1.  OVERVIEW OF PROJECT

This project is an update and expansion of the existing Meters Database maintained by the Nevada Division of Water Resources. The Meters Database stores totalizing meter readings at wells where pumpage data reporting is required as a condition of a water right. The database in its current form allows water users to input their usage data directly through a web interface, but has certain limitations that prevent the output of comprehensive data. This Project will correct the most critical problems that affect user access and data processing.

2.  ACRONYMS / DEFINITIONS

For the purposes of this RFP, the following acronyms/definitions will be used:

Acronym / Description /
Assumption / An idea or belief that something will happen or occur without proof. An idea or belief taken for granted without proof of occurrence.
Awarded Vendor / The organization/individual that is awarded and has an approved contract with the State of Nevada for the services identified in this RFP.
BOE / State of Nevada Board of Examiners
Confidential Information / Any information relating to the amount or source of any income, profits, losses or expenditures of a person, including data relating to cost or price submitted in support of a bid or proposal. The term does not include the amount of a bid or proposal. Refer NRS §333.020(5) (b).
Contract Approval Date / The date the State of Nevada Board of Examiners officially approves and accepts all contract language, terms and conditions as negotiated between the State and the successful vendor.
Contract Award Date / The date when vendors are notified that a contract has been successfully negotiated, executed and is awaiting approval of the Board of Examiners.
Contractor / The company or organization that has an approved contract with the State of Nevada for services identified in this RFP. The contractor has full responsibility for coordinating and controlling all aspects of the contract, including support to be provided by any subcontractor(s). The contractor will be the sole point of contact with the State relative to contract performance.
Cross Reference / A reference from one document/section to another document/section containing related material.

Public Records / All books and public records of a governmental entity, the contents of which are not otherwise declared by law to be confidential must be open to inspection by any person and may be fully copied or an abstract or memorandum may be prepared from those public books and public records. (Refer to NRS 333.333 and NRS 600A.030 [5]).
Redacted / The process of removing confidential or proprietary information from a document prior to release of information to others.
RFP / Request for Proposal; a written statement which sets forth the requirements and specifications of a contract to be awarded by competitive selection NRS §333.020(7).
Shall / Indicates a mandatory requirement. Failure to meet a mandatory requirement may result in the rejection of a proposal as non-responsive.
Should / Indicates something that is recommended but not mandatory. If the vendor fails to provide recommended information, the State may, at its sole option, ask the vendor to provide the information or evaluate the proposal without the information.

2.1 STATE OBSERVED HOLIDAYS

The State observes the holidays noted in the following table. When January 1st, July 4th, November 11th or December 25th falls on Saturday, the preceding Friday is observed as the legal holiday. If these days fall on Sunday, the following Monday is the observed holiday.

3.  SCOPE OF WORK

The Division of Water Resources will provide the latest Source Code and the latest Database. The Meters Database application is written in ASP.NET and utilizes Telerik UI for ASP.NET AJAX and Telerik Reporting third party controls. The following enhancements have been identified which will provide more efficiencies and new functionalities.

1)  View Permits

a.  Add Permits.Main_SRC.App_Status Field

b.  Site Name Filter is too narrow to see entire Site Name

2)  View Permits > Associate Meters with Permit

a.  Label on lower half of form should say “Unassociated Meters” currently says “Unassociated Permits”

b.  Button should say “Done Associating Meters” currently says “Done Associating Permits”

3)  Manage Meters

a.  Add “Meters Status” to main grid

b.  Add “Super/Environmental Permit” to main grid

c.  Add link to pdf or images

4)  Meter Details (Meter Readings and Usage Page)

a.  Usage calculation tooltips are not showing the number of days in the span as well as the dates used for the calculations

5)  Edit Meter Usage Form

a.  Need to be able to add or edit the Meter Reading Method without having to override the usage calculation

6)  Manage Meters > Add / Edit Meters Forms

a.  Multiplier combo box range needs to be .0001 – 10,000

b.  Number of digits can be edited but not deleted. Need to be able to delete these.

c.  Meter Units Combo Box needs to say Acre-Feet not Acre-Foot

7)  Manage Meters > Add Meter Readings

a.  Cannot enter a reading that is 10 or more digits. We need this increased to 12 digits. (Some of the mines have meters that report in gallons and do not have multipliers so the readings are literally 10s of millions of gallons)

8)  Manage Meters > Associate Permits with Meter Form

a.  Add Permit.Main_Src.App_Status Field

9)  Manage Meters > Associate Customers with Meter Form

a.  Add small button next to the green or red arrows that opens up the Customer Details page

10) Customer Details Page

a.  Title of page is duplicated. “Customer Details for Customer Detail for xxxxx”

11) Manage Sites

a.  Edit and add site form … create new combo box with options pulled from new lookup table called LUTSiteStatus

b.  Look up table should have plugged, deepened, broken seal, etc. (start with those three)

c.  Add “Site Status” to main grid on Manage Sites page

d.  Add link to pdf or images

12) Manage Database

a.  Add reference to Site Status Look Up table … label as “Manage Site Statuses”

13) Manage Users

a.  Need to sort by roles and or filter by roles. This is needed to easily find staff from public user accounts

b.  Need to be able to reset a user’s password and regenerate an email to be sent to them…much like a user resetting their password but need a way for administrators to regenerate the email with a new password.

14) More Significant Enhancements

a.  Need to calculate annual usage as well as the pendulum calculated usage. The annual calculations need to be the literal pumpage amounts calculated from the meter readings between January 1 and December 31 of a calendar year.

15) Public Site

a.  Display photo of meter

b.  Can’t put cursor in text box for meter readings and date from a tablet or phone

c.  Would like to show the meter reading remarks. We need to add a little icon next to meter readings in the section with the chart that would show the remarks in a tool tip type window or a dialog box, etc.

d.  Need a new annual usage section that shows the annual usage data and charts just like the pendulum-calculated data.

e.  Cannot enter a reading that is more than 9 digits. We have some meters that are in millions of gallons. One of the mines is trying to enter meter readings that are in the hundreds of millions of gallons. Need to increase this to 12.

f.  Need to be able to input negative number for injection wells

g.  Add FAQ link to the sign on page.

h.  Need to “lock” records after a quarter passes. Right now you can overwrite the meter readings if the dates are the same. Need to be able to prevent that for previous readings if the readings are from the previous quarter.

i.  Need to be able to print the entire page. Can currently only print what’s visible on the screen but not the entire scrollable page.

16) Reports

a.  TCD Pumpage Report

i)  TCD Report is using the Permit.Main_src.Duty but it needs to use Permit.Main_Src.DutyBalance.

ii)  Need a new total at the end of TCD Report that excludes the maximum pumpage of a site from the total if the site is part of a TCD and adds the TCD value for the TCD GroupID. This is to get a total of the amount of water that can be pumped based on the water rights not the total amount of water that can be pumped from any given well.

iii)  Add Report Created Date
