1)Call to Order - Chair called meeting to order at 6:30

2)2. Development Review Segment – Public Hearings:

a)Case#2017-023 / 99 High Street / Parcel #11040099–This case has been withdrawnby written notice from the applicant.

b)Case #2017-025 / 133 North Main Street / Parcel #11063139– No Board member had any conflicts with this Case. D. Southwick reviewed the staff comments on the case as well as the relevant previous Zoning Actions. The Case has been publicly warned with certified letters to the abutters. Joe Sinagra and Vicki Sullivan, the owners of the business Bounce Around Vermont, are residents of St. Albans town. Mr.Sinagra presented the case. Their business centers around bouncy houses. They rent them out for parties. In the colder months, these units cannot be rented due to the weather. They have set up in University Mall and have had a store front there but would like to have a store front here. The concept is for private party use. In the space will be three inflatable units, a house, a slide, and an obstacle course. A video arcade will also be there for older children. There will be tables for parents to sit while watching their children. They can bring in their own food. An adult over 18 has to stay in the space with each child. They will not be a babysitting center. They are thinking that it will be predominantly Saturday and Sunday. They have also thought of Mommy and Me groups, a pre-teen night. They would like to organically grow this space. Member Pfeiffer asked if this would be used year round. Mr. Sinagra stated that the hope would be that they could do year around though winter time would be the main use. Chad St. Marie with Jazz Entertainment will partner with Mr. Sinagra. He would also be involved and provide DJ’ing services. Member O. Manahan asked what would be the hours. Mr. Sinagra stated that there would be nothing before 11 am or after 5 pm. They would like to leave open play time but still would be the same general hours. Member R. Pfeiffer asked if there be a staff member on the premises. Due to insurance policy, a staff member needs to be there at all times while the units are inflated. They need to monitor to be sure that the kids are using the units correctly. The Chair opened up the discussion for public comment.

JoAnn Chambers 22 Messenger–If the hours do change, would he need to come back to the Board to change the permit? Will this create traffic on the back driveway where it leads to Messenger Street? Mr. Sinagra replied that they did not anticipate any additional traffic except for the first time the units are dropped off. The customers would not be entering the premises using that driveway as it is for deliveries only.

c)Case#2017-026 / 33 Barlow Street / Parcel #25006033- No Board member had any conflicts with this Case. D. Southwick reviewed the staff comments on the case as well as the relevant previous Zoning Actions. The Case has been publicly warned with certified letters to the abutters. There was no one to represent the Application. Chair ManahanBliss explained that the Board would examine the evidence presented to see if it follows the zoning laws. The application can go forward based on the information provided. This is to permit the shed, the pool and the dumpster that already exist. When the applicant came to the Board asking for a permit for a back porch it was brought to the Board’s notice that there were unpermitted items on the property already. This application was to permit those items. Member O. Manahan asked if the pool was anchored. There was no way to be sure of that. There were no questions and no further public comment.

d)Case #2017-027 / 29 Bellows Street / Parcel #22007011 - No Board member had any conflicts with this Case. D. Southwick reviewed the staff comments on the case as well as the relevant previous Zoning Actions. The Case has been publicly warned with certified letters to the abutters. This is a resubmission of a site plan with the changes suggested by the DRB. Robin Boudreau the facilities coordinator for St. Albans City School presented the case. He presented the site plans with the changes of striping and shows an overlay of the bus path and the bus stalls. There were no questions and no further public comment.

3)Other Business

a)Planning & Development Updates –Proposed development for the Stream Corridor rules. If you have any questions or comments, please bring them to Chip Sawyer.

b)Enforcement Updates – Federal Street has been the focus as those are the ones that the City seems to get the most complaints and they are working on it and making progress.

c)Approval of October 7, 2017 Meeting Minutes–A motion was made by Member O. Manahan to approve the minutes as corrected. The motion was seconded by J. Leonard. The motion passed 3-0-2. Members J. Leonard and R. Pfeiffer abstained.

d)Confirm next meeting date and time Monday November 6, 2017 6:30 p.m.

e)Other –

i)Approval of Changes to a Minor Site Plan for 32 Cedar Street – Thevegetation was added to the plan and the designation of the garage clarified. Designation of the wet swamp area was also added to the rear. Approved by a vote of 4-0-1, Member R. Pfeiffer abstained.

4)Public Comment - None

5)Enter Deliberative Session–Member R. Pfieffer made a motion to enter deliberative session. Member Manahan seconded the motion. The motion passed unanimously.
