PG&E PROCUREMENT REVIEW GROUP:
SCE, PG&E and SDG&E are convening a special joint IOU PRG meeting at the request of the Energy Division. As background, in D.10-06-009, the CPUC directed the three IOUs to work together to encourage the development of the Hydrogen Energy California (HECA) project. The key activity to encourage development of this project is to initiate discussions on commercial terms for a power purchase agreement. This decision also provides an option for the Energy Division to have an Independent Evaluator
(IE) oversee the negotiations between HECA and the IOUs. The purpose of this joint IOU PRG meeting is to provide an introductory overview of the HECA project, and to solicit PRG feedback to inform the IE selection process.
