39. Meeting Opened Cllr Paddy Donnellan welcomed all to the meeting.
40. Apologies and reasons accepted Cllr Mrs Joan Roseveare MBE & Cllr Kevin Moorhouse.
41. Declarations of Interest Cllr Mrs Marlene Wilson declared a personal & prejudicial interest in agenda item 12 planning application submitted by immediate family. Cllr Ray Curtis declared a personal interest in item 13 District Councillors report, report to include details of a planning application in Tattershall where his daughters runs a business.
42. Resolution Minutes Notes previously circulated were proposed as true record of the meeting held 28th May, all voted in favour minutes signed and dated by Mayor.
43. Police Report. Not in attendance.
44. Youth Report. Matthew Fido – reported that there had been an accident on the Allan Barker Field one of the group of footballers fell during a tackle and cut his leg medical help was needed; the group would like to request that the Council place a litter bin on the site. In reply the council told Matthew that we had put a bin out for rubbish, the next morning it was burnt out, Council resolved to seek a metal or concrete bin for the site, prices and styles to be available at next meeting; the Council are very concerned about the vandalism on the site and are actively looking at ways of combating this, we would like to stress if anyone sees anything unusual anywhere in the village please report to the Police or the Town Clerk.
45.Security Allan Barker. Cllr Curtis has contacted the company who have supplied the cameras in the village; costs will depend on the installation method used, clerk has contacted St Michaels School headmaster and the governors to seek permission to run a cable along the perimeter of their field otherwise a radio link will be needed. Proposal to move this forward and get plans drawn up for submission to ELDC for a camera on site; seconded resolved unanimously.
46. Allan Barker Project meeting held 23rd June 2009, Rebecca Wakefield has assured Council that the funds are there and the delay is purely administrative, she will be contacting us in the near future at the latest it will be early September, Rebecca with the help of ELDC has organised several events for the youngsters in village during the school holidays including football training and regular visits from East Lindsey’s Funk Bus to the Allan Barker site. Liz Ash & Kate Pinfold are to consult with youngsters regarding the BMX track design, decision on the Lincs Aggregates funding bid will be on July 22nd,the council need to look at measures for controlling rabbits on the site, Liz Ash is to look into funding for this.
47. Pavilion group/Coningsby football club the CFC have had a good year and have no issues apart from rabbit holes see minute 46 above; the club are aware they need to push for charter status to help with funding bids for the extensions to changing rooms, they are starting an under 18’s team next season also the Black Swan Sunday league will be back in action in the Lincoln League, new managers are being sought for youth teams, council to advertise this on village notice boards. Proposal to keep all fees for the hire of the facilities at last years rates was seconded and resolved unanimously.
48. Group Reports – CCTV- no report. Friends of the Pingle- Bat& Moth night event coming up 17th July all welcome to attend, Jean Edwards had operation doing well. Sports Forum- evening walk attracted a couple of people, next event the Fun Run & Fun day for all 9th August details to follow. Police Panel- Concerns have been raised regarding the footway between the Park & High Street also Masons Lanethere needs to be barriers to stop persons accessing these walkways with motor vehicles. Allan Barker has been put on the Police list of priorities and should be monitored more regularly. Scouts – Mayor Paddy Donnellan joined the Coningsby & Tattershall Scouts to stone pick on the Allan Barker field they gathered roughly half a ton of stones; this was rewarded with refreshments provided by Cllr Mrs Joan Roseveare and served my Deputy Mayor Cllr Mrs Ruth Sharples.

50. Planning S/035/01464/09 94 High Street Coningsby- extension to rear of existing property Councillors have viewed; no objections. Cllr Mrs Wilson declared personal & prejudicial interest at this point; no discussion took place S/035/01017/09 – Wilson Engineering, erection of fencing application withdrawn.
51. District Councillors Report – Cllr Ray Curtis declared a personal interest before giving his report on the letter received from East Lindsey informing him of the forthcoming planning application from Tesco as his daughter runs a business in Tattershall near to the proposed site; the report was to inform Council that application had been received by ELDC only no other information was available to date.
52. Clerks Report & Correspondence – Police have requested a set of keys for the Allan Barker, Several reports of anti social behavior have been received, Milson Close, Milson Way residents need to contact Linx Homes and complete a nuisance log, they are compiling a file and need any evidence available. ELDC are now recycling “Yogurt pots and plastic butter pots. VAEL have booked 8 full day training sessions at the Allan Barker Pavilion during September & October. Thank you letter received from residents of Marina view thanking the Council for their help in contacting Highways & Road Safety Partnership they have visited the site and offered solutions, the site has also been tidied up considerably. Accident reported at the Allan Barker; youth football training session “Youth Worx” the youngster had to have hospital treatment & several staples to repair the cut, possible glass on field although they had looked over the playing area before start of training.
