Case study 2: RTO Training Manager with five years experience

Candidate profile - Training Manager/Consultant

Stephen is a manager of a large Learning and Development section of a Registered Training Organisation. He has five years experience in this role, but was a business management and human resources trainer for ten years prior to this. In his role of manager he is responsible for five full time trainers with the RTO and several casual trainers, employed on contract when necessary. A major part of his role is working with commercial clients as a consultant to secure contracts for his RTO.

Stephen has upgraded to the Certificate IV in Training and Assessment, and holds the AWT Diploma so he has direct equivalences for some units. He is applying for recognition in the following units:

Managed government funded project to develop online resources – this included initial meetings with stakeholders, researching the target audience, writing the submission, winning the funding, preparing project plan, accepting terms of contract. Effective planning and reporting systems were established with a GANTT chart and budget being submitted fortnightly as a term of the contract.
Facilitating team formation to develop the resources based on a designed concept and encompassing the competency standards, allocation of roles/tasks after skills analysis. Contracts written for team members working under contract, and pay arrangements made for those working as overtime. Facilitate team meetings and teleconferences to work on the sample content, then team review.
After feedback the e-learning resource was created and reviewed by a pilot group and the team. Facilitate stakeholder meetings as design concept progressed. Design concept/elearning resource was accepted by the funding body, and met all the requirements of the contract and funding requirements, to be used as a statewide resource.

As manager of a training and assessment team I am required to research learning resources to use in the planning and delivery of training to clients. If there are no appropriate learning resources available it is necessary to design the learning resource when planning the content. I am responsible for looking at innovative learning resources, developing the learning resource and the facilitation of the group/team review of the resource before implementation into the delivery of training. After the review the resources are modified according to feedback from team before using with learners to ensure they meet the training content and engage learners. / TAADES502A – Design and develop learning resources

As a manager I am often the lead assessor for higher level courses. I was lead assessor/training manager for a local government group of managers undertaking the Diploma in Frontline Management. They all held supervisory positions in a number of different departments and had different work experience. I had to facilitate them through the different learning and assessment pathways, ranging from 100% recognition to gap training with workshops or work based projects to allow them to become competent. Individual learning plans were developed after completion of self assessment against units of competence.
Workshops, phone and email support was given throughout the gap training and specific evidence and assessment were communicated to the students and recorded according to organisation requirements. I manage a team of trainers/assessors who deliver and assess training in the business management, finance, business human resources and workplace safety areas. Part of my role is to lead the assessment process and develop and extend assessment expertise. I have developed assessment tools for higher level courses and provide templates to the team for assessment tools to be used for a variety of assessment activities, eg workplace assessment, recognition and assessment only pathways, simulated assessments using reports, case studies, presentations and examinations. I facilitate the teams to develop their relevant assessments from these assessment tool templates, which are then trialled and validated. I organise validation workshops with the trainers from their specific teaching discipline and facilitate these workshops, mentoring the team through the process. We use the organisation’s assessment validation templates I have developed from VEAC documents. As training manager I manage the delivery of training and assessment to commercial clients. Each of these training programs are evaluated for both content and delivery with the client both mid-way through the program and at the end of the program, with the participants, the clients and the trainers.
The findings from the evaluations are written up in a report with any recommendations for improvements and these are stored on a shared site for use when this type of training is delivered in the future.
