DIRECTOR’S REPORT FOR August 19, 2009

SW Health Services Building

On Monday, August 10, Terri received an e-mail from Betty Kemp, General Services, regarding a draft lease for the building and a possible lease fee of $500 per month.

On Wednesday, July 15, Staff sent a list of requirements for the SW Health Services Building.

The list included removal of three large walls and two small walls; the installation of a counter and window for public registration; We also submitted a list of items currently stored at the building that we would be willing to make use of or purchase.

New Maintenance Shop Site

Tuesday, August 11, Davido Consulting (Danny Ochoa and Jeff Tasoff) met with Terri and Tom regarding the permits for Clearing and Grading of the site. Davido will write an Engineer’s SOW for Services contract and have that to Terri by the board meeting of August 19.

Because we are zoned as Rural or Rural Forest, there is no way to know if a maintenance facility is a zoned use for the site. This will need to be determined by IC Planning and we have a tentative Pre-App meeting for September 10.

Trustland Trails

Wednesday, August 12, Terri met with Nancy Waddell, Whidbey Watershed Stewards, regarding interpretive signage content (pedestals) for the Maxwelton Watershed.

Tuesday, August 11, Terri met with Karl Hjorten, Karl’s Site Development regarding equipment to perform low impact trail development.

Monday, August 10, Terri met with Elliott Menashe, Greenbelt Consulting, regarding input on the Connector Trail and the ADA Loop Trail. Elliott suggests the district endeavor to create an inventory of trees adjacent to the ADA Loop to record their current height, diameter and health. This will set the stage for removing trees that may become hazardous in terms of their location to the trail.

Thursday, August 6, Terri met with Jammie Kingman, Earth Corps to revise the SOW for Earth Corps – they would be hired for initially clearing the ADA Loop Trail in preparation for trail development with machinery.

Wednesday, August 5, Terri contacted Connie Bowers, Island County, Road Sign Supervisor for “Follow-on signage” for Craw Rd. in conjunction with Mike Leitch at WA-DOT for proper placement.

Wednesday, August 5, Terri contacted Mike Leitch, WA-DOT, Supervisor of Motorist Information Signs (MIS) on a ‘Recreational Activities” sign for Hwy. 525 near Craw Rd.

Thursday, July 30, Terri met with Pat McVay, sign artist, regarding signage design for the entrance to TT – color sketch available.

Mark Hovezak, Rosario Archaeology, and the District entered into an agreement for services. He will begin the EO-0505 survey work the week of July 20 and will be completed by August 3rd or 10th and will submit his report to the State’s Archaeologist by the September 1st deadline.

Castle Playground Renovation

Game Time has delivered the High Stepper (cargo climber) for Castle Playground.

Mike Skouras is determining the amount of lumber needed to complete phases A/B/C

Jeff Smith, Cedar Doctor, will install the boron rods into the upright supports in October.

Tom and his crew are removing the pieces of playground equipment we are replacing in preparation for the installation of new Game Time play stations.

ACHIEVE Coalition

On Monday, August 17, SWPRD will host the CHART Team from Island County with the CDC’s team of evaluators for our Community Action Plan draft. Lunch will be provided at the SW Sports Complex at NOON. Terri will conduct tours of Trustland Trails and Community Park prior to arrival for lunch.

DRAFT Community Action Plan (DAP) for “Improving Nutrition and Increasing Physical Activity” – team work continued on Tuesday, August 11, 1 – 3 pm, SW Health Services Building.

CHART (Community Health Advisory and Response Team) for the ACHIEVE Coalition met on July 30 as a follow up to our trip to Denver, sponsored by the Center for Disease Control. We have gathered data from our respective communities and are compiling that data in order to draft a Community Action Plan.

SWPRD will be asked to create policy to ban smoking on all park lands and host signage for promoting improved nutrition and increasing physical activity.

SWPRD will also be asked to be a site where exercise equipment is available outdoors near a fitness trail or playground.

Parks On Whidbey Steering Committee

The focus is narrowing on the development of a Metropolitan Park District for A) Central Whidbey and Camano OR an island-wide district for each island. Re: Whidbey Island Metropolitan Park District or Camano Island Metropolitan Park District.

SW Youth Soccer Club

The storage facility (10’ x 12’) is completed in terms of the exterior. The interior work continues…

SW Youth Soccer Club has volunteered to purchase the bicycle rack originally called out in Sarah Birger’s design at the Sports Complex.

Personnel

Larry Calbert, Maintenance Laborer II is back to work after arthroscopic surgery.

Anna Williams is the new Maintenance Laborer I, she began work on July 21.

Community Relationships

August 6 – SW Kiwanis Featured Speaker for Lunch – Discussion of park district activities.

August 1 – Juvenile Services Supervisor, Leon Shordon, and two juvenile work crew members assisted at the triathlon set up and break down, Friday and Saturday.

They will continue service projects throughout the summer.
