1.1. Organising 2 consultation meetings (round tables) with representatives of the relevant institutions, bodies of the Beneficiary country having a key part in the setting up of the mechanism as well as in the further elaboration of the legal framework for establishing the “national prevention mechanism”for determining the key aspects necessary for its well-functioning (for example: how to guarantee the independence of these preventive mechanisms, their organisational structure, the needed qualifications of the personnel, etc.), considering the specificity of the Romanian human rights protection system. / Twinning Light contract. / Attendance lists

2. 1 Elaborate a written description of selected “national preventive mechanisms” functioning at the level of at least 2 Member States, comprising the legal and institutional framework and focusing on presenting relevant aspects of their functioning (for example: the regulatory framework, the structure, the number and qualification of personnel, the ways of achieving its mission). The exact key aspects the written description will comprise will be agreed with the Romanian partner. / Twinning Light contract / Written description elaborated

2.2. Organise workshops with representatives of all the stakeholders in the field (representatives of the relevant ministries, of the National Administration of Penitentiaries, representatives of the civil society - 2 workshops of 2 days, of about 20 participants each) in order to discuss possible solutions for the implementation in the Romanian system of the national prevention mechanism, considering also the previously elaborated written description of selected “national preventive mechanisms”. / Twinning Light contract / Attendance lists

2.3. Elaborate a final report, comprising a comparative study of selected “national preventive mechanism” functioning at the level of at least 2 Member States.
The comparative study will be informed by activity 2.1 and will comprise a strengths and weaknesses analysis of the systems presented, with a view of adapting/using them as models for Romania.
The report will also provide recommendations on the most feasible solutions for implementing the “national preventive mechanism”in Romania,taking also into considerations the conclusions of the comparative study, and will be discussed for fine-tuning with the beneficiary. The report will be submitted for approval to the beneficiary. / Twinning Light contract / Report elaborated within the activity
