MINUTES OF 165TH MEETING OF NORTHERN REGIONAL COMMITTEE HELD FROM 1ST & 2ND SEPTEMBER, 2010

The 165th meeting of the Northern Regional Committee (NRC), National Council for Teacher Education (NCTE) was held from 1st 2nd September, 2010 at Conference Hall, NRC, NCTE, Jaipur.

In pursuance of the Gazette Notification No. 213 dated 25.08.2010, NRC has been terminated under Section 21(2)(a) of NCTE Act, 1993 and the powers and duties on behalf of the Northern Regional Committee shall be exercised and performed under Section 21(2)(b) by Shri Hasib Ahmad, Member Secretary, NCTE. Consequent upon his superannuation on the afternoon of 31st August, 2010, Shri Hasib Ahmad shall continue to exercise the powers and duties on behalf of the Northern Regional Committee under Section 21(2)(b) of NCTE Act, 1993.

(HR-821, Course-B.Ed.) / The recognition of the B.Ed. course was refused vide order dated 15.04.2010.
The institution filed a writ petition No. 4480 / 2010 and C.M. No. 8896/2010 against the above order in the Hon'ble High Court of New Delhi and the Court has passed an order dated 13.07.2010 which is as under:-
The counsel for the petitioner states that the petitioner shall be satisfied if its application is disposed of before 31st July, 2010. In view of the aforesaid, without prejudice to the rights and contentions of the parties, this petition is disposed of directing the Appeal Committee of NCTE to decided the appeal of the petitioner before 31st July, 2010 and to deliver to the petitioner the order thereon at least by posting on the internet, on or before 3rd August, 2010. Needless to state that the Appeal Committee to deal with the appeal as per the orders of this Court, i.e. by taking into account subsequent events and by giving reasons for accepting or rejecting contentions of the petitioner. / Constitute VT. RD to expedite.
The institution filed another writ petition No. 5787/ 2010 against the order dated 3.08.2010 passed by NCTE.
Further, a letter dated 01.09.2010 has been received from Sikri & Co., New Delhi stating that the case came up for hearing before the Hon'ble High Court of Delhi on 01.09.2010 wherein the petitioner had challenged the order passed by the NCTE dated 03.08.2010 wherein the NCTE considered the case of the petitioner and came to the conclusion that there were certain deficiencies which needed to be verified by a Visiting Team and further decision by the Appellate Committee shall be taken after considering the VT report.
The petitioner in the present petition has challenged the aforesaid order dated 03.08.2010 saying that the order of the Appellate Committee is against the directions dated 13.07.2010 of the Hon'ble High Court.
After hearing both the parties, the Hon'ble Court directed the Respondents to constitute a visiting Team to inspect the premises of the petitioner's institute and to pass a final order on or before 21.09.2010. The Hon'ble Court further directed that the name of the institutions shall appear in the list of eligible institutions subject to the final decision by the Appellate Committee.

(i) As against total faculty of one HOD and eight lecturers, the college has appointed only one Associate Professor and six lecturers. Since conditional recognition to the institution was decided by NRC on 24-27 June, 2010, the appointment of faculty would be as per NCTE Regulations 2009.
(ii) The faculty appointed does not include a lecturer with M.B.B.S. degree or Master degree in Anatomy, Physiotherapy or Health Education as stipulated in 2009 Regulations.
The institution to be asked to submit reply within 30 days.
5 / 2 / Major Nafe Singh Kungariya College of Education, VPO- Kungar, Tehsil- Bawani Khera, Distt- Bhiwani, Haryana / D.Ed. / HR-1210 / NRC after going through the reply submitted by the institution vide dated 26.07.2010 in pursuance of the conditions laid down in 7(9) of NCTE Regulations came to the following conclusions:-
(i) The institution to submit the approval of affiliating university, as per the provision under the clause 7(9) of NCTE Regulations 2009, for appointment of faculty.
(ii) RD to take up with the Registrar of University, drawing his attention to the said Regulations, requesting for issue of University's approval to the appointments made by the institution.
6 / 3 / Shanti College of Education, Vill- Rewasa, Tehsil- Mohindergarh, Distt- Mohindergarh, Haryana / B.Ed. / HR-1645 / The show cause notice has been examined. The appointment of faculty has been made after advertisement and by a duly constituted selection committee. However, NCTE Regulations 2009 provide for approval of the University/Affiliating Body for the appointment made, the institution should therefore obtain the approval of the University within 30 days of issue of this letter.

