Volunteer Consent for Youth Under 18

DJJ 8.22, Searches and Contraband Control states that Department of Juvenile Justice trained, POST-certified officers shall conduct searches to maintain the safety and security of facilities and operations. Visitors will be required, at a minimum, to adhere to the following regulations:

  1. Visitors must pass through metal detectors and, if necessary, be subjected to further search by hand-held detectors, a B.O.S.S. Chair, or pat-down searches. Visitors’ personal effects will be searched prior to entry into the visitation areas. The visitors will be informed of the reason for the search (i.e., safety and security of youth, staff, and others prior to conducting the search.
  1. For facilities equipped with a B.O.S.S. Chair, all persons entering the facility (including staff) will be screened using the B.O.S.S. Chair. B.O.S.S. is an acronym for Body Orifice Security Scanner. It is used to detect metal objects hidden in body cavities. The Department will seek to prosecute any staff or visitors that bring contraband into any secure facility.
  1. Visitors 16 years of age or older will be required to leave a current picture ID with security staff at the facility entrance. Each visitor will be given a visitors badge which must be prominently displayed for the duration of the visit.
  1. All visitors will be required to sign the Visitor Log / Visitor Consent to Search Form upon entry and exit. Any visitors refusing to sign the consent will be denied visitation.
  1. Visitors will be provided a visitor’s badge that will be worn conspicuously for the duration of the visit.
  1. Visitors will not be allowed to bring strollers, baby carriers, baby slings, or diaper bags to visitation.
  1. Visitors will not be allowed to bring food or drink into the facility from the outside, unless approved in writing by the facility Director.
  1. All visitor keys (including DJJ staff) must leave all keys at the control room/gatehouse and will be provided a chit in exchange for the keys.
  1. All bags shall be clear and will be searched immediately upon each entry into the facility.

Visitation Clothing:

Visitors will not be allowed to visit the youth if dressed inappropriately. Prohibited attire shall include, but not be limited to:

  • Flip-flops and open-back shoes (sling-back shoes are permissible);
  • Dresses or tops with no straps or thin straps which expose shoulder or chest area in any manner;
  • Sleeveless dresses or tops without jackets;
  • Tube tops, tube top dresses, tank tops or halters of any type;
  • Any type of clothing which reveals the stomach or midriff area;
  • Any type of clothing that is made of sheer or transparent material;
  • Lack of brassiere, for women;
  • Shorts that are above the knee;
  • Spandex pants;
  • Dresses, skirts or other similar garments that are more than 2 inches above the knees; and
  • Any other type of clothing that is suggestive, revealing in any way, vulgar or profane.

Supervision of Visits

  1. The Director or senior official in charge may authorize the frisk search of a visitor, either randomly or for cause. Visitors will never be strip searched. Frisk searches will be performed by staff of the same sex as the person being searched. If a staff person of the same sex is not available, at least one same-sex witness will be present. The privacy and dignity of the person being searched will be protected.
  1. A visitor who refuses a search will be required to leave state property.
  1. Any visitor found in violation of this policy will be removed from the facility and may be prohibited from future visits. Further, if a violation of law occurs, a criminal warrant may be taken.
  1. Once the visit begins, visitors may not leave the concert area unless they desire to terminate the visit. Restroom usage should be coordinated with on-site staff.
  1. Contraband - Any item or article in the possession of a youth and/or staff or found within the facility/program that has not been officially issued or any other property that is prohibited from being brought into a facility by statute, rule, local operating procedure, policy or direction of the facility Director, unless specifically approved in writing by the facility Director. Contraband may also be excess quantities of approved items.
  1. Dangerous or Illegal Contraband -Any item that is illegal for staff or youth to possess within a DJJ facility/program site (alcohol, drugs, medications, weapons, tobacco products, lighters and matches, etc.); any cellular device or accessory (such as charger) by youth; any cellular device or accessory by staff, other than one issued by DJJ; positive drug/alcohol screen; possession of items with gang graffiti; possession of hems that have been removed from bedding, clothing, etc.
  1. Cellular telephones and other communication devices and their accessories (e.g., chargers, batteries, etc.) will be considered contraband in secure facilities.

A denial of visitation will be made when staff has reason to believe that the safety and security of the youth, staff, general public, or the facility may be in jeopardy. The Director or designee will approve a denial of visitation.

I hereby give consent to a search of my minor child accompanied by an adult approved by the Name of Volunteer Organization, by means of a frisk or pat down or by use of a mechanical device. I understand that if I refuse to submit to any search that my minor child will be refused admission to the facility. I understand that handbags, briefcases and packages are prohibited.
