NOTICE FOR EXPRESSION OF INTEREST
Expression of Interest is invited from Firms, Companies or its Consortiums within the country having sufficient experience in the tourism and allied sector to develop the Kottakkunnu, Malappuram in Kerala as an integrated tourism park under PPP mode.
Authority
District Tourism Promotion Council (DTPC), Malappuram is a government organization registered under Societies Registration Act of 1860 under Government of Kerala. The Head Quarters of DTPC is situated at the district head quarters at Malappuram. An Executive Committee which is constituted under the Chairmanship of District Collector,Malappuram and members from Department of Tourism, Government of Kerala is managing the overall activities of DTPC. The District Tourism Promotion Council, Malappuram (the “Authority”) is engaged in promoting Tourism development activities of Malappuram District. It is dedicated to provide with various kinds of support for tourism promotional activities and tourism marketing in the district. District Tourism Promotion council is conducting several activities for the promotion of tourism like, destination development, innovative projects, conducting festivals, melas, exhibitions and imparting various kinds of trainings. We have more than sixteen Tourist Destinations in various part of the District. We have a plan to develop existing as well as new tourism destinations through Public private partnership also.
Project profile
Malappuram is one of the major flourishing tourist destination in Kerala. The following are the major tourist attractive destinations of the Malappuram district. Kottakkunnu, Padinharekkara Beach, Nilayoram Park, Adyanpara, Biyyemkayal, Teak Museum & Canoli’s Plot, Kadalundi Bird sanctuary, Nedumkayam etc are some of them. This district hosts well known cultural centers like Thunjan parambu, Moyinkuttyvydyar Museum, Vallathol smarakam Tirur, Njeralath Kalagramam Angadippuram, Poonthanam Illam at Pattikkad, Mamanka Smarakam at Thirunavaya etc. More than that this District have a lot of famous piligrim centers, educational institutions, and medical centers. Kottakkal Arya Vaidyasala, one of the major institution in Ayurveda sector,across the world is situated in this district. Apart from domestic representation, large number of foreign tourists are also coming to Kottakkal Aryavaidyasala especially from West Asian Regions.
Malappuram is well connected with all the places in the district as well as the state by roads. A well connected railway route is available in this District, Angadippuram, Parappanangadi, Tirur, Kuttippuram ,Thanur, Nilambur are the major railway stations in Malappuarm. The Karipur(Kozhikode) international Airport is located in the periphery of the city. It is the seventh busiest airport in the country in terms of international passenger traffic. Flight services are operating to major cities in India and abroad from here.
The Kottakkunnu Tourism Destination is situated in the heart of Malappuram Municipality. Kottakkunnu hill is attracted as a tourism spot since in 2005. More than 8 Lakhs of people are visiting this place in an year. This huge turn out of visitors is due to the planned and efficient marketing strategies of DTPC.
The proposed project area is a hill top located at the heart of Malappuram town in an extent of 35 acres. It is the crest portion of the cantonment hill with high elevation and at present the project site has the following facilities.

4)Children’s traffic park at the crest
5)Snacks bar / Cafeteria
6)Rain water harvesting pond
7)Conference hall for 200 people & a Small Art gallery
8)Other Infrastructure facilities like sitting place.
9)Beautification of access road and Entrance gate
10)Musical Dancing Fountain and multi media show etc.
The boundary is properly demarcated with heritage compound wall and the terrain is generally hilly with exposed soft rock and the major part of the hill is planted with different species of trees and flowering plants. But the place is not suitably landscaped and the infrastructure needs improvement in a planned manner. Along with the newly proposed facilities, the entire area has to be properly landscaped with suitable trees and plants and should provide fountains at selected points, Infrastructure could be created to produce and supply flowering and Agricultural plants and also floral articles to the public.
Now the project area is equipped with power supply and drinking water facility. We expect the project to be developed in to a world class indigenous project and the essential ingredients of the project should be information, entertainment and leisure. The project should cater to different segments of visitors like Kids, Youth, Women, Family, Differently abled persons and Senior citizens.
Proposed activities
We plan to develop the destination as a modern integrated tourism park with state of the art facilities. DTPC has decided to implement Cable Car, Amusement cum Water Theme Park, Go carting, Shopping Complex, 7D Theatre, and Food court as the part of the master plan.
Mode of Implementation
Design, Build Finance, Operate and Transfer (DBFOT) method under Public Private Partnership for a period of 25 years including the construction period of two years.