AGENDA ITEM NO.165.05.00:CONSIDERATION OF THE REPLY TO SCN UNDER SECTION 14(3)(B) OF NCTE ACT 1993

7 / 1 / Vaidik Teacher Training Institute, Vill- Chindalia, Post- Nangal Katha, Tehsil- Narnaul, Dist- Mohindergarh, Haryana / B.Ed. / HR-1387 / NRC noted that the institution set aside its earlier selection and repeated the entire process of selection starting with advertisement. The faculty selected is as per NCTE norms. However, approval of University has not been obtained and submitted. The institution be asked to submit approval of the University as required under Clause 7(9) of the NCTE Regulations 2009 within 21 days.
8 / 2 / C.R.DAVGirlsCollege of Education, Plot No.726, Near Dabwali Road, Udham Singh Chowk, Vill-Ellanabad, Distt-Sirsa, Haryana / B.Ed. / HR-1824 / The institution was inspected on 30.08.2009 and thereafter a show cause notice was issued on 17.12.2009. In a separate development on receipt of a complaint, another inspection was conducted on 18.02.2010. Show cause notice was again issued on 14.05.2010. Reply of two show cause notices were received on 07.01.2010 and 11.05.2010. These replies were considered and finally another show cause notice was issued on 22.07.2010 seeking reply about (i) Attestation of affidavit by C.J.M. and (ii) Reply on the complaint made against the institution.
The reply of the institution dated 12.08.2010 on the show cause notice dated 22.07.2010 has been carefully considered and it was felt there was no truth in the complaint and that attestation of affidavit is not generally insisted. As such it was decided to issue Letter of Intent under clause 7(9).
9 / 3 / Bindeshwari Kannya Mahavidyalaya, Plot No. 101, Village- Bardha Bhiura, Post-Songaon, Tehsil- Akabarpur, District- Ambedkar Nagar, Uttar Pradesh / D.El.Ed. / NRCAPP162 / On the basis of VTR dt. 23.05.2010, a show cause notice was decided in 162nd meeting of NRC and eleven reasons were given conveying unsuitability of the institution to conduct D.El.Ed. course. Whereas the institution has established that it has earmarked area and sufficient building, it failed to establish that the building is complete in all respect, proper finishing and furnishing has been done. Even the latest photographs suggested that building lacks finishing, door/ window are not even polished, furniture is rough/ unpolished and not up to the mark. Labs are totally inadequate. The total feel of the building as revealed in photos submitted is not good. The institution is not suitable to be recognized as a teacher training institution. The recognition be refused.
10 / 4 / Desh Deepak Adarsh Mahila Mahavidyalaya, Vill- Tendua Mafi Bikapur, Post-Bikapur, Dist- Faizabad, U.P. / B.Ed. / UP-3421 / Show cause notice issued on 10.06.2010 has been replied on 8.07.2010. Reply to the show cause notice establishes that furniture in labs, book in library, facilities for music, craft etc. are sufficient. Since adequate land is available, institution needs to develop its playground.
Letter of Intent under clause 7(9) be issued.
11 / 5 / BNAS Mahavidhyalay, VPO- Mahari, Tehsil- Sandila, District- Hardoi, UP / B.Ed. / UP-3288 / Show cause notice issued on 22.06.2010.
The reply dt. 19.07.2010 to show cause notice dated 22.06.2010 has been carefully considered. Keeping in the view the nature of observation of the VTR that the inspection was arranged by way of obtaining books, furniture & equipment from other institutions, the reply was not at all satisfactory. The contention of the institution that inspection team did not give any prior notice does not go to its advantage. The institution did not earmark space for B.Ed. course, VTR specifically mentioned about non-availability of accession register, hence reply that the team did not ask for it cannot be accepted. The fact that institution seriously lacks furniture in terms of its number is evident from the reply. The institution has refuted the observation of VT that it borrowed furniture from other institution namely SriBehuaSinghKaushikInterCollege has been refuted by submitting a certificate from that organization, which cannot be accepted.
In view of a clear negative report of VTR, NRC came to the conclusion that the general ambience of the institution is not suited for a teacher training institution. The recognition be refused under section 14(3) (b) of NCTE Act.
12 / 6 / Dr. Bhim Rao Ambedkar Mahavidyalaya, Vill- Girwan, Post- Girwan, Tehsil- Naraini, District- Banda-210001, Uttar Pradesh / B.Ed. / UP-3125 / Show cause notice was issued on 23.07.2010 on the basis of VTR on 30.05.2010. Reply dated 19.07.2010 to the show cause has been examined. The observation of the Visiting Team has been refuted by submitting documents, about purchases of books and equipments. For this purpose, only bills of various items have been submitted, which cannot be relied as authentic the institution has not submitted any proof of payment, receipt of items, their entry in stock register etc. to prove their assertion. The documents submitted by the institution are such that they can be obtained from anywhere. The institution did not even bother to supplementits claim by way of photographs/ CD.
In view of categorical negative report and in view of any provision for second inspection in the NCTE Regulation 2009, NRC came to the conclusion that institution is not fit to run a B.Ed. course.
The recognition be refused under section 14(3)(b) of NCTE Act.

