1.PRAYER/ MEDITATION
The Speaker, Hon. Maloyi presided and asked the House to observe a moment of silence for prayer or meditation.
2.MINUTES OF THE 14th SEPTEMBER 2010
The Hon. Speaker tabled the minutes of the previous Sitting before the House for adoption. The House adopted the minutes as a correct record of proceedings for that day.

5.Statements by Members
Hon. Hattingh on behalf of the DA, made a statement that the property Erf 1728 Unit 6 and Shell Garage opposite the Mmabatho Palms was sold. It was sold to TJ Mampe Trading & Projects for R98 940, 00 in 2009. Later it was sold again for R1.8 million to Hemca Motors, a company which is renting the property and originally offered to buy the property from the government at R1.8 million. No tenders were invited for the sale of the property. The MEC responsible for Human Settlements, Desbo Mohono, informed this Legislature that the Housing Corporation is selling property on the first come first served basis, without valuating them. She also said, “It is general practice of the corporation not to value properties before sale.”The MEC for Public Safety, Howard Yawa, in his former capacity as MEC responsible for Local Government and Housing, personally signed the power of attorney disregarding the advice from two firms of attorneys for R98 000.00. The involvement of an elected public representative in a state property transaction is really questionable. The DA moves that the house investigate the matter and moves for the suspension on Hon MEC Yawa.

Hon Moepeng on behalf of the ANC, made a statement on the upcoming national heritage day, where the people of our country will be celebrating our rich culture and heritage drawn from all our people, black and white. From the onset we must ask ourselves the question whether we are preserving our heritage, whether in all that we are doing, we advance or retard and destroy our traditions, our languages and our customs. We need to confront the reality that by our mannerisms, our accents, our preferred cuisines, our style of dress, the music that we play, the step of our dance and the totality of our ways of living, many of us see ourselves as clones of other cultures, and accidentally happen to be condemned by birthright to be Africans.

The Speaker, Hon Maloyi informed the house that the Resolution of the Public Accounts Committee will be adopted later in order to give members’ the opportunity to study it.
8.Closure
The Speaker advised Chairpersons of Committees not to table reports for members’information to enable members’ an opportunity to debate and move for adoption.
The Speaker, Hon. Maloyi adjourned the House at 10h35 and announced that the next special sitting will be on 28th September 2010 at 10h00 to accommodate the tabling of all outstanding annual reports .
