1. Status Update (reason for work stream RAG rating; steps being taken to mitigate; impact if not mitigated)
This report covers Phase 1 of the implementation plan for Priority 2.
RAG Status for this priority remains AMBER due to the early stages of implementation and the reactive nature of creating additional places to meet current known gaps in provision. See Section 4 for further details
2. Progress Summary (update on activities conducted since last report)
- Work stream meetings are being held with key stakeholders
- Data gathering and analysis work commissioned through 1st Planner – due to be completed by the end of March
- First data analysis shared with priority 1,2 and 3 leads – group comfortable with methodology but forecast to be revised to align with the latest SEN2 return – still on target to complete by the end of March as long as full set of data is made available
- SEMH immediate priorities being developed to continue to meet the needs of pupils within our mainstream sector
- SEMH KS4 gap in provision – early preventative strategies being developed to minimise out of city placements
- Comms plan agreed for phase 1
- Expression of Interest for a SEMH Post 14 Vocational hub evaluated. 3 schools shortlisted to progress to next stage
- Engagement with main stream schools to create additional resource base capacity continuing – meeting with Gunter primary and Forward Education Trust to develop a support model within Gunter. This is a pilot project to increase inclusion within mainstream and if successful, these support hubs will be created in other localities across the city.
- Targeted engagement with special schools to create additional capacity for secondary school places – additional places at Hallmoor agreed
- Meeting between EDI and SENAR to align proposals for additional commissioned numbers and identify reactive measures for 2018 places
3. Work Over Next Period (key areas of focus in between now and the next report)
- Continue testing data analysis against locally held information
- Meet with shortlisted schools re post 14 SEMH vocation hub
- Prepare comms for Primary, Secondary, Special and Early Years forum
- Develop a risks and issues register
- Develop Gunter proposal and intiate discussion with The Oaks
- Set up regular meetings with SENAR and Travel Assist re 2018 allocations
- Publish SEN plan in order to release SEND capital funding (£4.6m over three years)

4.1 Development of Detailed Plan – Timelines/Resource
- Risk to timely development of plans and resourcing due to size and complexity of project. / Risk / AMBER / - Plans further developed in preparation for presentation to the Scrutiny Committee on 14 Feb 2018. However, further detailed planning is pending the completion of a number of data analysis activities, which are currently in progress.
4.2 Quality of Data Collation/Analysis/Reporting
- Risk around whether data being collated for this programme of work will be valid/accurate/fit for purpose. / Risk / AMBER / JC, JD and DB met on Mon 5 Feb to review/address concerns - whilst JC and DB continue to have concerns, JD does not - risk therefore remains at Amber for now, and JD to monitor moving forwards.
4.3 Lack of Secondary Provision
- Risk of insufficient service provision from Sep 2018 onwards due to the reactive nature of creating additional places to meet current known gaps in provision. / Risk / RED / - There will be a planned programme to meet gaps in provision once data analysis exercise has been completed.
- However, risk flagged as Red due to significant time constraints.
