Design Guidelines for Senior Housing Construction

  1. Summary and Background

Trepex Construction is currently accepting proposals to produce an electronic format reference guide for Trepex Constructiondesign guidelines in the senior housing industry. Our home office is in Austin with projects located throughout Texas. Some travel to our existing facilities and facilities under constructionwill be required.

The purpose of this Request for Proposal (RFP) is to solicit proposals from various candidates or companies, conduct a fair and extensive evaluation based on criteria listed herein, and select the candidate who best represents the direction Trepex Construction wishes to go.

Trepex Construction was founded in 2014 as a general contractor and developer with a senior housing focus. To increase efficiency, we need to create a basis for selecting design elements to be used by owners, architects, project managers, suppliers and contractors.

2. Proposal Guidelines

This Request for Proposal represents the requirements for an open and competitive process. Proposals will be accepted until 5pm CST January 13, 2017. Any proposals received after this date and time will be returned to the sender. All proposals must be signed by an official agent or representative of the company or applicant submitting the proposal.

If the company or applicant submitting a proposal must outsource or contract any work to meet the requirements contained herein, this must be clearly stated in the proposal. Additionally, all costs included in proposals must be a fixed fee and all-inclusive to include any outsourced or contracted work. Any proposals which call for outsourcing or contracting work must include a name and description of the organizations being contracted.

All costs must be itemized to include an explanation of all fees and costs.

Contract terms and conditions will be negotiated upon selection of the winning bidder for this RFP. All contractual terms and conditions will be subject to review by Trepex Construction and will include scope, budget, schedule, and other necessary items pertaining to the project.

3. Project Purpose and Description

Project Description:

Trepex Construction is seeking a provider to create an electronic format reference guide that is simple to use, provides detailed information for the basis of design, and is easy to add or modify content. The anticipated software programs would be based on the Microsoft Office Suite. The electronic format reference guide will also need to be reproduced into physical binders as an additonal final deliverable.

The finished reference guide must allow Trepex Construction personnel to easily manipulate the layout and content to allow for frequent changes in the design offerings of our company.

The reference guide design and layout should be aesthetically pleasing and simple for users to navigate.The resulting reference guide will include, but is not limited to, descriptions, schedule of equipment/finishes, cut sheets/product data and photographs.

4. Project Scope

The scope of this project includes all research, design, organization, writing and formatting.

The selected bidder will be responsible for all aspects of creating the reference guide; from information collection to the final product.

  • Visually and aesthetically pleasing.
  • The resulting reference guide will include, but is not limited to, descriptions, schedule of equipment/finishes, cut sheets/product data and photographs.
  • Be organized by MasterSpec division, easy to navigate, with information clearly documented in a uniform manner.
  • Consistency of design across all pages/sections of the reference guide in a design theme that fits our branding.
  • Reference guide can be changed/modified easily by Trepex Construction personnel with minimal effort.
  • Prominent display of Trepex Construction corporate logo throughout all pages of the reference guide.
  • Ability to work closely with Trepex Construction liaison on coordination of project tasks and resources.

5. Request for Proposal and Project Timeline

Request for Proposal Timeline:

All proposals in response to this RFP are due no later than 5pm CST January 13, 2017.

Evaluation of proposals will be conducted from January 16, 2017until January 27, 2017. If additional information or discussions are needed with any bidders during this two-week window, the bidder(s) will be notified.

The selection decision for the winning bidder will be made no later than January 27, 2017.

Upon notification, the contract negotiation with the winning bidder will begin immediately. Contract negotiations will be completed by February 3, 2017.

Notifications to bidders who were not selected will be completed by January 27, 2017.

Project Timeline:

Project initiation phase must be completed by February 17, 2017.

Project planning phase must be completed by March 17, 2017. Project planning phase will determine the timeline/schedule for the remaining phases of the project.

6. Budget

All proposals must include proposed costs to complete the tasks described in the project scope. It is expected that cost of project research and development will be charged at atime and material rate with a fixed fee GMP.

Pricing should be listed for each of the following items:

  • Project research/Development
  • Materials
  • Items identified outside the RFP scope of work or services during the effort will be negotiated as change orders and will affect the contracted GMP.

NOTE: All costs and fees must be clearly described in each proposal.

Approved travel expenses will be reimbursed.

7. Bidder Qualifications

Bidders should provide the following items as part of their proposal for consideration:

  • Description of experience in writing specifications
  • Description of building design experience
  • Knowledge of building systems
  • Example(s) of project(s) similar in scope
  • Testimonials from past clients
  • Timeframe for completion of the project
  • Contact information for follow up questioning

8. Proposal Evaluation Criteria

Trepex Construction will evaluate all proposals based on the following criteria. To ensure consideration for this Request for Proposal, your proposal should be complete and include all the following criteria:

  • Overall proposal suitability: proposed solution(s) must meet the scope and needs included herein and be presented in a clear and organized manner.
  • Organizational Experience: Bidders will be evaluated on their experience as it pertains to the scope of this project.
  • Previous work: Bidders will be evaluated on examples of their work.
  • Value and cost: Bidders will be evaluated on the cost of their solution(s) based on the work to be performed in accordance with the scope of this project.
  • Technical expertise and experience: Bidders must provide descriptions and documentation of technical expertise and experience.
  • Scope of Work and Services: A clearly identified scope of work and services for above referenced documents.
