DESKTOPAUDITS OF ADR EVIDENCE OF COMPLIANCE

1.INTRODUCTION

1.1.Applicantsfor Identification PlateApproval (IPA)for motorvehicles androad trailerslodgeevidence ofcompliancewith theapplicable ADRsvia Summary ofEvidence reports(SEforms) with the RoadVehicle CertificationSystem (RVCS).TheSEformsprovide one ormore ofthefollowing:

  • A summary of test datafrom thesource documente.g, the originaltest reportdemonstratingcompliance with ADR requirement;
  • Thedocument reference ofthesource documentfromwhich the SEform hasbeenpreparede.g, drawingnumber;or
  • The UNECE Approval number where the vehicle meets an acceptablealternativestandard.
  • These Circular setsout thepreferred administrative arrangementsfor conducting desktopauditsofSEformslodged with RVCS.
  • Thepurposes of the desktop auditsareto confirm that:
  • the information ona SEform lodgedin support of an applicationfor IPAmatchesthe information onthesourcedocument;
  • the source documenthassufficientinformationtoconfirm thatall therequirementsofthe ADR aremet;and
  • All the variants capable ofbeingsuppliedto Australia are covered byavalidIPA.
  • Desktop audits will notreplace conformity of production auditsor testfacilityinspectionshowever; good performance in desktop auditsislikelyto lead tofewerphysical audits.

2.APPLICABILITY

2.1.It isintendedthatallLicenseeswithcurrent IPAsforroadmotorvehiclesandroadtrailerswill be subjecttoadesktopaudit.Thefrequencyofdesktopauditswill be based on riskmethodology.

2.2.Eachdesktopaudit willcoverone SEformand SF formifapplicable.

2.3.A copy ofthe originaltest reportand/or evidencedocumentfromwhich a SEformhasbeenprepared will be examinedduringadesktopaudit.Whereproductioncomponentsarenotdirectlyreferencedinthetest reports, the licenseeswould be expected toprovidedesignchangecontrol information forcomponents/vehiclesystemsmodifiedsince theoriginalcertificationtests.

3.PROCEDURE

3.1.Selectionof SEforms foraudit.

3.1.1.SelectionofSEformswill be baseduponfactorsthatinclude, but are not limitedto,thefollowing:

  • Introductionofa newADRoramended ADR.
  • Evidence ofor perceivednon-compliancewith anADRfora particular vehiclecategory inthefield.
  • SEformsrequiringonlythe ‘referenceofthedocument thatprovidesproof ofcompliance’.
  • SEformsinsupport ofaproposedconformity ofproductionauditofadesignfacilityand/or a productionfacility.
3.2.Request for specific documents.

3.2.1.TheLicenseeselectedfordesktopauditwill be notifiedofthereferenceof theSEform to beauditedand thedocumentstobe provided forexaminationwhichwillincludeoriginaltest reports,designchangecontrol informationandVariantEvidenceMatrixasper Attachment 1 ofCircular0-13-1–‘Conformity ofProduction’.

3.2.1.1.Theymayincludecompletedtrailer finalinspection reportsfor trailers.

3.2.2.TheLicenseeis requestedtoprovide thedocumentswithin 15 workingdaysofthedateofthe notice.For largeandcomplexreports, an extensionoftimeforsubmissionofdocumentswill be consideredbytheAdministrator.

3.2.3.The documents shouldbetranslated to Englishif not inEnglish.For large and complex reports, arequest for translationofonlyrelevantsectionswill be consideredbythe Administrator.

3.2.4.Where therequesteddocumentsdonot providesufficient information todeterminethat thevehiclescomplywithall therequirementsofthe ADR,furtherdocumentsmaybe sought.

3.2.5.Anyanomalyordeficiencyorrequestfor further informationwill becommunicatedtothe Licensee via the RVCSasa discussionitemagainst theIPAfor response bythelicensee.

4.Notification ofoutcome of thedesktopaudit

4.1.A noticewill be sent totheLicenseeadvisingwhen thedesktopaudit iscompletedandsatisfactory.

4.2.Appropriateactionwill be taken ifa desktopaudit isunsatisfactory or cannotbesatisfactorilycompletedwithin sixmonths.It mayinclude:

  • Anotherdesktopaudit during the12monthsperiod;andor
  • A request fortheLicensee to ‘showcause’ whythe IPAshould notbesuspended,cancelled orvaried.
