The purpose of this qualification is to provide the civil infrastructure works industry with suitably experienced and competent tradespeople, who can produce quality outcomes in a range of civil works operations.
This qualification is targeted at those who want to achieve trade status within the Civil Works sector, and leads to partial fulfilment towards eligibility for registration with the Civil Trades Certification Board (CTCB).
Graduates will be capable of working to industry standards and specifications, taking responsibility for their own work and that of others, and capable of working independently, whilst ensuring safety.
Outcome Statement / Graduate profile / Graduates of this qualification will be able to:
-  Ensure on-site health, safety, environment, and quality assurance requirements are met as required for the range of work undertaken by a civil works tradesperson.
-  Interpret infrastructure plans and apply methodology to civil works operations.
-  Undertake civil works operations using small and large plant and equipment.
-  Apply communication skills relevant to the role of a civil works tradesperson.
Graduates of the Earthworks strand will be able to apply industry standards and follow procedures when performing duties as a civil works tradesperson undertaking earthworks operations.
Graduates of the Road Construction strand will be able to apply industry standards and follow procedures when performing duties as a civil works tradesperson undertaking work for civil and road construction.
Graduates of the Concrete Works (non-structural) strand will be able to apply industry standards and follow procedures when performing duties as a civil works tradesperson undertaking non-structural concrete work.
Graduates of the Road Maintenance strand will be able to apply industry standards and follow procedures when performing duties as a civil works tradesperson undertaking work for civil and road construction.
Education pathway / This qualification builds on the New Zealand Certificate in Civil Works (Level 4) with strands in Earthworks, Road Construction, Concrete (non-structural), and Road Maintenance [Ref: 2688].
It can lead to the New Zealand Certificate in Infrastructure Works (Site Supervision) (Level 4) [Ref: 2617].
Employment pathway / Graduates of this qualification will have the relevant knowledge and skills to be employed as a civil works tradesperson, specialising in either concrete works, earthworks, road construction or road maintenance in the civil infrastructure industry, in contexts such as:
-  urban sub-divisions
-  industrial developments
-  marine developments
-  rural developments
-  land Authority Infrastructure Development Projects
-  infrastructure facility maintenance
-  New Zealand Transport Authority and/or Land Authority Roading Networks and Projects.

Qualification specifications

Qualification award / This qualification can be awarded by the Infrastructure ITO, or any organisation with an approved programme or accredited to deliver a programme leading to the qualification.
The certificate will display the logos of the NZQF; and the Infrastructure ITO, or the programme owner, or the accredited provider.
Evidence requirements for assuring consistency / Core evidence requirements for demonstrating consistency for the qualification will include:
-  internal and external moderation results relating to the assessment of graduate outcomes
-  feedback and actions taken in response to feedback
-  programme completion data and results
-  any other relevant evidence.

General conditions for the programme leading to the qualification

General conditions for programme / It is recommended that, those candidates new to the industry, from school or another industry, or who may already be working in the industry without formal qualifications, achieve the New Zealand Certificate in Infrastructure Works (Level 2) [Ref: 2522] prior to enrolling in this qualification.
Appropriate licences and endorsements to operate plant must be attained. Refer to the New Zealand Transport Agency’s (NZTA) latest requirements for licences and endorsements, at www.nzta.govt.nz .
Appropriate traffic management training for the level of roads must be attained.
Tertiary Education organisations (TEOs) offering programmes leading to this qualification must maintain currency with amendments to, and replacements of, relevant legislation, regulations, rules, and Australia/New Zealand standards.

-  Consistently meet the required health, safety and environment, and quality requirements as indicated by relevant legislation, regulations, rules, and Australia/New Zealand standards for Civil Works; and display an attitude that demonstrates awareness of risk to themselves, others, plant and structures

-  Emergency response and/or contamination incidents
2 / Interpret infrastructure plans and apply methodology to civil works operations
Credits 37 / Candidates must:
-  Interpret and apply civil works plans and set-out information to civil works operations
-  Protect and maintain drainage systems, and apply drainage management techniques
-  Apply knowledge of soil properties and road construction materials
-  Apply materials testing and compaction techniques
3 / Undertake civil works operations using small and large plant and equipment
Credits 44 / Candidates must:
-  Inspect, maintain and operate small plant and equipment used for civil works activities which may include: generator, compressor, road saw, pedestrian roller, or compaction equipment
-  Inspect, maintain and operate large plant and equipment used for civil works operations which may include: roller, power broom, loader, or truck
May include:
-  Inspect, maintain and operate specialist plant used for civil works operations such as grader, stabiliser, excavator, or bulldozer
4 / Apply communication skills relevant to the role of a civil works tradesperson
Credits 11 / Candidates must demonstrate ability in the following communication skills:
-  Interpret documents (such as contract specifications, manufacturer’s instructions, client and employer requirements, instructions and procedures) required for civil works operations, and keep clear and accurate work records and reports to the standards required as a civil works tradesperson
-  Communicate and liaise with the general public and others affected by worksite activities; communication must include the nature and extent of works
-  Use strategies to solve and communicate issues as they arise in the workplace
5 / Earthworks strand

-  Cut and fill formation
-  Installing earth retaining structures
-  Environmental controls associated with earthworks
-  Subgrade formation, compaction and acceptance

-  Formation, final shaping and preparation of the subgrade
-  Placement and compaction of granular pavement layers
-  Stabilisation and modification of the layers
-  Final preparation and acceptance for surfacing

7 / Concrete Works (non-structural) strand

Replacement information / None
This is a new qualification and does not replace any existing qualification on the framework. However, it is acknowledged that candidates may have undertaken, or are currently enrolled in qualifications that include some of the outcomes of this qualification. People currently working towards any of the current infrastructure works qualifications may either complete the requirements for that qualification or transfer to this qualification.
It is the intention of Infrastructure ITO that no existing trainee should be disadvantaged. Any person who considers they have been disadvantaged may appeal to the Infrastructure ITO.