AGENDA ITEM NO.165.06.00CONSIDERATION OF THE REPLY TO SCN UNDER SECTION 15(3)(B) OF NCTE ACT 1993

The Institution on the Minutes basis has submitted its reply on 11.08.2010. / M.Ed. Add. Intake / RJ-2242 / The reply dt. 11.08.2010 of the University (submitted on minutes basis) on the show cause notice issued dt. 11.08.2010 has been considered. Since the University submitted the proceedings of the selection committee and documents related to qualifications of the appointed faculty, it was decided to issue formal permission under clause 7(11) of the NCTE Regulations 2009.
14 / 2 / Rashtriya P.G. College Sujanganj, Vill- Nagauli, Post- Balwarganj, Tehsil- Machhali Shahar, District- Jaunpur-222201, Uttar Pradesh. / B.Ed. / UP-2627 / The reply dt. 23.07.10 on the show cause notice dt. 29.05.10 has been considered. The institution has since confirmed that all appointments are on regular full time basis and that one lecturer in the Science Stream has been inducted in the faculty in lieu of Sri Bhanu Pratap Verma. As such formal recognition order be issued under clause 7(11) of NCTE Regulations 2009.

Agenda Item 165.07.00 CONSIDERATION OF VT REPORT UNDER SECTION 14 OF NCTE ACT 1993

15 / 1 / Maa Babuna Balika Mahavidyalaya, Khasra No.-1143, Vpo-Bargahan, Distt.-Azamgarh, Up / B.ED / UP-3253 / 1. The CD was not handed over to the Visiting Team after completion of the inspection as required under clause 7(5) of the NCTE Regulations 2009, and has not been made available even thereafter.
2. In the affidavit submitted on Rs.100 by the management, the land area available to the institution appears to have been tampered, by way of correction by white fluid.
It was decided to issue a show cause notice on the above major lapse on the part of the institution giving 30 days time for a reply.
16 / 2 / Jai Durge College Of Education, Vill- Saidpur, Post- Baldeo, Tehsil- Mahavan, District- Mathura, U.P. / B.ED / UP-3088 / - The Visiting Team Report does not lead to any conclusion about the availability of proper instructional facilities in the institution. The report confirms availability of land and building as complete but merely says that Computer and Language Lab. has been developed.
- The close observation of the VCD reveals that in both the case of Language Lab. and ET Lab., there has been only a display of equipment, instruments and other materials on tables brought in the room. Even electrical connectivity of these equipment have not been provided, which clearly suggests that the instruments were brought for display purpose only and not proper development of the labs have been made; it seems not to have been concurred at all.
- The above observation is valid for Science Lab. as well. The lab. has not been developed. The displayed Lab. Tables are all removable with no facility of sink adjacent to each table or in between two tables, which is essential for a science Lab. The need for a proper structural arrangement in a Lab. is essential as the rooms with tables with item displayed cannot be a Science Lab.
The multipurpose Hall is not at all worth the name. In the space for windows only iron Grill has been provided, without any windows. The plastic chair placed in the Multipurpose Hall lack grace. The Hall has not been developed not even a dais or a platform. It is just a structure of four walls with removable chairs brought and kept. It does not look to be a Hall of an educational institution.
In view of above, the NRC rejected the V.T. Report, as totally inadequate and decided to issue show cause notice on the basis of above facts revealed in the C.D. report. The institution to be asked to submit reply within 30 days.
17 / 3 / Mukhram Mahavidyalaya, Vill-Ruhipur, Post- Chaukiya, Teh-GhazipurDistrict- Ghazipur, U.P. / B.ED / UP-3297 / 1. As per V.T. Report the multipurpose Hall is totally inadequate but can be expanded by way of merging with adjacent store room. However, even if expansion is made, the multipurpose Hall will not be of a worth in the present condition, where even floor has not been built. No other structure has been created with restroom, Dais, public address system etc.
2. Although VTR says that adequate infrastructure facility has been provided in Labs, Library, class room ground & office but following has been observed through the V.C.D. taken at the time of inspection:-
(i) In none of the Labs, floor have been made; they are all 'kachcha' floor making them unsuitable for the purpose for which they have been made.
(ii) The Language Lab. lack equipments necessary for it i.e. LCD projector, Slide Projector, Scanner and necessary software. Only some computers were available and they were only displayed on side constructed platform and no specific arrangement was made to put them in a structured form.
