General

1. GENERAL

1.1. Work Included

A. All work under this Specification shall be in accordance with the agreement negotiated by Hershey for Contractor Services, including all exhibits and attachments to the agreement.

B. This Specification governs the minimum requirements for the material, procurement, labor, supervision, tools, and equipment, necessary for flushing, disinfecting and cleaning of piping systems as specified within this Specification. Work to be performed shall include the complete and proper disinfecting and cleaning of these piping systems.

1.2. Related Work

A. This Specification describes in detail work referenced in the following primary specifications:

1.3. System Description and Nomenclature

A. Piping and equipment providing potable and/or sanitary service for human consumption to be flushed, cleaned and disinfected are listed in Table 15210-1 (page 10).

B. Piping and equipment to be flushed and cleaned are listed in Table 15210-3 (page 12).

C. Piping to be flushed only is listed in Table 15210-4 (page 13).

D. Product piping to be flushed and cleaned is listed in Table 15210-4 (page 13).

E. Ducting and spouting systems to be wiped and cleaned prior to installation are listed in Table 15210-5 (page 14).

F. Definitions

1. The term "pipe" includes pipes, tubes, and conduits.
2. The term "flush" shall mean the use of water or air to remove foreign material from the pipe. For ducting this shall be done with air or manually with water. Table 15070-1 in Specification 15070, Process and Utility Piping, lists all services and whether they are to be pneumatically or hydraulically tested. Those services to be pneumatically tested will be flushed with air; those hydraulically tested will be flushed with water.

1.4. References

A. Specific editions of standards incorporated in this Specification by reference are shown in the following lists. Any materials furnished by or work performed by the contractor shall meet these standards. It is the contractor’s responsibility to make sure the latest version of the particular spec is being used.

1.5. Quality Assurance

A. All work shall be done by skilled craftsmen regularly engaged in the appropriate trade.

B. All materials and equipment furnished by the contractor shall conform to the gages and standards specified and shall be new and free from defects. No materials and equipment, whether furnished by the contractor or others, shall be installed or used in a fabrication assembly if the items are physically damaged or functionally defective.

C. All work performed by the contractor shall be of good quality and done in a safe manner. The contractor shall not perform any work during periods in which environmental or site conditions may adversely affect the serviceability of the installation. The contractor shall not damage an existing installation or work being performed by others. If conflicts arise, the contractor shall immediately report them to Hershey for resolution. Any work performed by or materials installed by the contractor which are found to be unsatisfactory shall be corrected by the contractor at his expense.

1.6. Submittals

A. All submittals shall be in accordance with the requirements outlined by Hershey.

B. If the materials and methods of installation to be used are in compliance with the specification, submission of samples or data to confirm compliance is not required. If the contractor proposes material or methods not exactly as specified, but intended to be of equal or better quality and performance, then catalog data sheets, samples and other supporting information shall be submitted for Hershey’s review in accordance with the Data Submittal Requirements.

1.7. Delivery, Storage and Handling

A. Material shall be delivered to the job site in the original manufacturer's package. The materials shall be factory stamped or tagged with the manufacturer's identification number along with Hershey's tag number if applicable.

B. Before accepting any materials on the job site, the contractor and Hershey shall inspect the materials. Any materials which are found to be damaged, defective or unsuitable for the intended service shall not be accepted.

C. Materials shall be stored at the job site in a manner which will not damage, deface, or otherwise reduce the serviceability of the materials. Materials which are susceptible to weather damage shall be stored in a weatherproof environment. All materials shall be stored with the manufacturer's identification and Hershey's tag number, if applicable, attached.

D. All handling of materials shall be done in accordance with the manufacturers’ recommendation and in a manner which will not damage or reduce the serviceability of the material.

1.8. Project/Site Conditions

A. The contractor shall ensure that temperature and other environmental conditions are favorable for all cleaning and disinfection operations.

1.9. Sequencing/Scheduling

A. All sequencing and scheduling of work to be performed under this Specification shall be in accordance with the Agreement for contractor Services, including all exhibits and attachments to the agreement.

1.10. Alternates

A. The contractor may suggest alternates covering each of the following subjects:

1. Alternative materials or equipment to improve quality, schedule or pricing.
2. Exceptions to the specifications covering materials, manner of application, or other details.

B. If the contractor has suggested changes or modifications to the system requirements, the contractor shall submit, in writing, a description of the proposed changes or modifications for review by Hershey, in accordance with the requirements outlined by Hershey.

C. The information shall include catalog data sheets as a minimum and shop drawings, samples, and other supportive information as necessary for Hershey to evaluate the proposed materials.

D. Hershey shall review alternative recommendations and shall be the sole judge in determining whether the proposed material, accessory, or item meets the stated criteria for service and conditions imposed.

