Development Process

  • Use by right development approval is completed administratively
  • Pre-application conference (must have building plans and plat) with the Mayor, Town Clerk, and Planner.
  • An Estimate of costs will be given at the pre-application conference based upon the scope of the project. A deposit is required based upon the estimate provided, as well as a completed cost agreement at the time the funds are deposited with the town. All fees are charged at actual cost to the Town of Keenesburg plus 10% for administration. Fees charged include but are not limited to review by legal, town planner, town engineer, and all other related costs.
  • Incentives may be granted by the Board of Trusteesper RESOLUTION 2011-08 on a case by case basis
  • If the proposed use of a property does not fall under a use by right itwill be subject to further review. Re-zoning, use by special review, etc require public hearings, publication, notice to adjacent property owners, and posting of property when applicable. These processes can run concurrently with the building plan review, and can typically be completed within 30-45 days.

Building Permit

Once a building permit application has been submitted that includes all required components, the plan review will be completed within 5 days. The following information is required to submit a building permit application:

  • TWO PLOT PLANS WHICH MUST SHOW:

A. Where proposed building is located

B. Distances between each lot/property line to proposed building

C. Distance between proposed building and any existing structures

D. All oil/gas production facilities within 200 feet of proposed structure (tank batteries, well heads, etc.)

E. Identify the street or county road accessing from

F. If you require an address, you must show the distance from the nearest intersection to the driveway/access to the property

  • TWO SETS OF BUILDING PLANS OR THREE SETS OF BUILDING PLANS IF FIRE DISTRICT APPPROVAL IS REQUIRED
  • TWO SETS OF ENGINEERED FOUNDATION PLANS (MUST HAVE REGISTERED COLORADO ENGINEER STAMP)
  • TWO SETS OF THE SOIL REPORT

Additional fees include a 3% use tax on building materials, as well as electrical fees.

The foregoing fees shall be the minimum required fees. For areas with serious drainage requirements, mediation may be required or drainage fees may be increased up to 100% of the foregoing fees.
