LEASE OF LAVERTON COMMUNITY HUB- CAFE

1. INTRODUCTION

HobsonsBayCityCouncil(Council)isseekingexpressionsofinterestfortheleaseofthe cafeintheLavertonCommunityHub,locatedonthesiteborderedbyCrownStreet,Railway AvenueandDonaldStreet,Laverton.

ThefacilityisownedbyCouncilandhasbeenoperationalsinceJanuary2013attracting considerablepatronage,whichwillincreasewiththetenancyofthemedicalwing.

Councilisseekingexpressionsofinterestfromsocialenterpriseoperatorswhocan demonstratetheabilitytodeliverahighstandardoffoodandbeverageservice.

Thisexpressionofinterestwillbethefirststageofatwostagetenderprocess.The expressionofintereststagewillenableshortlistingofoperatorswhowillbeinvitedto providefurtherinformationaspartofthetender.

2. DETAILSOFTHEPREMISES Location

TheLavertonHubisasignaturebuildingthatreflectsthevaluesandcharacterofthe Lavertoncommunityandconveysasenseofprideofplaceandwelcometoall.The excellentfacilitieslocatedwithintheCommunityHubattractsresidentsfromLavertonand thesurroundingarea.Thecafe,locatedadjacenttothefrontentranceofthehub,willbea naturalgatheringplaceforallwhoutilisethehub.

TheHubcurrentlyhousesLavertonCommunityIntegratedServicesandNeighbourhood House,LavertonGoldenAgeSeniorsClub,AroundLavertonNewspaper,BrotherhoodofSt Laurence,McHattonTraining,MigrantResourceCentreNW,andWyndhamCommunity& EducationCentre.ThebuildingwillalsocontainaMedicalCentre.

Located500mfromtheLavertonRailwayStationthesiteisincloseproximitytoLaverton’s mainshoppingprecinct,AviationRoad,andisacommunitymeetingplaceforseveral communitygroups.

AlocationplanandsiteplanareattachedasAppendix1.

PremisesForLease

Thecafeisapproximately30m2whichismadeupof15m2ofserveryspaceand15m2of kitchenspace.ThecafehasbeenfittedoutbyCouncilandcontainsfixturesandfittingsas detailedinAppendix3.

Inaddition,thesuccessfulrespondentwillbegranteda licencetousethefollowingareas:

• Indoorseatingareatotalling40m2andcourtyardasshownontheSitePlanin

Appendix1.

• Unisexdisabledtoiletforstaffandcustomers.

AfloorplanofthecafeandtoiletsareattachedinAppendix2.

Background

•TheLavertonHubhasbeenfundedbyCounciltothevalueof$7,600,000andthe StateGovernmenthasprovidedfundsthroughtheVictorianCommunitySupport GrantSchemetothevalueof$1,000,000.

•TheLavertonHubreplacedandexpandedupontheexistingcommunityservicesin thearea.Currentlyapproximately1,345peopleperweekutilisethebuilding.There are45staffmemberswithinthehubandhousedinotherbuildingsintheprecinct. Thereareadditionalvisitorstothehubusingspacesonacasualhirebasisincluding

35usergroups.

•VisitorstotheLavertonHubattendforanumberofreasonsincludingchildcare, seniorsprograms,youthprograms,healthcare,adulteducationprogramsand informalcommunitygroupgatherings.

• TheLavertonHuboperatesfivedaysperweekwithspaceavailableforhireon

SaturdaysandSundays.

•Thesuccessfuloperatorwillhavetheopportunitytoprovidecateringservicestothe groupslocatedwithinthehub.

•Theremayalsobetheopportunitytoprovidecateringservicesforfunctionsheld withinthefunctioncentreofthehubwhichissupportedbyanadditionalkitchen.

•Thesuccessfulcafeoperatorwillbeakeystakeholderonthesiteandwillbe requiredtoattendperiodicmanagementmeetingswithCouncilandLavertonHub staff.

•Thenameofthecafewillbewillbeselectedbythesuccessfuloperatorinnegotiation withCouncil.

3. COUNCIL’SOBJECTIVES

Inleasingthecafe,Council’sobjectivesareto:

• Provideemploymentor learningopportunitiesforHobsonsBayresidents

• Supporthealthyandaffordableeatingoptions

• SupportarevenuestreamtoCouncilforthedurationofthelease

•Makeavailabletomembersofthegeneralpublicacafefacilitywhichprovidesahigh qualitystandardoffood,beverageandservice,whichoptimisesitsexceptional locationandiscomparablewithsurroundingusesandtherequirementsofCouncil

• ContainrisktoCouncilintheoperationofthecafe

• Ensurethelong-termsustainabilityandviabilityofthecafe

4. LESSEERESPONSIBILITIES

ThesuccessfulLesseewillberesponsiblefor:

• Allcafehealthandotherlicencesandpermits.

• Allcafeutilitiesandconsumables.

• Procurementandinstallationofpointofsalesystem/s.

• Procurementandinstallationofcoffeemachineandgrinder.

• Procurementofallservingandoperationalitems.

• Procurementofallloosefurniturerequiredforthecafeanddiningspace.

• Allcafecleaning(includingfiltersandtraps).

•MaintainingminimumoperatinghoursthroughoutthetermoftheLease.Hoursof operationtobedeterminedinnegotiationwithCouncil.(Maximumoperatinghours Monday-Friday7.00am-7.30pmandSaturday-Sunday9.00am-2.00pmhave beenspecifiedinthePlanningPermit).

•Contributiontothecostofregularcleaningofcommonareasincludingtoiletsand toiletsupplies.

• CostofCafesignageasagreedbyCouncil.

•Abankguaranteeequivalenttothreemonthsrental,tobeheldagainstsatisfactory compliancewithLeasetermsoverthefulltermoftheLease.

6. EVALUATIONPROCESS

Inassessingeachproposal,Councilwillusethefollowingevaluationcriteria(notlistedin anyparticularorderofimportance):

• Therespondent’sabilitytomeetCouncil’sobjectives

•Therespondent’sabilitytodemonstraterelevantbusinessexperienceandtheskills necessarytoundertakethemanagementandoperationofthecafe

•Therespondent’sabilitytodeliverqualityservicesandprovideahighlevelof customerservice

• Therespondent’spreferredleaseterms

Councilreservestherighttoassessthemeritsofeachproposalbytakingintoaccountany matter,factorcircumstancewhichCouncilmaydeemappropriate,initsabsolutediscretion.

7. GENERAL NoFettering

NothinginthisdocumentshallfetterorrestrictthepowerordiscretionofCounciltomakeor imposerequirementsorconditionsinconnectionwithanyuseofthecafeorthegrantingofanyplanningorbuildingapproval.

Confidentiality

Councilanditsconsultantswilltreatallmaterialsubmittedasconfidentialandwillalso requireallrespondentstoobserveconfidentiality.

Canvassing

Therespondent,theiremployeesorconsultantsmustnotapproach,orrequestanyother persontoapproachaCouncillor,memberofCouncil’sstafforconsultantengagedby

Council:

• Tosolicitsupportfortheirproposal;or

• OtherwiseseektoinfluencetheoutcomeoftheExpressionofInterestprocess.

Respondentswill,totheextentpracticableandreasonable,avoidsocialisingwithCouncillors ormembersofCouncil’steamevaluatingtheProposalsand,wheresuchsocialisingoccurs, willrefrainfromdiscussingtheirproposal.
