TERMS OF REFERENCE

OF THE EXPERT GROUPSUNDER THE ASTAP WORKING GROUP ON POLICY & STRATEGIC COORDINATION (WG PSC)

This document contains the Terms of Reference (ToR) for the four Expert Groups (EG) under the Working Group on Policy and Strategic Coordination (WG PSC):

  • EG Bridging Standardization Gap (EG BSC)
  • EG Policies, Regulatory and Strategies (EG PRS)
  • EG ITU-T Issues (EG ITU-T)
  • EG Green ICT and EMF Exposure (EG GICT&EMF)

TERMS OF REFERENCE OF THE ASTAP EXPERT GROUP ON BRIDGING STANDARDIZATION GAP

Objectives

Recognising Resolution 123 (PP-14, Busan) and Resolution 44 (WTSA-12, Dubai) , the purpose of the ExpertGroup is to:

  • Identify which ITU-T Recommendations would benefit from the development of ITU-T Guides to assist developing countries in applying ITU-T Recommendations (with emphasis on more recent Recommendations).
  • raise awareness on bridging the standardization gap
  • provide a mechanism to encourage implementation of bridging the standardization gap initiatives
  • promote initiatives and cooperation in bridging standardization gap
  • compile information on bridging the standardization gap and the work of ASTAP working groups on this issue
  • promote use-cases of ICT applications to be applicable in the rural areas of the developing countries
  • assist preparations for WTSA on bridging the standardization gap issuesif required.

Expected Output/Deliverables:

  • Developing inputs to the APT preparatory processes for TSAG, WTSA and PP; liaising as necessary with the APT preparatory processes for the ITU-D Sector. Such inputs can include:

- to identify specific requirements and needs,especially in rural areas, of developing countries in developing new ITU-T Recommendations and revising existing ITU-T Recommendations.

- to identify a mechanism for the ITU-T to enable it to capture the requirements of developing countries. This includes proposing or modifying new Study Questions.

  • Proposing regional initiatives/recommendations and programs to assist in bridging the standardization gap.
  • Developing guidelines to assist developing countries in their involvement in standardization process at regional and international level
  • Develpinghandbooks/guidelines for developing countries that help bridging the standardization gap such as: implementation of use-cases of ICT application to be applicable in the rural areas, guidelines on how to apply ITU-T recommendations in particular recommendations having regulatory and policy implications.

TERMS OF REFERENCE OF THE ASTAP EXPERT GROUP ON

Policies, Regulatory and Strategies

Objectives

The Expert Group will consider not only regulatory matters relating to technical standardisation but also telecommunication/ICT policies and strategies related matters to-

  • provide an avenue for regulatory matters associated with standardisation to be considered in appropriate technical standardisation work, and
  • embellish the making of technical standards to harmonise regulatory and technical requirements, and
  • produce research and analysisbased outputs that are practical, focused and relevant to the needs of the region on telecommunication/ICT strategies and policies
  • to exchange information between APT members on regulatory issues and telecommunication/ICT strategies and policies relevant to standardisation

Expected Output/Deliverables:

Recommended outputs from this Expert Group include:

  • advice to ASTAP PSC Working Group and Expert Groups on regulatory matters of concern to members for which the Expert Group might provide specific consideration of solutions;
  • advice or guidelines to APT members on the application or implementation of standards;
  • guidelines on best practice partnerships between industry, SDOs and regulators;
  • reports on Study Questions regarding telecommunication/ICT strategies and policies

TERMS OF REFERENCE OF THE ASTAP EXPERT GROUP ON

Green ICT and EMF exposure

Objectives:

-To exchange information on experience related to the ICTimpact to the Climate Change and Smart sustainable cities including green of/by ICTs and Electro-Magnetic Field (EMF)Exposure among the APT member countries

-To study issues, develop proposals and drive ICT standardization activities related to the Green ICTand EMF Exposure in the APT Region

-To identify regional interest and recommendations from the APT Members and channel to reflect it to the international SDOs related to Green ICTand EMF Exposure; as and when required.

Key Focus Areas for topic of Green ICT:

-Green of ICT: Green efforts to reduce the growing carbon footprint of the ICT industry, covering areas such as ICT hardware and software, network equipment, base stations, data centres and e-waste management

-Green by ICT: Green efforts to reduce the carbon footprint of the other economic sectors by leveraging on the ICT advancement, covering smart sustainable cities and various sectors such as construction, manufacturing, etc.

-ICTfor Green: ICT efforts to preserve and conserve the environment such as forests, ocean, etc.

Key Focus Areas for topic of EMF Exposure:

-Impact of EMF exposure to human

-Test methods and measurements of EMF exposure

-Standards related to EMF exposure in the APT member countries

Expectedoutput/deliverables:

-Standards, guidelines, best practices and white papers related to Green ICT and EMF exposure

-Contributions to global and regional standardization activities on Green ICT and EMF exposure

-Status reports on standardization activities of Green ICT and EMF exposure

-Proposals of workshop on Green ICT and EMF exposure; if necessary

TERMS OF REFERENCE OF THE ASTAP ITU-T ISSUES GROUP

Objective:

  • Identify high-level and strategic ITU-T issues of interest to APT members, especially in the issues related to ASTAP , where regional cooperation and collaboration is likely to be of benefit to the Asia-Pacific region;
  • Exchange information between ASTAP members on high-level and strategic ITU-T issues on interest to APT members;
  • Develop and promote coordinated and harmonized regional inputs on ITU-T issues to TSAG, RevCom and initiate the discussion for specific APT preparatory programs for high-level ITU meetings including WTSA and Plenipotentiary Conferences; and
  • Promote outcomes at TSAG, RevCom, WTSA and Plenipotentiary Conferences that benefit APT members, APT administrations and the Asia-Pacific region as a whole.
  • Prepare and circulate appropriate information to APT members in a timely manner

Output/Deliverables:

  • Regional opinions/proposals to international groups such as ITU
  • Develop and maintain relationship with international organizations
  • Organize C&I (Conformance and interoperability) event including workshop, showcasing and testing etc.
  • Develop an APT report on C&I relating to ITU C&I programme in four pillars
  • Pillar1: conformity assessment
  • Pillar2: interoperability event
  • Pillar3: capacity building
  • Pillar4: assistance in the establishment of test centres and C&I programmes in developing countries
