Chair Rich Kennedy (BlackBerry)

Peter Ecclesine (Cisco Systems) was appointed as acting Recording Secretary.

Called to order at 12:39 ET

Agenda

–  Required notices

•  Status of RSPG Opinion on Strategic Challenges facing Europe in addressing the Growing Spectrum Demand for Wireless Broadband

•  Response to FCC 13-22

•  AOB

Proceedings:

•  Chair called the meeting to order at 12:39

•  Peter Ecclesine (Cisco Systems) is appointed recording secretary

•  11-13/462r0 is agenda for this call

•  Agenda approved unanimously

•  Chair read administrative items (slides 4-7)

•  Chair updated the status of the response to the RSPG consultation:

o  Approved by 802.18 and ExCom

o  Filed on April 30th (deadline extended to May 3rd

•  FCC 13-22 comment text (slide 9) Aim for 802.18 Wed PM1 discuss and then approve Thursday AM2

•  Chair asks someone else to lead discussion of (11-13/444r1, 60 pages)

•  Lisa Ward will send editorial comments to the list

•  John Kenney offered comments on the text on page 48, asking that the document state that we will work with DSRC to develop a solution serving both interests

•  Dick Roy says the general comment is How do we share the bands to provide services? What is not addressed is the ITS safety of life and property. Some dedicated safety critical applications.

•  The order will have to support an allocation of frequencies for safety of life and property. Dick says maybe the top 20 MHz of the band is sufficient. The document should recognize the FCC has allocated frequencies for safety of life and property

•  Chair asks that we use email to revise this document

•  Chair adjourns the meeting at 13:02 ET
