NOTICE OF SPECIAL MEETING
OF
ANDREWS COUNTY COMMISSIONERS COURT
There will be a Special Meeting of Andrews County Commissioners Court, on
Tuesday, September 2, 2014 at 9:00 a.m. in the Commissioners Courtroom,
Room 107, Andrews County Courthouse, Andrews, Texas. The purpose of this
meeting will be to consider the following agenda:
1. Call to Order
2. Pledge of Allegiance
3. Invocation
4. Approve the minutes from the previous meetingsof Commissioners Court
held August 21, 2014and August 25, 2014.
5. Discuss and consider approving the temporary part time employment of
Mikah Hulan at the rate of $10.80 per hour for the Andrews County
Attorney's office effective September 2, 2014.
6. Discuss and consider approving the Right of Way Agreement between
Andrews County and Windsteam Communications to construct,
reconstruct, lay and maintain a buried fiber and copper cable under and across
public roads by boring SW 3001, beginning at the intersection of HWY 115
and SW 3001 to theSouth for 12,697 ft. The bore will be cased with SCH 80
HDPE pipe, Block A43 Section 24 Abstract 1840, Andrews County Texas.

7. Discuss and consider approving the Right of Way Agreement between
Andrews County and James Lake Midstream, LLC to construct, reconstruct
lay and maintain a twelve (12) inch steel natural gas pipeline under and across
public roads by boring under approximately 5,344 feet West of the SE3000
intersection with Telephone Road, G&MMB&A Survey, Abstract No. 126 and
127, Block 41Township 3 North, Andrews County Texas. (See attachment)
8. Discuss and consider approving the Right of Way Agreement between
Andrews County and James Lake Midstream, LLC to construct, reconstruct
lay and maintain a twelve (12) inch steel natural gas pipeline under and
across public roads by boring under Intersection SW 5900 at a
Latitude: 21.19505046 and Longitude: 104.9090919020 University Lands
Block 1, Section 8, Abstract No. U242, Andrews County Texas.
9. Discuss and consider approving the Right of Way Agreement between
Andrews County and CWEI Andrews Properties, LP to construct, reconstruct
lay and maintain a four (4) inch gas pipeline under and across public roads
by boring under SE 5100, Section 26 and 27, Block 3, PSL, Andrews County
Texas. (See Attachment)
10. Discuss and consider the Interlocal Agreement between Andrews County
and the City of Andrews for Law Enforcement Canine Services and take
action as necessary.
11. Open the floor for public forum.
12. Consider approving the various budget amendments for the 2013-2014
Budget years under Local Government Code 111.010(d).
13. Consider approving the payment of financial obligations for Andrews
County.
14. Entertain a motion to adjourn.
