TRANSFORM YOUTH SUPPORT WORKER

JOB DESCRIPTION

Transformative Education for Positive Relationships Project (Transform for Short) is supported by the European Union’s PEACE IV Programme, managed by the Special EU Programmes Body (SEUPB). Appointment to this post will be for a fixed term period which will end on 30 September 2021.

OVERVIEW

Transform is Youthlink NI, Youth Initiatives and Mencap’s contribution to the Peace IV Children and Young People’s Programme aiming to “enhance the capacity of young people to form positive and effective relationships with others from a different background and make a positive contribution to building a cohesive society”. The outcomes of the programme are focused on good relations, personal development and citizenship. It will target those young people aged between 14 – 24 years who are disadvantaged, excluded and marginalised, have deep social and emotional needs, and are at risk of becoming involved in anti-social behavior, violence or dissident activity. The Transform Youth Support Worker in West Belfast will be linked with a lead youth worker in Lisburn and together will use YI’s five phase outreach methodology to reach and connect 20 -25 young people per year to a transformative personal development youthwork programme.

2.  Job Description:

(a)  To contribute to the development of the Transform Project through the design, implementation and delivery of the work plan. The project will deliver three clear outcomes Personal Development, Good Relations & Citizenship. The focus of the West Belfast worker will be the Colin area linked for good relations contact with Damask in East Lisburn.

(b)  To be involved in the design, planning and delivery of Transform for young people on the fringes of education, employment or training.

(c)  To work within Youth Initiatives and to ensure that the group programme aims, objectives and outcomes are successfully met.

(d)  To work closely with the Senior Youth Worker in all aspects of the group programme.

3.  Main Responsibilities:

(a)  To implement the areas of work of the Project’s overall vision and operational plan.

(b)  To work closely with the Senior Youth Worker on the design, implementation and delivery of the group programme.

(c)  To liaise with and work in partnership with the other YI, Youthlink and Mencap programme workers and volunteers.

(d)  To ensure regular feedback and reporting through the Senior Youth Worker to the Project Co-ordinator.

(e)  To engage in the design planning and delivery of the Transform group programme for young people on the fringes of education, employment or training.

(f)  To ensure that the agreed milestones and delivery targets are met so that having the implementation plan is effective.

(g)  To process paperwork relating to incentive payments for NI project participants, providing assistance and advice to project participants where required – to include completion of Start Notifications, Benefit Statements, Daily Attendance & Incentive Payment Forms, Change of Circumstances / Leave Notifications.

(h)  To work within the ethos of Youth Initiatives sympathetic to the core values that underpin our commitment to excellence in youth work and the promotion of equity, diversity and interdependence.

(i)  To maintain sufficient records, reports and recordings on the group programme and to participate in regular reflection / supervision meetings.

(j)  To participate on a one to one and group basis periodic reflection / mentoring sessions with programme participants and support workers and volunteers.

(k)  To undertake any other duties commensurate and agreed by the partners.

PERSONNEL SPECIFICATION

This person specification outlines the essential and desirable skills required for the post.

ESSENTIAL CRITERIA

·  Level 3 recognised qualification in Youth Work or equivalent;

·  Minimum of one year’s experience, involving direct support to young people, planning and delivery of training programmes in personal development, good relations and citizenship within the youth sector;

·  In agreement with the ethos and values of Youth Initiatives; commitment to working in a community relations context in an urban and rural setting and commitment to working within a faith context;

·  Ability to recruit and connect at-risk young people to a transformative youth work programme.

·  Ability to compile and write structured reports;

·  Ability to use IT packages and maintain recordings on agreed programmes;

·  Ability to work on own initiative, as an accountable team member and to establish and maintain effective relationships;

·  Ability to provide suitable transport to undertake duties;

·  Willingness to be flexible and to work regular unsociable hours.

DESIRABLE CRITERIA

·  Level 6 Qualification in Community Youth Work (JNC) or equivalent;

·  Experience of tutoring/assessing candidates on OCN NI Personal Development, Youth Work & CRED accredited programmes for young people and/or volunteer youth workers at Level 1 and Level 2;

·  Experience in the planning and delivery of personal development, community relations and citizenship programme with young people from areas of disadvantage and social exclusion.


YOUTH SUPPORT WORKER

Fixed Term Contract – ending 30 September 2021

Full-Time Post – 37½ hours/week

SUMMARY TERMS & CONDITIONS OF SERVICE

Transformative Education for Positive Relationships Project (TEPRP) is supported by the European Union’s PEACE IV Programme, managed by the Special EU Programmes Body (SEUPB). Appointment to this post will be for a fixed term period which will end on 30 September 2021.

Remuneration: £18,070 to £20,138 per annum

(salary at date of commencement will be £18,070)

Leave Entitlement: 20 days per annum rising to a maximum of 25 days per annum, plus statutory holidays

Hours of Work: Will be 37½ per week, by arrangement with the post holder, although because of the nature of the work staff must be prepared to work unsocial hours. From time to time, some overtime hours will be expected due to the relational nature of the work. Significant overtime hours in excess of the normal paid hours will entitle the post holder to time off in lieu by arrangement.

Location: The post holder will be based at Youth Initiatives, 31 Colin Road, Belfast, BT17 0LG.

Out of Pocket Expenses: Includes mileage allowance, incurred on the approved business of the organisation, will be paid in accordance with the Youth Initiatives: Terms and Conditions of Service.

Contract: The appointment will be on a fixed term contract until 30 September 2021, which includes a six month probationary period.

Pension: Eligible for membership of Youth Initiatives occupational pension scheme.

Other conditions of service shall be those applying to employees of Youth Initiatives
