Summary of job
The Public Services Lab is an exciting collaboration between Catch22, Interserve, Big Society Capital and Club Finance. The idea of the lab is to create a space through which public services can be re-imagined. The new economics make it clear that business as usual is no longer possible and that public bodies will need to think very differently about how they ensure the delivery of high quality public services.
Over the last 30 years, people-facing public services have become increasingly bureaucratic, hard to access, and removed from the communities they are designed to serve. This has contributed to stubbornly poor outcomes, driving spiralling costs as service users continue to develop more acute needs that could have been prevented. With conditions in many of our communities worsening, and demand for services soaring there is a need for fundamental improvement.
Solving this requires more human, user-focused services that are better able to deliver end outcomes. We believe that the voluntary and community sector can help to drive this improvement with preventative and personalised interventions along with vibrancy, innovation, relationships, social purpose, volunteers and access to communities. It is equally vital that this is done in collaboration with commissioners for services designed around achieving outcomes.
On behalf of the Public Service Lab, Catch22 wishes to appoint an entrepreneurial Director of Transformation with a successful track record of supporting the transformation of services or enterprises. The successful candidate will be seconded to work in the Lab and will initially operate across Merseyside and the surrounding geography. The Lab will be a hub for every stakeholder, including VCSEs, purpose-led organisations, service users, volunteers, commissioners, procurement teams and businesses in the delivery of public services contracts.
Main duties and accountabilitiesMain duties include
- Develop and deliverkey Transformation & Enterprise Development services including Incubator, Accelerator, Social Credit Rating and Joint Prime;
- Grow business development opportunities for Transformation and Enterprise Development activities;
- Project Management of all Transformation and Enterprise Development Services including budget, human resources and quality assurance;
- Lead a team of staff including Business Mentors and Joint Prime Managers to provide high quality contract delivery, advice and guidance to public services and VCSE organisations
- Continually learn from existing operational delivery, best practice and local market intelligence to ensure our transformation and enterprise development activities are market leading;
- Develop and maintain relationships with current and prospective clients and other key stakeholders;
- Fulfil an integral role within the Lab’s Executive Team contributing to policy and strategy to improve quality and performance; and

Essential Qualifications
The successful candidate will be expected to have substantial experience (5 years) working in a similar role
Professional qualifications in business & management or a related area

- Strong experience of leading/transforming £1m + turnover enterprise or business unit;
- Strong commercial management experience;
- Strong track record of continuous improvement and delivering solutions to complex challenges including an openness and responsiveness to new approaches;
- Exceptional organisational skills together with the ability to manage multiple projects on a timely basis;
- Strong track record of inspiring and motivating others to deliver ambitious projects and meet deadlines.
Desirable Experience
- Some knowledge and experience of the education, health and justice sectors would be highly desirable.
- Some knowledge and networks within Liverpool City Region/North West would be desirable
