That: The Physical Fitness Testing (PFT) window will be allowed to begin on December 1 and close on May 31 each school year and Education Code (EC) Section 33051(b) will apply, and the district will not be required to reapply annually if information contained in the request remains current.
SUMMARY OF PREVIOUS STATE BOARD OF EDUCATION DISCUSSION AND ACTION
The SBE has heard and approved waivers of EC Section 60800 (a), but this waiver is different in that the district wants to increase the PFT testing window. Currently, the statutory window is February 1 to May 31 (four months). This district proposes that the assessment window change to October 1 to May 31 (eight months) at its 15 elementary sites.
Previous SBE-approved waivers of this EC Section related to expanding the testing window to accommodate block school schedules. This particular district does not have a block schedule waiver for purposes of physical education.
SUMMARY OF KEY ISSUES
The Redlands Unified School District is requesting to have the annual assessment window for the PFT to begin on October 1 and end on May 31 of each school year. The district employs five physical education specialists that travel between 15 elementary school sites. These specialists’ primary goal is to prepare students to take the PFT. These specialists are also responsible for administering the PFT. The district believes that this arrangement necessitates that the PFT window begin in October, and end in May, to allow these specialists to administer the PFT.

months prior to testing, all students should be provided equal opportunity and ample time for instruction, conditioning, and preparation. Approving this waiver would allow this district eight months versus the current statutory four months to administer the annual PFT. By doubling this assessment window, the district would also be eliminating four months of PFT instruction and preparation time for its fifth grade students.
Instead of increasing of the PFT window to February 1, as proposed, the Department recommends that the testing window begin on December 1. The December 1 start date would provide an additional two months to administer the PFT, which should allow the students adequate preparation time for the PFT and allow the district ample time to test all of its students prior to the May 31, ending date. In addition it is not required that five physical education specialists administer the test, other district staff may also do so.
Because this is a general waiver, if the SBE decides to deny the waiver, it must cite one of the seven reasons in EC 33051(a).
