A meeting of the Delhi Medical Council was held on 21st May, 2015 at 2.30 pm in Conference Room, Delhi Medical Council, New Delhi
The following were present :-

The meeting was adjourned at 2.30 pm due to lack of quorum. The meeting was reconvened at 3.00 p.m.
The Secretary informed that Dr. A.K. Agarwal, President, Delhi Medical Council has asked him to request Dr. Chander Prakash to chair today’s meeting, as he will be joining it little late.
Dr. Chander Prakash chaired the meeting.

The following agenda was discussed :-
1. Confirmation of the minutes of the last meeting held on 13th March, 2015.
Minutes of the last Council meeting held on 13th March, 2015, which were circulated to all the members, were confirmed.
2. Action taken report of minutes of the meeting held on 13th March, 2015.
Action taken report, which was circulated to all the members present, was approved.
3. To discuss cases of medical negligence and unethical conduct
(i) The Order of the Disciplinary Committee in complaint No. 1316 of Shri Gurpreet Singh r/o. R-741, New Rajinder Nagar, New Delhi – 110060, alleging medical negligence on the part of Dr. V. B. Roy, in the treatment administered to complainant’s mother Smt. Raghubir Kaur at Sir Ganga Ram Hospital, was confirmed by the Delhi Medical Council.
(ii) The Order of the Disciplinary Committee in complaint No. 924-A representation from Addl. Dy. Commissioner of Police (South East District), New Delhi, seeking medical opinion in respect of death of Inzmam s/o. Mohd. Tahir r/o. C-23, Okhla Vihar Jhuggi, Jamia Nagar, New Delhi, allegedly due to medical negligence on the part of doctors of Iqbal Faizi Charitable Medical Centre, in the treatment administered to late Inzmam at Iqbal Faizi Charitable Medical Centre, B-43, Okhla Vihar, Jamia Nagar, New Delhi, resulting in his death on 23.8.2011 at All India Institute of Medical Sciences, where he was subsequently treated, was confirmed by the Delhi Medical Council.
The Council also confirmed the punishment of warning awarded to Dr. Md. Iftekhar Alam (Delhi Medical Council Registration No.32815) by the Disciplinary Committee.
(iii) The Order of Executive Committee in complaint No.1013 of Shri Narain Dutt Joshi,r/o, 389-G, Pocket-II, Mayur Vihar, Phase-1, Delhi-110091, alleging medical negligence on the part of Dr. Nidhi Aggarwal and Dr. Padma Khokhar, in the treatment administered to the complainant’s daughter late Smt. Madhvi at E.S.I. Hospital, Jhilmil Colony, Delhi-110095, resulting in her death on 29.5.2012, was confirmed by the Delhi Medical Council.
(iv) The Order of Executive Committee in complaint No 1144 of of Shri Harish Chander r/o. House No. 5, Road No. 62, Punjabi Bagh West, New Delhi – 110026, alleging professional misconduct on the part of Dr. S. Dwivedee of VIMHANS, was confirmed by the Delhi Medical Council.
(v) The Order of the Executive Committee in complaint No. 1244- A representation from the office of Addl. CP West District, Delhi, forwarded by Deputy Secretary (H&FW), Govt. of NCT of Delhi, seeking medical opinion in respect of death of late Ashok Kapoor allegedly due to medical negligence in the treatment administered by the doctors of Mata Chanan Devi Hospital, Janakpuri, Delhi, resulting in his death on 29.8.2011, was confirmed by the Delhi Medical Council.
(vi) The Order of the Executive Committee in complaint No.1257 of Lt. Col Laxmi Narayan for Commandant, Army Base Wksp, seeking verification of genuineness of a medical certificate No. 165 dated 5.12.2013 issued by Dr. Raj Kumar to one Mr. Mukesh Kumar, was confirmed by the Delhi Medical Council.
(vii) The Order of the Executive Committee in complaint No.1265 of Lt. Col Laxmi Narayan for Commandant, Army Base Wksp, seeking verification of genuineness of a medical certificate No.Nil dated Nil issued by Dr. Kamal Thareja, E-101, Mansarover Garden, New Delhi – 110015 to one Shri Vinod Kumar Mishra, was confirmed by the Delhi Medical Council.
(viii) The Order of the Executive Committee in complaint No.1220 of Shri Ganesh Prasad Hela, r/o, Flat No. D-9, Pocket-A, INA Colony, New Delhi –110023, alleging medical negligence on the part of the doctors of Max Super Speciality Hospital, in the treatment administered to the complainant at Max Super Speciality Hospital, Saket, New Delhi, was confirmed by the Delhi Medical Council.
(ix) The Order of the Executive Committee in complaint No.1185 of Shri Shanker Saini r/o. Village Nandawali Thari, Post Bhondakalan, Distt. Gurgaon, Haryana, alleging medical negligence on the part of doctors of Sir Ganga Ram Hospital, in the treatment administered to complainant’s mother late Ram Rati at Sir Ganga Ram Hospital, Sir Ganga Ram Hospital Marg, Rajinder Nagar, New Delhi – 110060, was confirmed by the Delhi Medical Council.
(x) The Order of the Executive Committee in complaint No. 1247 of Shri Narender Singh, Advocate, 309, Chamber Block-1, Delhi High Court, New Delhi – 110003, alleging professional misconduct on the part of Dr. Suresh, Deptt. of Surgery, Lok Nayak Hospital, was confirmed by the Delhi Medical Council.
