The CDHS Division of Food & Energy Assistance is excited to partner with the U.S. Department of Agriculture (USDA), Food & Nutrition Services (FNS) for the first annual SNAP Training Summit. This event will be an informative and exciting opportunity for county staff to learn valuable information that will enhance both daily and long-term performance.

The SNAP Training Summit will take place on Tuesday, June 13, 2017, from8:00 a.m. to 5:00 p.m.at the Crowne Plaza Denver Airport Convention Center 15500 East 40thAvenue, Denver, CO 80239. Breakfast and lunch will be provided.

Training topics will cover an array of program/policy areas, including Program Access, Recipient Integrity, EBT, and Employment First, the SNAP Employment and Training program. Attendees will also have the opportunity to sign-up for training in various program areas and participate in small group roundtable discussions.

Please work with your county to determine a maximum offour people, one pertrack listed and have them register using the link. We cannot accommodate more than four per county at this time but will have a waitlist available. If you identify more than four staff that you would like to attend, please register the first four and send the additional names add to the waitlist.

The Program Access track is designed to ensure that the Supplemental Nutrition Assistance Program (SNAP) is provided without any barriers to clients. Topics will include: required signage outlining customer’s rights; timely and accurate application processing; application availability during business hours; client confidentiality; civil rights complaints; accommodating non-English speaking households; and fair hearings timeframes.

Recipient Integrity Track

The Recipient Integrity track topics will include: managing intentional program violations (IPVs), including the investigation and prosecution thereof; how suspected program violations are investigated and pursued; investigating reports of trafficking; and the requisite documentation and state-approved forms for use to pursue IPV/fraud.

Electronic Benefits Transfer (EBT) Track

The Electronic Benefits Transfer (EBT) track will largely focus on the vendor migration of Colorado’s system. In-depth training will be provided as Colorado transitions from JP Morgan to FIS. Other discussion points will include: internal controls; required EBT issuance processes; security; and accountability systems to comply with federal and state rules; how EBT cards are accepted, stored, and protected from delivery to issuance; and separation of duties.

Employment & Training Track

SNAP Employment and Training (SNAP E&T), known as Employment First in Colorado, provides employment and training and relative supportive services to individuals receiving SNAP benefits. These services are intended to assist recipients in gaining skills, training, work, or experience that will increase their employment and earnings potential. At its core, the purpose of SNAP E&T is to assist participants in attaching to gainful, stable employment.​​
