The Planning Division of the Community Services Department has reviewed the Fountain Valley Ranch Warehouse PUD Amendment, Review #2, (also known as Discount Vending Warehouse) and Fountain Valley Sketch Plan Amendment, and has no additional comments. Please refer to the original PUD Amendment review comments below, as submitted in November 2017:

“The Planning Division of the Community Services Department has reviewed the Fountain Valley Ranch Warehouse PUD Amendment application and has the following comments of behalf of El Paso County Parks.

The project site is located on the west side of Grinnell Boulevard, at the intersection of Crandall Drive. The El Paso County Parks Master Plan (2013) shows no parks, trails, or open space intersected by or within the project area. The proposed Grinnell Boulevard Secondary Regional Trail is located approximately 60 feet east of the property, on the east side of Grinnell Boulevard. Widefield Community Park and Crews Gulch Regional Trail, both accessed by the Grinnell Boulevard Secondary Regional Trail, are located approximately 0.75 mile southeast of the project site, while the City of Colorado Springs’ Bluestem Prairie Open Space is located approximately 1.5 miles east of the property.

The Board of County Commissioners has not elected to require park fees for commercial subdivisions, so none are recommended at this time.

These comments are being provided administratively, as this application does not require Park Advisory Board consideration.”

Please accept the following comments from El Paso County Public Health (EPCPH) regarding the project referenced above:

  • The 1.54 acre lot will be provided water service by Security Water and Sanitation District. There is a finding for sufficiency in terms of water quality for drinking water obtained from this Colorado Department of Public Health and Environment, Water Quality Control Division, regulated public water system. (PWSID# CO-0121775)
  • Wastewater service will be provided by Widefield Water and Sanitation District. There is sufficient treatment capacity at the treatment facility for the proposed project.
  • Radon resistant construction building techniques/practices are encouraged to be used in this area. The EPA has determined that Colorado, and the El Paso County area, have potentially higher radon levels than other areas of the country.
  • Earthmoving activity in excess of one acre, but less than twenty-five acres, will require a Construction Activity Permit from El Paso County Public Health. Go to quality for more information.
  • This development project operation plan or Letter of Intent did not indicate if the vending machine warehouse included possible food storage for the food vending machines. Please contact El Paso County Public Health at 719-578-3199, option 3, if there will be any food storage at this location as part of the vending operation.

  • If use of temporary construction equipment will exceed 200 feet above ground level in height at this site, the applicant is to file an airspace evaluation case with the Federal Aviation Administration (FAA) and provide the results to the Airport before the commencement of constructionactivities.

The Planning and Community Development Department will then forward the resubmitted items directly to the appropriate review agency. If you have any questions pertaining to specific agency comments please contact the appropriate agency directly.

In order to be considered for the Planning Commission hearing, all outstanding issues must be resolved no later than April 10, 2018.
