Notes to Participating Company/Consortia
- Participants may participate in this Call for Collaboration (“CFC”) either as a single company or as a Consortium.
- Where the Participant is a single company, the Participant must obtain a copy of this proposal submission form and submit the proposal to IDA with all Parts and Appendices herein (with the exception of Part II) duly completed.
- Where the Participant is a Consortium, each member of the Consortium is required to obtain a copy of this CFC Proposal Form. For submission purposes, only one Proposal need be submitted by the Consortium Lead on behalf of all members of the Consortium, duly completed as follows:
i.The Declaration in Part I must be signed by authorized representatives of each and every member in the Consortium.
ii.Parts II, IV and Appendix A, B and C are to be completed and submitted by the Consortium Lead on behalf of the Consortium it is representing.
iii.Every member of the Consortium, including the Consortium Lead, must each complete a copy of Part III and the Consortium Lead shall submit the copies of Part III completed by each member of the Consortium as part of the Proposal.
- The Consortium Lead shall be primarily responsible for the submission of the Proposal. In the event that an award of Grant is made to the Consortium in respect of its proposal, the Consortium Lead shall also be primarily responsible for directing and coordinating the implementation of the project and all other matters which are to be performed by the Consortium.
5. For the avoidance of doubt, this CFC Proposal Form shall be read with and shall be subject to the Important Notices as set out in Annex A of the Public Document for the Social Analytics for Business Enterprises CFC.
6. Participants are to submit two (2) hardcopy and one (1) softcopy (in a CD-ROM) of the proposal by 28th June 2013 at 12 p.m. to the following address. All hardcopies and softcopies should be submitted together.

2. Consortium Composition
There are two categories of participating companies, Type 1 or Type 2:
Type 1 companies incur costs directly to complete the proposed project. Therefore, they are eligible to claim costs incurred from IDA. However, Type 1 companies are not allowed to charge other Type 1 companies in the consortium for costs incurred in the project.
Type 2 companies charge Type 1 companies in the consortium for provision of products and / or services. Type 2 companies are not eligible to claim costs incurred from IDA.

(iii) Project Background
Describe the background and context of the Project, relating it to the current state of the industry and the strategic roles of the Participant. 3. Project Objectives
Describe the specific objectives of the proposed Project and the justification of the choice of sectors, including:
- Business needs and challenges of the proposed sector;
- Scope of SA services that will address the business needs of the proposed sector;

4.2 Common Infrastructure
Provide the following information on the common compute and data management infrastructure:
- The location and proposed infrastructure for the SA Services (e.g. public cloud, private cloud, managed hosting)
- Service Levels, including availability and problem resolution response times;
- The approach to ensuring scalability under peak load conditions and to accommodate projected growth of new data and user base without compromise to service levels;
- An architecture diagram highlighting the scalability of the configuration, volume of data that can be supported, and number of users that can be supported; and
- Data recovery (DR) plans and strategies, architecture, implementation approach, test plans and service level agreements in the event of system failure.
4.3 Social Analytics Functions
State the key functional and technological features of the solution, including:
- Description and objectives, including the business challenges being addressed and relevance to the selected Sector
- Description of technological components underlying the individual SA services, and how the interplay among them can be related to achieving the goals of the CFC
- SA techniques used, including the capabilities and constraints of the techniques to model real-world business processes
- Design considerations concerning scalability, security and privacy management, maintainability and support roadmap (where applicable)
- How the services leverage Industry-specific Templates to generate insights that are relevant to selected sector
- Service provisioning, including results generated, output formats, sample reports and how businesses can make use of the results
4.4 Architectural Diagrams
Include any technical architectural diagrams and descriptions of the Project. It should minimally explain in detail how the various SA Service components shown in Figure 1 are orchestrated to serve Users’ business functions. The options for data connectivity as explained in Section 7.3.4 of the SA for Business Enterprises CFC Public Document.

4.5 Industry-specific Templates
State the proposed roadmap to build Industry-specific Templates for selected sector, which includes the following:
- Description of templates, their functions and how they can benefit the whole sector
- Explanations on how the templates are used to complement the Common Services
- Methods to validate the effectiveness of the templates
- Ways to justify why the templates should be considered industry specific (not generic nor enterprise specific)
4.6 Professional Services
Provide a list of Professional Services to be offered to Users. Include the following details:
- Description of the services and their functions
- Explanation on how the services are related to SA Common Services adoption
4.7 Security
State the proposed security controls that will be implemented in the Common Services to ensure the security, confidentiality and privacy of Users’ data. Describe the proposed controls to ensure that Users subscribing to the Common Services will not be able to access the data of other Users without authorisation.
State security certifications or accreditations (e.g. ISO 27001/27002, COBIT, Cloud Security Alliance, SAS70 or equivalent) that the Participant or its members have attained, or intend to attain.
Describe necessary processes and controls put in place to comply with Singapore’s Personal Data Protection Act. Participants are advised to the website of the Personal Data Protection Commission (http://www.pdpc.gov.sg/) Services include the analysis of personal information (i.e. information that may lead to the identification of individuals),
5. BUSINESS PLAN
5.1 Business Viability
Describe and substantiate the commercial viability and sustainability of the proposed Common Services during and beyond the project period. Proposals with a clear strategy for achieving and delivering a sustainable long-term business model will be considered favourably.
Provide details of a projected 3-year business case excluding the project implementation period, detailing the capital investment and financing plan, as well as the projected revenue streams from the initial and future services, operational costs and profit from on-going operations. Illustrate the contributions from the respective Consortium Members to the Service Provider’s initial and future revenue streams. All assumptions used in the business case projections shall be stated clearly in the Proposal.
5.2 Marketing Plans and Adoption Strategies
Provide a detailed marketing and adoption plan to create the awareness of the SA Common Services, generate sustained usage and achieve the adoption targets stipulated in the CFC.
5.3 Pricing Schedules
Provide a clear pricing overall fee schedule for all proposed Service Offerings including Subscription and Professional Services and Optional Services.
5.4 Critical Success Factors
Describe the factors that may affect the success of the Project and the measures the Consortium intends to take to manage the risk.
5.5 Project Plans and Strategy
Describe the development, implementation and support strategy and plans of the Consortium to ensure scalability to other users and sustainability of the Project within the project period. Describe any plans to export the solutions developed in this Project to other markets and estimate the potential export revenue.
5.6 POST Project Plans and Strategy
Describe the long term implementation plans of the company AFTER the completion of this Project to ensure long-term survivability and sustainability of the content and services developed in this Project. Describe any plans to export the solutions developed in this Project to other markets and estimate the potential export revenue. Please provide the sales revenue forecasts for 3 years after project completion.
