- Opening of the Meeting
The Chair of the PEBLDS Council, Ms. Sylvi Ofstad, Norway, will open the meeting and welcome the participants to Madrid for the 8th Meeting of the PEBLDS Council on Monday, 19 January 2004 at 10.00.
- Adoption of the Agenda

The Chair of the PEBLDS Council will invite the PEBLDS Council to adopt the agenda of the 8th Meeting of the PEBLDS Council contained on page 2 of document STRA CO (2004) 1. The agenda will then be adopted, including any amendments, as agreed by the Council.
- Follow up of the Kyiv Biodiversity Resolution in the PEBLDS programme of work: discussion of action plans and presentation of the IUCN Countdown Initiative

The Chair of the PEBLDS Council, with assistance from the PEBLDS Joint Secretariat and supporting Governments and organizations, will introduce documents STRA CO (2004) 3, and documents STRA CO (2004) 3 a-g, which are the action plan proposals on implementation of the Kyiv Biodiversity Resolution. The PEBLDS Council may consider the proposals and
- Provide comments on each of the proposed action plans.
- Indicate their interest to become involved in leading the implementation of each proposed action plan, or leading or assisting in the implementation of specific activities.
- Indicate opportunities to resource the implementation of each proposed action plan.

- Consideration of the outcome of the Madrid Conference and finalization of the PEBLDS submission to CBD COP7
Document STRA CO (2004) xx: Chairman’s Conclusions of the Madrid Conference
The Representative of Spain, host country of the Biodiversity for Europe Conference, will inform the PEBLDS Council of the outcome of the Conference. The Council will then consider the implications of the Conference outcome for its work and reporting to the CBD COP-7. Based on this, the Council will finalize its contribution and progress report to the CBD COP-7 on the implementation of the CBD in the pan-European region.
- Dubrovnik Declaration on the Pan European Ecological Network

The PEBLDS Joint Secretariat will ask the PEBLDS Council to consider and adopt, if appropriate, the Dubrovnik Declaration on the Pan European Ecological Network, for submission to the CBD COP7, as a contribution to the discussion on Protected Areas.
- Future of the PEBLDS

The Chair of the PEBLDS will ask the PEBLDS Council to review document STRA CO (2004) 4 rev, the results of the Madrid Conference, and the Council’s discussion on the action proposals for the implementation of the Kyiv Biodiversity Resolution with a view to decide on priority actions of the next two years and the necessary pre-conditions for dealing with them.
- Budget of the PEBLDS

A representative of the PEBLDS Joint Secretariat will thank the Governments for the contributions received so far to support the PEBLDS Joint Secretariat and the Madrid Conference. The representative shall recall that the Governments decided to create a reserve in order to ensure a stable and predictable funding for the PEBLDS Joint Secretariat. He will present the budget for 2004/2005 and the PEBLDS Council may wish to approve this budget, with amendments, if appropriate. Governments who wish to announce their contributions to the PEBLDS Joint Secretariat, as well as contributions for other specific activities of the Programme of Work may do so at this time.
- Date and venue of the next meeting of the PEBLDS Bureau
The PEBLDS Joint Secretariat shall propose the date for the next meeting of the PEBLDS Bureau in Geneva, Switzerland.
- Other business
The PEBLDS Joint Secretariat shall present Document STRA CO (2004) Inf. 2 to the PEBLDS Council which presents the final draft of the new arrangements of the Joint Secretariat. Governments and observer organizations, at this time, may bring up any other relevant issues which they wish to inform the PEBLDS Council.
- Closure of the 8th Council Meeting
The PEBLDS Chair will thank the PEBLDS Council for their participation in the meeting, express the gratitude of the PEBLDS Council for the organization of the meeting and Conference by the Government of Spain, and close the 8th Meeting of the PEBLDS Council.

- Opening of the Conference
A representative of the PEBLDS Joint Secretariat shall open the Third Intergovernmental Conference: Biodiversity in Europe on Monday, 19 January 2004, at 16.00.
- Election of the Chair and other officials
The representative of the PEBLDS Joint Secretariat shall call for the election of H.E. Mrs. Elvira Rodriguez, Minister of the Environment, Spain, as Chair of the Conference. It is expected that H.E. Elvira Rodriguez, will welcome participants on behalf of the host country. In addition to the Chair, participants may wish to elect a Vice-Chair and a Rapporteur from among the representatives of the Governments members of the PEBLDS Council. In keeping with the practice of previous Biodiversity in Europe Intergovernmental Conferences, the Chair may wish to set up a contact group to assist her in preparing the conclusions of the Conference.
- Adoption of the Agenda

The Chair will introduce the agenda for the Conference and invite the participants to adopt it or propose amendments. The Chair will then declare the agenda adopted, as amended.
- Keynote addresses and opening statements
At the Opening Plenary, keynote addresses and opening statements will be given by Ministers and other high-level representatives of European Governments and international organizations as well as special guests.
- Preparations for the 7th Meeting of the Conference of the Parties to the Convention on Biological Diversity
Under this agenda item, and in conformity with the decision of the 7th Meeting of the PEBLDS Council, the Madrid Conference will serve, inter alia, as a European regional preparatory meeting for the Seventh Meeting of the Conference of the Parties to the Convention on Biological Diversity to be held from 9 to 23 February 2004 in Kuala Lumpur, Malaysia. Accordingly, interested Governments have prepared the background papers for discussion addressing the priority issues of the CBD COP-7, with support from intergovernmental and non-governmental organizations. It is expected to consider the discussion papers with a view to reaching a common understanding and developing recommendations for submission to the CBD COP-7.

- Consideration of the Chair’s conclusions
The Conference will be requested to review and endorse the draft Chairman’s conclusions for presentation to the CBD COP-7 by the Host Government under the item “Reports of Regional Preparatory Meetings” and other relevant agenda items. The Conference may also wish to review the following draft decision to be submitted to the PEBLDS Council for their consideration:
- Closure of the Conference
It is expected that the Host Government will close the Conference at 11.00 on 21 January 2004.
