Project Manager

Job title:Project Manager - Heritage Station: People’s Pedal Power Project

Reporting to:Board of Trustees, SWCC

Salary:£30,200per annum

Hours:35 hours per week plus 6% pension

Holidays:25 days plus 10 days public holidays. Term: funded until 31st March 2016

Location:Pollokshaws West Station, Glasgow. Some travel required within the Greater Glasgow area

Purpose of the position

The Project Manager will lead the People’s Pedal Power project funded by the Climate Challenge Fund reporting directly to the Board of Trustees.

The project aims to achieve significant carbon reduction through behavioural change in the primary transport methods currently made by private car to cycling, train and bus through the provision of affordable bicycle-related hire, repair, recycle, maintenance training services and confidence activities.

This will include event management, coordination of staff and volunteers, training and supervision, promotion and marketing of the services and benefits to external organisation and working closely with our partner community groups and local residentsalong with our national stakeholders who support the provision of this community led project. The Project Manager will liaise with local and national cycling groups and projects to share learning and exchange ideas.

SWCC is a Scottish charity which aims to protect the environment, relieve poverty and improve the health and education of local people by achieving a modal change to cycling through the provision of affordable bicycle-related services and activities.

Responsibilities & duties

Responsibility 1 –Project Management

  • Manage the People’s Pedal Power Project, staff and volunteers, revising as appropriate to meet changing needs and requirements of the community in support with the steering group.
  • Identify resources needed and review on an ongoing basis as the project progresses, assign staff and volunteers duties and support them as required.
  • Manage day-to-day operational aspects of project, ensuring project standards.
  • Ensures project documents are complete, current, and stored appropriately.

Work standard –Successful achievement of objectives within specified timeframes. To wear branded clothing and helmets whist on cycling duties.

Responsibility 2 –Financial Management

  • Timeously prepare budget for approval by the Board of Trustees.
  • Manage Grant Funding ensuring timely and accurate payment, invoicing and submission of drawdown claims appropriately.
  • Analyses of project monitoring and evaluating as it progresses
  • Work closely with other cycle groups and charities to exchange ideas and best practice
  • Ensure project legal documents and reports for OSCR, HMRC, Health and Safety Executive and funder are completed and signed.

Responsibility 3 –Board of Trustees, Company Secretary and Project Evaluation

  • Provide the Board of Trustees with full and timeous reports on all aspects of the project’s operations, including the monitoring and evaluation.
  • Attend Board Meetings and external meetings as required.

Work standard – Tasks completed within required timescales and to the necessary standard

Responsibility 4–Development

  • Develop the People’s Pedal Power Project sustainability innovative projects.
  • Assess and report on conditions for staff and volunteers through appraisals, training, support and recruitment policies.

Work standard – Approved projectdeveloped on time and within budget. Staff appraisal, training and support carried out to agreed programme and timetable.

Responsibility 5–Communication

  • Lead responsibility for all external and internal communication regarding the People’s Pedal Power Project.
  • Preparing and delivering People’s Pedal Power procedures and policies to be incorporated into SWCC’s communications plan.
  • Liaising and communicating with stakeholders, partners, steering group, funder and the community.
  • Keep people well informed of the project progress within the organisation and general news.
  • Effectively communicate relevant project information to others.
  • Deliver engaging, informative, well-organised presentations within SWCC and externally.
  • Identify and approach organisations with a remit for supporting children, young people and families in South West Glasgow with a view to using organised cycling activities as a means of engagement and development for these groups to ensure as many of the community as possible are involved in the ideas, decision making and development of the whole project. This includes establishing a steering group to work with the Manager in focussing on the needs and wants of the community.

Responsibility 6–Other

  • With other staff, ensure the building is opened and locked securely at the appropriate and agreed times
  • Ensure that all SWCC policies and procedures are adhered to, particularly those relating to Health and Safety
  • At all times conduct yourself professionally, maintaining a high quality standard of work and to work always in accordance with the aims, values and ethos of SWCC

Qualifications

Essential / Desirable
Educated to degree level / Business management qualification
Qualification at diploma or higher level in health related discipline

Work experience & skills

Essential / Desirable
Excellent leadership skills / Experience of management within the third sector
10 years’ experience in a senior management role / Experience of working in the private sector
Excellent financial management skills / Experience of working in health promoting role
Significant experience of operating at board level / Experience of involvement in environmental / sustainability projects
Substantial knowledge of cycling and the cycling community / Experience of community engagement
10 years’ experience of community engagement and network building
Substantial understanding of community work, the voluntary sector and social enterprise
Excellent written and verbal communication skills
Excellent presentation skills
Good knowledge of Word, Excel and PowerPoint
Work towards first aid course certification
Ability to cycle
