseas High-level Talents.

- For supporting documents:
(1)Applicants for Program 1, 2, and 3 shall provide the following files (in the format of PDF):
a)Copy of degree certificate (Doctorate Degree);
b)Passport/ID copy;
c)Copy of Contract or Letter of Intent with the current or potential employer (i.e. CUHKSZ);
d)Supporting documents for overseas working experience (contract/letter of appointment/screenshot on web, etc.);
e)Any supporting materials or scanned copies of the first page of papers (select 20 of your most representative papers), patterns, Product Certificates;
f)Supporting documents for main projects that the experts have led or participated in (copies of project contract, reference letter from sponsors, etc.);
g)Copies of certificate of award;
h)Passport photo (Electronic);
i)Other supporting materials of the experts.
Notice:
Applicant for Long-term Recruitment Program of Foreign Experts shall additionally provide a 5-min Personal Statement (video in .flv format) that includes work plan, objectives in China and expected contribution to the expert’s professional field.-School manager and other staffs will assist the expert to prepare the video file.
(2)Applicants for Program 4 shall provide the following files (in the format of PDF):
a)Copy of degree certificate (Doctorate Degree);
b)Copy of ID card or Passport;
c)Copy of Contract or Letter of Intent with the current or potential employer (i.e. CUHKSZ);
d)Supporting documents for overseas working experience (contract/letter of appointment/screenshot on web, etc.);
e)Three reference letters from foreign supervisors, colleagues or employers;
f)Any supporting materials or scanned copies of papers (in the maximum of five copies), patterns, Product Certificate;
g)Supporting documents for main projects that the experts have led or participated in (copies of project contract, reference letter from sponsors, etc.);
h)Copies of certificate of award;
i)Retrieval report of your papers and other publications (this should be provided by a qualified organization);
j)Other supporting materials.