E. The contractor shall not proceed with any proposed changes or modifications until authorized to do so by Hershey in writing. The cost of any work performed on proposed changes or modifications without Hershey's written approval will be at the contractors’ expense, as well as any cost for correcting such unauthorized work.

1.11. Warranty

A. Warranty of work to be performed under this Specification shall be in accordance with the agreement negotiated by Hershey for Contractor Services, including all exhibits and attachments to the agreement.

2. PRODUCTS

2.1. General

A. Piping systems shall be cleaned with Dearborn Chemical Co. Dearsol 45 powdered alkaline cleaner or a Hershey-approved equivalent.

B. Disinfecting will normally require 20.8 lbs of liquid chlorine (supplied under pressure in steel containers) to produce a concentration of 25 ppm in 100,000 gallons of water. If high-test hypochlorites (powder containing 70 percent available chlorine) are used, it will require 30 lbs of powder to produce the same concentration in the same amount of water.

Execution

3. EXECUTION

3.1. General

A. The interior of all piping shall be free from loose mill scale, sand, dirt, slag, weld splatter, rust and other foreign matter when erected. Slight oxidation is permitted.

B. After erection and welding of piping, all those lines requiring hydrostatic testing shall be flushed with clean water. Terminal visual inspection shall occur in the presence and to the satisfaction of Hershey.

C. After installation of piping, all lines requiring pneumatic testing shall be blown free of dirt and debris with clean, dry air to the satisfaction of Hershey.

D. Upon completion of flushing, all lines shall be drained at all low points.

E. Cleaning and disinfecting work shall not be performed until the systems are thoroughly flushed, hydrostatically or pneumatically tested and reviewed by Hershey as specified in Specification 15070, Process and Utility Piping.

F. Provide all necessary pumps, high pressure sprayers, temporary piping connections, spool pieces, valves, hoses, chemicals, detergents, sponges, pigs, brush balls, etc. required. Disconnection of items is part of the work under this Specification. Complete and submit to Hershey a copy of the piping cleaning report for each system cleaned under this Specification.

G. Provide positive isolation of systems being cleaned or disinfected to prevent backflow of chemicals or detergents into other systems or piping loops.

H. Do not exceed the working pressure of any system while performing work under this Specification. Working pressure for piping is determined by using two thirds of the hydrostatic test pressure or 91% of the pneumatic test pressure. Test pressures are specified in Specification 15070, Table 15070-1.

3.2. Piping Systems - Flushing

A. Flush all new piping and equipment of the systems listed in Tables 15210-1 (page 10); 15210-2 (page 11); 15210-3 (page 12); 15210-4 (page 13); and 15210-5 (page 14) with water or air. Flushing media shall be the same as the pressure test media specified in Specification 15070, Table 15070-1. Hydrostatically tested piping systems will be flushed with water. Pneumatically tested piping systems will be flushed with air. All systems will be flushed before pressure testing as specified in Specification 15070.

B. Clean, potable water at ambient temperature shall be used for all water flushing. Maintain a reasonable velocity to ensure complete removal of all scale, weld splatter and other debris. Drain water to sewer.

C. Clean, dry, oil free compressed air at ambient temperature shall be used for all air flushing. Maintain a reasonable velocity to ensure complete removal of all scale, weld splatter and other debris. Discharge air to atmosphere in a safe manner to protect personnel from flushed debris. Where flushed lines pass through outdoor areas, the dewpoint of the compressed air shall be low enough to prevent condensing moisture in the lines. Hershey shall observe initial discharge and intermittently observe during flush.

D. Verify that desiccants, placed in components for shipping, are removed prior to the start of system fill and flush.

E. Pipe hangers and supports shall be properly located and adjusted before flushing the system.

F. All electrical equipment in the vicinity of the flush water discharge areas shall be protected from water spraying or flooding.

G. All flushing operations shall be planned such that uncontrolled flooding is prevented. Drains from the area will be proven unobstructed prior to flushing systems or components.

H. Whenever possible, system flushes shall be scheduled and flush paths shall be laid out to go from clean to less clean systems when there is a cleanliness interface.

I. Orifices shall not be installed before the flushing operation. If any orifices have been installed prior to flushing, they must be removed.

J. Prior to operating any permanently installed in-line pumping equipment, precautions shall be taken to ensure that the pump suction piping is sufficiently cleaned to prevent damage to operating system equipment.

K. Pump operation must be observed and controlled to prevent pump "run out" or "dead heading" during the flushing.

L. Areas in which cleaning operations are to be performed should be isolated to minimize interference with other plant operations or phases of construction.

M. Critical valves, controls and switches shall be tagged to prevent inadvertent actuation during the flushing operation.

N. After flushing, every precaution shall be taken to protect the system from recontamination. Primary attention should be made toward keeping "clean" piping sealed off.

O. Gravity flushing the suction lines of all in-line pumps is required before system flushing.

P. Install temporary strainer (if required) and make-up pump suction piping. Then flush piping downstream of the pump with the installed pump.

