Overview:

Provides leadership for specialized analytics across the HealthEast CareSystem. Specialized analytics includes the strategy, delivery, andadministration of all analytics associated with data science, includingpredictive and pre/proscriptive models. Provides primary leadership anddrive the risk bearing analytics strategy to lead all Information Serviceswork to enable population health management, including the deploymentof Epic's Healthy Planet capabilities.Responsible for defining and creating data taxonomy (e.g. text miningand big data), clustering applied to big data sets, recommendationmodels, simulations, rule systems for statistical scoring engines, dataforensics and root cause determination, and algorithms associated withmachine learning models.Defines and manages the data evaluation and collection methods used toenable the data science function across the organization. Proactivelydevelops innovative and effective approaches needed to solve complexanalytics problems and communicate the results and methodologies withstakeholders. Utilizes patterns and variations in the volume, speed, andother characteristics of the data to support various initiatives to supportand enable predictive analysis.Partners with the information governance teams as a valued advisor andenabler for their needs. This leadership role will closely partner with theInformation Delivery team seamlessly manage the analytics continuumbetween the two teams and ensure all analytics resources are aligned on

Responsibilities:

  • Defines the specialized analytics strategy in alignment with the overall business intelligence andanalytics strategy for HealthEast
  • This includes the strategic plan, roadmap, stakeholder alignmentsessions, cost benefit analysis, work execution and delivery, production sustainment, and ensuringvalue realization
  • Conducts advanced data analysis and designs corresponding algorithms
  • Applies statistical andpredictive modeling techniques to build, maintain, and improve on decision systems, including realtime
  • Utilizes patterns and variations in the volume, speed, and other characteristics of data toproduce predictive analysis
  • Leads requirements intake processes with stakeholders to identify business requirements andexpected outcomes
  • Partners with stakeholders to suggest alternative approaches and outcomes ofvalue for their needs
  • Models and frames clinical scenarios to support these outcomes
  • Identifies what data is available and relevant across all available data sources, leverages new datacollection processes when needed and possible, and makes strategic recommendations on the useof this information based on business requirements and knowledge of associated leading practices
  • Develops innovative and effective methods to solve stakeholders analytics problems andcommunicates results and models used to produce results
  • Develops experimental designapproaches to validate and test hypotheses
  • Validates analysis using scenario modeling. Identifiesand creates appropriate algorithms to discover patterns
  • Partners with internal Information Management leaders and with data stewards to ensureinformation used in compliance with security and regulatory policies and patterns
  • Qualifies whereinformation can be stored and shared
  • Works with stakeholders to assess additional data needed toprove results and strengthen the quality of information
  • Defines the validity of the information, howlong the information is meaningful, and what the information is related to
  • Presents and explains the approach of their findings in simple terms to all stakeholders
  • Presentsresults with clear visualizations and sound data management principles
  • Educates the organizationon approaches, including testing hypotheses and statistical validation of results
  • Helps the caresystem understand the principles and mathematics behind the process to drive organizational buy-in
  • Demonstrates accuracy, clarity, relevance, depth, precision, breadth, fairness and significance withmetrics
  • Provides ongoing tracking and monitoring of performance with assistance from the Information
  • Management team and partners with them on ongoing improvements and corrections, as needed
  • Closely partner with Population Health Management leadership (Clinical, Financial, Technical,other) to deploy and enhance Epics Healthy Planet tools, methods, registries, workflows, andreports. Serves as the overall technical program leader for this effort. Researches all emergingtrends, leading practices, methods and models, and other related expertise required as a thoughtleader in this area of expertise
  • Identifies, recruits, leads, mentors, and holds overall accountability for all specialized analyticsresources across the care system
  • Builds this practice expertise area and all associatedorganizational designs needed to establish and expand this team
  • Responsible for developing and mentoring leaders within areas
  • Establishes performancestandards, identification of goals and outcomes
  • Drives employee selection and ensures employeesare orientated to the organization, business unit and position
  • Develops and manages financial forecasts for entity
  • Along with senior management team,accountable for closing gap between run rate and target
  • Plans, directs and oversees annual budgetdevelopment and ongoing management for all areas of responsibility
  • Manages capital project budgets

  • Maintains knowledge of, and complies with, all relevant laws, regulations, policies, procedures andstandards

Qualifications:

  • Bachelors degree in public health, statistics, data science, biostatistics, health outcomes research,information management, or related degree program. Masters degree strongly preferred
  • Certified Analytics Processional (CAP)
  • HP Vertica, EMC Data Scientist Associate, Cloudera CCP:DS / CCDH,CCAH, CCSHB, Revolution R Enterprise Professional, CPEE (INSOFE), etc
  • 10+ years working in healthcare information management,preferably in a healthcare provider setting
  • Experience working with anelectronic health records system (ideally Epic) is strongly preferred.
  • Direct or indirect people leadership for 7+ years
  • Extensive knowledgeof statistical and quantitative methods, including the principles of bigdata and advanced analysis of large structured and unstructured data sets
  • Expert level understanding of statistical tools, languages, and datavisualization methods needed to lead the specialized analytics functionsof the care system
  • 10+ years of communicating with senior stakeholdersto analyze and communicate complex information in a simple,understandable, and actionable manner
  • Experience leading a specializedanalytics and/or data science department
  • 3+ years of project/programleadership and a clear understanding of project management life cycle