(xi) The Order of the Executive Committee in complaint No.1253- A representation from Police Station Saket, New Delhi, seeking medical opinion in respect of death of late Virendra Rao father of Shri Rahul Kumar Rao r/o. D-23, Top Floor, Paryavaran Complex, IGNOU Road, Neb Sarai, Saket, New Delhi, allegedly due to medical negligence on the part of doctors of Max Super Speciality Hospital, in the treatment administered to late Virendra Rao at Max Super Speciality Hospital, 1, Press Enclave Road, Saket, New Delhi – 110017, resulting in his death on 24.10.2013, was confirmed by the Delhi Medical Council.
(xii) The Order of the Executive Committee in complaint No.1308-A representation from Police Station Aman Vihar, Delhi seeking medical opinion in respect of death of baby Dharmender s/o. Raju Nishad r/o. RZA-51, Karan Vihar-II, Gali No. 2, Delhi – 110086, allegedly due to medical negligence on the part of Dr. Sunil Kumar, was confirmed by the Delhi Medical Council.
(xiii) The Order of the Executive Committee in complaint No.1283 of Mohd. Kashif h/o. Smt. Fasiha Kashif r/o. 2610, Gali Kasturi, Shankar Street, Asaf Ali Road, Delhi, alleging medical negligence on the part of Dr. Shalini Sharma, in the treatment administered to his newborn male baby of Fasiha Kashif at Del Nursing Home, 1742, Main Road, Lal Kuan, Delhi – 110061, resulting in death of newborn baby, was confirmed by the Delhi Medical Council.
(xiv) The Order of the Executive Committee in complaint No.1285 of Shri Veer Singh s/o. Shri Chandroop Singh r/o.A-1/200,Madangir, Dr. Ambedkar Nagar, New Delhi – 110062, alleging medical negligence on the part of Dr. Daul at Singh and Dr. Anita Singh of Rhiya Fracture & Physiotherapy Clinic, in the treatment administered to complainant’s son Neeraj Kumar at Rhiya Fracture & Physiotherapy Clinic, 81A, Pocket-1, Dilshad Garden, Delhi, was confirmed by the Delhi Medical Council.
(xv) The Order of the Executive Committee in complaint No.1300- A representation from Police Station Malviya Nagar, New Delhi, seeking medical opinion on a complaint of Shri Lakhpat Singh r/o. 11, Begumpur Park, Near Malviya Nagar, New Delhi – 110017, alleging medical negligence on the part of Dr. Atul Mittal of Aastha Dental & ENT Clinic, Flat No. 4, DDA Complex, Panchsheel Park, New Delhi – 110017, was confirmed by the Delhi Medical Council.
(xvi) The Order of the Executive Committee in complaint No.1294 of Shri Chander Mohan, r/o. C-24, Sawan Park, Delhi – 110052, alleging medical negligence on the part of Dr. Sanjay Modi of Modi’s Mother & Child Care Clinic and Maharaja Agrasen Hospital, in the treatment administered to complainant’s son Master Kartikey at Maharaja Agrasen Hospital, D-Block, Ashok Vihar, Phase-1, Delhi – 110052, was confirmed by the Delhi Medical Council.
(xvii) The Order of the Executive Committee in complaint No.1304 of Shri Hira Singh s/o. Shri Chaman Lal r/o. &/4-C, Circular Road, Shahdara, Delhi – 110032, alleging medical negligence on the part of Dr. Nidhi Gupta and Dr. Hariser Gupta of Dr. Shroff’s Charity Eye Hospital, in the treatment administered to the complainant at Dr. Shroff’s Charity Eye Hospital, 5027, Kedar Nath Road, Daryaganj, New Delhi – 110002, was confirmed by the Delhi Medical Council.
(xviii) The Order of the Executive Committee in complaint No.1305 Mrs. Bholi Anand r/o. 6/1, Third Floor, West Patel Nagar, New Delhi – 110008, alleging medical negligence on the part of Dr. Pawan Goyal, in the treatment administered to the complainant at Goyal Eye Institute, 1/10 East Patel Nagar, Main Road, Opp. Metro Pillar No. 176, New Delhi – 110008, was confirmed by the Delhi Medical Council.
4. To discuss about the Minutes of the Anti Quackery Committee.
Minutes of the meeting of the Anti-Quackery Committee of the Delhi Medical Council held on 6th April, 2015 and 11th May, 2015, which were circulated to the members present, were confirmed. The same are appended herewith as annexure ‘A’(colly).
5. To discuss about the Minutes of the Finance Committee.
Minutes of the meeting of the Finance Committee of the Delhi Medical Council held on 9th April, 2015 and 12th May, 2015, which were circulated to the members present, were confirmed. The same are appended herewith as annexure ‘B’(colly).
6. Any other item with permission of Chair.
(i) It was informed by the Registrar that Dr. Navin Dang who is a member of the Executive Committee of the Delhi Medial Council, has not been attending the Executive Committee’s meetings for long time, because of which the Executive Committee’s proceedings suffers from lack of quorum.
The Council unanimously elected Dr. Arvind Chopra in the category under Rule 26(a) of the Delhi Medical Council Rules, 2003, as a member of the Executive Committee, replacing Dr. Navin Dang.
(ii) The Council further directed that the Directorate of Health Services, Govt. of NCT of Delhi be requested to call a meeting of all the Chief District Medical Officers and lead officers of all the districts, members of the Anti-Quackery Committees to discuss about difficulties/challenges being faced in regard to the anti-quackery initiatives, so that the same may be addressed and the anti-quackery mechanism be strengthened. A letter in this regard be sent to the Directorate of Health Services, Govt. of NCT of Delhi.
(iii) The Council further directed that the meeting with police officials to be convened to discuss about difficulties/challenges being faced in regard to the anti-quackery initiatives, so that the same may be addressed and the anti-quackery mechanism be strengthened. A letter in this regard be sent to the Commissioner of Police, Delhi.