Q. Pump suction strainer differential pressure gauges will be monitored and pump operation observed to prevent pump cavitation. Where strainer differential pressure gauges are not available, the strainers will be pulled and checked periodically for particulate build-up.

R. The flush flow rate on each primary path will be verified using pump discharge pressure and the pump curve or other suitable flow instrumentation.

S. Sequentially flush each line until the system meets the required cleanliness classification.

T. Flush through all vents, drains and applicable instrument lines during the flushing operation to verify that they are unobstructed.

U. Flush each primary path long enough to obtain a representative sample; if not satisfactory, repeat flush for acceptable sample.

V. All exceptions and deficiencies that occurred during the flushing operations shall be noted, and corrected as required.

W. When the system is cleaned and verified to be within the acceptable limits of this document, stop the flush, remove the temporary items from the system and return the system to the NORMAL operating mode.

3.3. Piping Systems - Cleaning

A. Except for the services that follow, the systems shall each be cleaned by using a solution of 62-1/2 pounds of Dearborn Chemical Co. Dearsol 45 powdered alkaline cleaner for each 1,000 gallons of water in the system. A Hershey approved equivalent may be substituted. Fill, vent, and circulate the system with the solution, heating it to 160 OF - 180 OF, if possible, and circulate at least 24 hours. Piping systems which are not designed for thermal expansion shall be cleaned at ambient temperature. If heat cannot be provided, dosage of Dearsol 45 should be doubled and cleaning solution circulated for two days. Water filters shall be valved out of the system during this period. After circulating, each system shall be drained completely, all strainer baskets shall be removed, cleaned if required, and remounted. The complete system shall then be rinsed with clean, potable water and drained.

B. Steam and Condensate Systems: The steam and condensate piping system shall be cleaned by wasting the condensate to a building drain for a minimum period of two days after initial start-up. At the end of the cleaning period, all strainer baskets shall be removed, thoroughly cleaned if required, and remounted.

C. Ammonia Systems: The entire ammonia system shall be thoroughly cleaned of all contaminants by hand swabbing, wire brushing, pigging, or solvent wiping followed by a high velocity dry air blowdown. Special care shall be given to all ammonia piping due to the ammonia's solvent characteristics which will carry any foreign material into the seats of valves or the ammonia compressors. Clean both the felt insert and the fine-mesh basket provided in each ammonia compressor suction strainer. After satisfactory operation of each compressor has been attained as determined by Hershey, remove and discard the felt liners from the compressor suction strainers and remove, clean, and replace the fine mesh screen.

D. Tower Water Systems: The tower water piping system shall be cleaned using the tower water treatment vendor's standard procedure.

E. Natural Gas Systems: The gas piping system shall be cleaned by swabbing or brushing the interior of the piping to remove any rust, scale, slag, sand, or dirt at the time of installation followed by a dry air blowdown. All open ends shall be plugged, capped or otherwise sealed until the installed piping is connected to piping equipment or adjoining pipe.

F. Citrus Oil Systems: The entire citrus oil system shall be thoroughly cleaned of all contaminants by hand swabbing, wire brushing, pigging, or solvent wiping followed by a high velocity dry air blowdown.

3.4. Equipment Cleaning

A. Equipment cleaning after installation will be the responsibility of Hershey and must be coordinated with the pipe cleaning.

3.5. Piping Systems - Disinfecting

A. Disinfect all portions of the piping system. Provide taps in the upstream ends of each new segment of the various systems. Disinfection shall start at these taps and terminate at each outlet of the various systems.

B. The piping systems to be disinfected are listed in Table 15210-1 (page 10).

1. Disinfecting shall conform to the requirements of the American Water Works Association Standard AWWA C651 for "continuous feed" method of disinfection. Do not place calcium hypochloride granules in the mains during construction.
2. Submit samples in accordance with AWWA C651, Section 7. If samples are not satisfactory, repeat procedure until satisfactory samples are obtained. The laboratory analyzing the samples shall be reviewed by Hershey.

3.6. Equipment Disinfection

A. Any equipment to be disinfected will be Hershey's responsibility.

3.7. Product Piping Systems

A. The following procedure shall be followed for the flushing, cleaning, and protection of all piping systems listed in Table 15210-4 (page 13).

1. Internal passages of completed piping components shall be sand-blasted and blown clean followed by an alcohol rinse. See detailed information in 15070 Process and Utility Piping.
2. The contractor should provide clean plastic covers to be fastened with bolts over the cleaned pipes.

3.8. Ducting Systems - Cleaning

A. Clean all new ducts and chutes and associated equipment of all contaminants by hand swabbing prior to installation.

B. After cleaning, all open ends shall be plugged, capped or otherwise sealed until the installed ducting is connected to ducting equipment or adjoining ducting.