The computers kept on the constructed platform, both in the Language Lab. and computer Lab. were not usable in view of the height of the platform and non-provision of stools or chairs of matching size.
(iii) The Science Lab. has not been built in proper manner; the sink provided in the Science table were not accessible from either side of the table, making it totally non-functional.
(iv) Stairs are dangerous, as they had no rallings.
Show cause notice be issued with above observations for a reply within 30 days.
18 / 4 / Keshava Prasad Ralihi Mahavidyalaya, Aurai, Sant Ravi Das Nagar, Bhadohi, Uttar Pradesh-221301 / B.ED / UP-2952 / 1. As per VT Report and observations of the CD, it is clear that building is under construction and even though built up area needed for B.Ed. course has been constructed as per VTR, the course cannot be allowed with ongoing construction.
2. The B.A. degree course is already being run in the partly constructed building. As such, it cannot be said that whatever has been constructed is for B.Ed. course alone.
3. As seen in CD, the Science Lab. was not properly built up. The equipments of the Lab. were displayed on the removable table and there was no provision for the sinks adjacent to the tables, which is essential for a functioning lab.
4. The fields for sports are not developed at all.
5. Psychology Lab, is not appropriate as only certain tests have been displayed on tables.
6. In Library, although VTR indicated availability of 3000 books but availability of 1000 titles on education is not indicated. It is essential as the library is apparently common with degree college having B.A. course. No Journal has been subscribed in the Library.
7. The computer room is not appropriately built. It has the computer table but matching chairs are not provided and with the common class room plastic chairs, they cannot be put to use.
Show cause notice be issued with above observations for a reply within 30 days.
19 / 5 / Pt. Tripurari Mishra Adarsh Mahavidyalaya, Vill- Rohua Mustafabad, Post- Gomadih, Tehsil- Lalganj, District- Azamgarh, U.P. / B.P.ED / UP-3360 / (i) There is no E.T. Lab. in the institution.
(ii) The ground of the college is not maintained properly.
(iii) As per CD, the building is incomplete and still under construction. The room's windows are not complete.
(iv) Class room, furniture as seen in the CD, comprises of long benches without back support, which is inappropriate and not suited for an institution offering senior students.
(v) Library is not having proper furniture. The benches without a back support cannot be put in the Library.
(vi) The facilities provided are not at all suited for an academic institution.
Show cause notice be issued with above observations for a reply within 30 days.
20 / 6 / Baba Ganesh Dutt Mahavidyalaya, Rattipu Jaunpur, Vill - Pattipur, Post - Kudda, Distt. – Jaunpur-222002 U.P. / B.ED / UP-3365 / (i) The building is under construction, as evident from the CD.
(ii) The total built up area is grossly inadequate e.g. 7700 sq.ft. as against over 1500 sq.mts. required under NCTE Regulations.
(iii) The Multipurpose Hall is only 900 sq.ft. and is not as per NCTE Norms of 150 sq. mts.
(iv) The toilets/ urinal are open and not at all built up. There is no water connection in them.
(v) The total furniture in the institution comprising of long wooden benches without any back support is not suited for an academic institution.
(vi) The Science Lab. is not at all developed. There is no provision in it even in the name- sake. These Labs are only the names painted above the entry Gate of a room, but has no provisions whatsoever.
Show cause notice be issued with above observations for a reply within 30 days.

0623, U.P. / D. El. Ed. / NRCAPP 268 / The observation of the Visiting Team that the institution is fit to be recognized is not matched with any details on their part rather it is contradicted on account of following observations based on careful observation of the CD.
(i) The building inspected had temporary hoardings at two places indicating the name of the institution. Obviously the building is being used for other courses/ purposes but the same has not been shown in the VTR or in the application of the institution.
(ii) The inner walls of entire building including Library and Labs have no plaster and the bricks have been painted which is not appropriate.
(iii) The Science Lab. has not been developed at all.
(iv) The equipment are displayed on movable tables having no facility of sinks in between two tables.
(v) The toilets are bad, particularly the ladies toilet had a bad door, not appropriate at all. One Gents toilet had no door at all.
(vi) No playground has been developed, the observation of VTR in this regard is contrary to the fact as depicted in the CD.
